Welcome to Odisha State Open University, Sambalpur.

I take pleasure in presenting before you the Admission Prospectus for the academic session 2020-21. This official document contains vital information about academic programmes on offer, eligibility criteria, fee to be paid per year and the total programme fee to be charged by the university, syllabus, location of study centres etc. You are advised to go through the university rules and regulations for all programmes offered through the open and distance learning mode before payment of fee and submission of your form in the online portal.

Due to the COVID-19 pandemic our study centres located in university and college premises are closed. Most of the teaching and learning activities have been carried out through the online mode as per the guidelines issued by the higher education department. All our study materials are available in the OSOU website under the banner e-Gyanagar and OER Repository. Still study materials will be sent to your residential address by registered parcel after admission confirmation. Most of the support services will be made available to you directly from the OSOU headquarters at Sambalpur or through regional centres located at Bhubaneswar , Berhampur, Balasore and Jeypore till such time normalcy is restored and colleges are opened by the Government for entry of the students.

The unique feature of open university is its in-built flexibility in every sphere of its activity. Relaxed entry rules, minimum and maximum duration allowed to learners to complete their studies, selection of study centres by the learners, study from home, affordable programme fee, multimedia approach to programme delivery are some of the Lerner-centric approach of OSOU.

This year we have introduced BA honours in Sanskrit, Diploma in Banking and Insurance and Postgraduate Certificate in Digital Library. Thus, total academic programmes offered by the university in the current session has gone up to 62. This, in itself, is a big achievement for an university that is five years old. Anyone having graduation degree in any discipline can join MA and MCom. Similarly, in case you have +2 qualification in any discipline you are permitted to join any honours programme under BA/BCOM/BBA. This year UGC has made provisions for dual degree programmes. This essentially mean that any learner can pursue two degree programmes (PG/UG) at the same time: one from the regular mode and another degree through open and distance learning mode. Many learners will avail this opportunity to have two career options before them.

The Odisha State Open University is established by an Act of the State Legislature in 2015. The University has jurisdiction over the entire State of Odisha. The mandate is on education, research, training and capacity building by diversity of means of distance and continuing education including the use of new educational technology available to common man at affordable cost. Degrees, Diplomas and Certificates issued by the University are treated at par with Degrees/Diplomas issued by other Universities established by centre/states and recognized by UGC. Emphasis is placed on Skill Based Education to enhance employability of the students. To fulfill its mandate the Open University has established Regional Centers and Study Centers in different parts of the State. Besides Under Graduate, Post-Graduate, Skill Based and vocational courses, focus is on Journalism & Mass Communication, Business & Management Studies, Computer Science courses, Rural Development, Disaster Management, Communication Skills, Translation Studies and functional aspects of Odia and Hindi language courses. The Governor of Odisha is the Chancellor of the University. By virtue of his office the Chancellor is the head of the University. He enjoys the power to appoint the Vice-Chancellor, to preside over the convocations of the University and to cause an inspection/inquiry of any matter connected with administration and finances of the University.

The Board of Management is the Chief Executive Body of the University. It has the power of management and administration of the revenue and property of the University; to effect standardization of skill-related education available in the State; to manage and regulate the finances, accounts and investment of the property of the University; to create teaching, other academic, administrative and ministerial posts and to prescribe the functions and conditions of services of the employee; to institute fellowship, scholarships and studentships.

The Academic Council is the principal academic body to co-ordinate and exercise general supervision over the academic policies of the University. It is responsible for maintaining the academic standards.

Skill Development Education Council has to organize and promote skill related trainings and programmes; to give recognition to industries, firms, institutions, different registered workshops, laboratories, training institutes as training platform for students of the University, to work out the modalities to standardize vocational and skill development education offered by different organizations and to withhold recognition of defaulting bodies.

The Planning Board is the principal planning body responsible for monitoring of the developments on the lines indicated in the objects of the University.

The Board of Recognition is responsible for admitting Government recognized colleges to the privileges of the University for Providing Add-on and skill development courses.

The Finance Committee shall deal with the financial matters of the University including investment of University funds and purchase of any immovable property.

REGIONAL CENTRES AND STUDY CENTRES

Open University in Odishahasestablished Regional Centres and Study Centres in different parts of the State to provide student support services. Skill Development Centresare established for hands-on training. During the last three years University has established study centres in all 30 districts in Odisha. All centres have been established in reputed Universities and Government/Aided Colleges. Regional Centres have been established at Bhubaneswar,

Berhampur, Jeypore and Balasore. Detailed list of 54 Study Centres already established in different parts of Odisha has been given in Annexure- 1.

CREDIT SYSTEM

Odisha State Open University is following credit system where each credit is equivalent to 30 hours of study. For any certificate level course of six-month duration students are required to earn 16 credits (480 Study Hours) and for a diploma course of one-year duration the minimum credit required for successful completion of programme will be 32 credits (960

Study Hours). Post Graduate Diploma Programme are eighteen months‟ duration. Credit value

ODISHA STATE OPEN UNIVERSITY University Established by an Act of Government of Odisha of PG Diploma is 48 (1440 Study Hours). In postgraduate degree programme, the total credit value varies from 64 to 72 depending upon the requirement of each programme. However, in undergraduate programmes that falls under CBCS pattern, the total credit value for three years honours programme in BA, B.COM and BBA is 148.

SEMESTER SYSTEM

Odisha State Open University has introduced semester system. Each semester is of six months‟ duration. The performance of the learners is evaluated after the end of each semester.

GRADING SYSTEM

State Open University in Odisha is following grading system of evaluation to assess the performance of the students. Ten points grading system suggested by the University Grants

Commission (UGC) is implemented by the University. Semester grade point average (SGPA) and cumulative grade point average (CGPA) are reflected in the Grade Card of the students along with percentage of marks with division secures.

EVALUATION SYSTEM

Evaluation system is based on two core components: continuous evaluation and term- end examination. Continuous evaluation carries 25% weightage and the end semester examination carries 75% weightage. In skill based programmes with hands-on training evaluation of the performance of students in practical and theory have a ratio of 75:25. Some programmes have project component. Evaluation in project courses have two aspects, project report and viva voce which is in the ratio of 75:25. University will offer some non-credit courses to create awareness for which a certificate of participation will be issued.

Objectives

SCHEME FOR LATERAL ENTRY TO SECEOND YEAR OF MASTER DEGREE PROGRAMME

With the approval of the Board of Management the following scheme for Lateral Entry to Master Degree Programme for the students who have done Diploma/Post Graduate Diploma has been formulated: 1. Students of UGC recognized Higher Educational Institutions or State/Central Government Higher Educational Institutions having PG Diploma will be eligible under the lateral entry scheme.

2. Diploma/Post Graduate Diploma holders of Odisha State Open University shall apply for internal credit transfer from Post Graduate Diploma to Master‟s Degree Program subject to the condition that entry qualification of Post Graduate Diploma course is same as admission to Master Degree Programme and the syllabus of Post Graduate Diploma is same as first year of Master Degree Programme. 3. Student having a Post Graduate Diploma from Universities/Institutions other than OSOU as referred in Para-1 above shall apply for lateral entry and credit transfer through a different application format giving the details of the syllabus, eligibility 111

Duration of the programme for students admitted through lateral entry shall be minimum one year and maximum three years. 5. The minimum qualification for admission to Master Degree Programme through Lateral Entry is graduation. Students having Diploma/PG Diploma without graduation will not be considered under the Lateral Entry Scheme. 6. Students having a certificate of six month duration shall not be eligible for Lateral Entry in to the concerned Post Graduate Programme. However such students having graduation degree along with certificate can apply for credit transfer. 7. Fees for one year as per the programme will be charged from the student doing Master‟s Degree Programme through lateral entry. 8. OSOU students having successfully completed the Post Graduate Diploma Programme in Journalism and Mass Communication and Rural Development shall apply for admission to Master Degree Programme through lateral entry and the minimum duration of completion of the programme shall be one year. 9. OSOU students having successfully completed PG Diploma in Cyber Security shall apply for admission to Master of Science in Cyber Security (MSCS) subject to the condition that they possess entry level qualification as prescribed for MSCS programmes. The minimum duration of completion of the programme shall be one year.

SCHEME FOR CREDIT TRANSFER

The following scheme for Credit transfer to various programme has been formulated: 1. Students seeking credit transfer for course already completed from Odisha State Open University or from any other UGC recognized Higher Educational Institution shall submit separate application for the purpose after completing fresh admission in Bachelor/Master Degree Programme. 2. Internal credit transfer shall be accorded to OSOU students in case the syllabus have not been revised and prescribed Credit Transfer fees has been deposited. 3. Candidate/Student for other Higher Education Institutions seeking Credit Transfer shall apply for the said purpose in a separate application form along with prescribed Credit Transfer fees.

Student from other institutions, other than Odisha State Open University shall have to earn minimum 50% of the total credits prescribed by Odisha State Open University for successful completion of the programme of the study. 6. OSOU students shall study for a minimum period of six months ie one semester for completion of a programme in case they earn remaining credits prescribed for the programme for credit transfer. SPECIAL FEATURES 1. Scholarships/reimbursement of fees are available to the deserving candidates of SC/ST/SEBC/PH as per Govt. of Odisha norms.
