Welcome/Introductions – warm welcome to all attendees. 2. Apologies – as above. 3. Attendance and Confidentiality Agreement – signed by those present. 4. Minutes from last meeting – agreed and approved. 5. Matters Arising from those minutes - We had discussed the possible availability of some secondhand speedwatch monitoring devices in the west of the county – enquiries have been made by Sgt Goddard but update is still awaited…..to be chased up Action – Sgt Goddard There then followed an additional special item - information sharing input from Emily and Ian, First Responders who support the following newly launched scheme – 1 SUFFOLK CARELINE A new scheme which helps maintain individuals independence by providing Telecare alarms and a range of associated equipment that give people the confidence to know that assistance is available at any time. In addition Careline also provides an emergency response service designed to respond to a call within 45mins anywhere in Suffolk. Suffolk Careline is a not for profit Community Interest Company who’s objective is to benefit the community and in particular to provide assistance and support to older, disabled or vulnerable people requiring assistance and support to remain in their own home. Call 0845 6007724 or visit www.suffolkcareline.com for more information. 6. Update/Review Current Priorities – 1. Tackling Rural Dwelling Burglary and Random Outbuilding thefts. DG gave updates - Burglaries are continuing but are not concentrated to a given area. Security measures are still an issue. SNT staff have made contact with Earl Soham businesses/residents. This has included Brandeston with those attending the regular coffee morning having inputs aimed at raising awareness and promoting home security measures etc by the Area Crime Reduction Officer Tim Cracknell and the Community Watch Liaison Officer Ann Powell, encouraging vigilance and immediate reporting of suspicious incidents. Police Direct and NHW has been promoted and contact made with NHW Co-ordinators. Some offences have again had issues around security and measures could have been taken to frustrate offenders. The offences are widespread and targeting specific areas is not easy. JM spoke of a recent series in Yoxford. The group was updated an offender is sought for one of these having been identified through forensics. MB spoke of burglary problems in Leiston which suggest links to drug abuse. Lots of work ongoing to identify offenders for these. It is known that some offences have been opportunist so again there is a real need for individuals to take responsible steps to minimise opportunity for crime.. 2. Youth related ASB linked to Carlton Park and Wenhaston - ASB and damage related crimes – Carlton Park and Brook Farm Estate continues to be a problem area with route through Henley Close, Dove Close/Kingfisher Rise. Underage drinking and noise nuisance continues. Waitrose had reported at BOS meeting that alcohol was being stolen from shelves and that measures were being put in place. Youths are being confrontational in Fromus Square, intimidating Waitrose staff and customers. It is very evident that problem youths are coming over from Leiston, hanging out in Saxmundham and running riot especially on Sat nights. No further problems in Wenhaston. High viz patrols and attention to the village hall over the last two months seem to have paid off. Local youths have been spoken to and generally advised re behaviour and SNT continue to monitor here. 2 3. Framlingham Primary School Parking issues - PCSO Hassler had provided an update for the meeting – contact had been made with the school head Mrs Picton and some new measures were in place to try to relieve pressure on New Rd with the school opening from 0830hrs allowing parents to drop earlier and up to 0900hrs. Framlingham Town Council and SCDC are looking at the towns parking issues including The Elms Car Park, the impact charging parking fees will have etc. EC suggested these matters could be removed as a priority as there is little more the partnership can effectively do. CH reports that the school are having a ‘walk to school week’ and they will be encouraging pupils to walk more. A walking school ‘bus’ has been suggested but the school cannot supply staff to assist to monitor such a scheme and parents would need to progress this idea with parents volunteering to assist monitor and safeguard the children. Contact has been made with the crossing patrol officer and no further problems have occurred. 7. Other Matters DG gave the crime and ASB updates which suggest ASB at Saxmundham and Framlingham should be priorities. MG spoke of complaints received re youths hanging out in Fromus Square behind the White Hart (currently closed) and bad mouthing people walking through. DW spoke of parking issues in Framlingham with drivers ignoring yellow lines and very inconsiderate parking causing unnecessary obstructions, CL added to this and a general discussion was had to identify specific problem areas. IR updated the group re the progress at Middleton re a 20 zone for the centre of the village. The Primary School children have agreed to design a leaflet for parents and local drivers. A steering group has been set up and PCSO Newson will be invited to attend meetings. SCC have given costings for traffic calming but this was not what was asked for and the steering group will explore this further with SCC. 8. Agree/Sign Off Priorities All agreed to sign off priority 1, keep priority 2 but add Brook Farm Estate and other problem areas, sign off priority 3. New priorities as follows; (1) - Anti Social Behaviour in Framlingham on Friday/Saturday nights and linked to St Michaels Churchyard* in Church Street, then en route via New Road, Pigs Meadow*, Pembroke Road and area of The College. (IP13) (2) - Youth Related Anti Social Behaviour in Saxmundham on Friday/Saturday nights and linked to Carlton Park*, Brook Farm Estate, Market Place* and Waitrose*. (IP17) (3) - Parking Issues Framlingham – all vehicles contravening yellow line restrictions – Market Hill, Fairfield Road, Fore Street, Station Road, College Road and Mount Pleasant. (IP13) 3 ACTION PLANS Priority (1) SNT and NRT Officers to Identify culprits through targeted patrols/checks at likely locations and on routes to/from. Search/Seize alcohol for underage possessions. Make full use of juvenile nuisance letters and ASB Unit process to deal with offenders identified. Enforce exclusion areas*. Issue Sect 27 Direction to leave notices where applicable. Encourage early and real time reporting by residents/businesses so that police attendance is requested at the time. Priority (2) SNT and NRT Officers to carry out targeted patrols/checks at likely locations and on routes to/from. Search/Seize alcohol for underage possessions. Make full use of juvenile nuisance letters and ASB Unit process to deal with offenders identified. Enforce exclusion areas*. Issue Sect 27 Direction to leave notices where applicable. Encourage early and real time reporting by residents/businesses so that police attendance is requested at the time. Priority (3) SNT/NRT Officers to patrol relevant locations identify offending vehicles and enforce parking restrictions through fixed penalty notices.
