This project was originally undertaken to fulfil the requirements for the final project of the University of Strathclyde’s Post-graduate Certificate in Family History and Genealogy in July 2011. My interest in the subject was sparked by living in Lady Anne Grove for many years and by walking in Lady Anne’s Wood and to Lady Anne’s Well near the Kirk Burn at the east end of Tillicoultry. These names first appear on the1899 Ordnance Survey 6 inch to the mile map. My research showed that the woods were named for Lady Anne Lindsay, the wife of Robert Wardlaw Ramsay, who bought the Tillicoultry Estate in 1814. The project also tries to build up a picture of the owners’ local involvement and concentrates on the period from first ownership by the Wardlaw Ramsay family until the end of World War I: this was influenced by the time constraint of the project and an awareness that there are living family members one would wish to contact before including personal detail. The first documented reference to the Tillicoultry Estate is in 1261 when Aleuin de Mes, resigned it to the king.1 This estate has changed hands a surprising number of times through the centuries. Legend has it that the laird killed the pet ram of St Serf (circa 600) who foretold that no son born of the estate would succeed his father.2 This seems to have held true until the ownership by the Wardlaw Ramsay family in the 19th century. Page 3 of 24 more pragmatic evaluation: 'The estate was frequently regarded as a marketable commodity rather than an aristocratic adornment.'3 The study has established who owned the estate and the names of their spouses and then investigates whether the owners in the 19th century did just treat it as a source of income, or if they were involved with the local community. LITERATURE REVIEW Nothing has been written exclusively about the Tillicoultry Estate. The First and Second Statistical Accounts of Scotland give information on the succession of ownership which is widely replicated but have been found to be inaccurate.4 Watson (1881) and Gibson (1883) write widely about Tillicoultry but draw on the Statistical Accounts and concentrate on the textile industry.5 Most of those writing about Tillicoultry, such as the ministers writing The Statistical Accounts and Carvel, who wrote A Century of Coal, wrote on behalf of their employers or patrons and perhaps inclined to give a positive picture.6 William Gibson, a 19th century mill owner and independent quite pointedly describes the destruction of a 'druidical circle' by an adjacent sand quarry as an act of vandalism and 'Had the present proprietor [Robert Balfour Wardlaw Ramsay] resided at Tillicoultry instead of Whitehill, this surely would never have been allowed to go on.’7 3 Evans, F.J. Page 4 of 24 OWNERSHIP OF THE ESTATE Tillicoultry Estate was a small estate of about 4,000 acres made up of hill grazing in the Ochils and agricultural land on both sides of the River Devon. Wealth also lay underground as ironstone and coal which were mined with increasing efficiency until the late 1950s. Tillicoultry was particularly famous for weaving; numerous mills used the power of Tillicoultry Burn and later the readily available coal, although the estate owners were not directly involved with the textile industry. The estate had a complex pattern of ownership. It was given as part of a marriage settlement on at least two occasions.8 James, Lord Colvill, had in the early 17th century feued out the greater proportion of the estate to his 'auld, kindly, native tenants'9 and this may explain why so frequently only ‘parts and portions’ of the estate changed hands. Fig. 1 Lady Ann’s Wood The earliest map of Tillicoultry is John Adair’s of 1681;10 it shows a grand house with enclosed grounds close to a burn. There are only fleeting references to this early house and one must assume that it was dismantled and the new house, built between 1800 and 1820, used the same foundations. The 19th century house was a plain classical house, south facing with at least 27 rooms.11 Robert Wardlaw had the steeply sloping grounds to the east of the burn laid out as woodland with walks for his wife, Lady Anne Lindsay. At the beginning of the 19th century widespread criticism of alcohol gained ground in Britain and elsewhere. Those who advocated abstinence from drink, as well as some who campaigned for prohibition (banning the production, sale and consumption of alcohol) started to band together from the late 1820s onwards. This formal organisation of those opposed to alcohol was new. It was in response to a significant increase in consumption, which in Scotland almost trebled between 1822 and 1829. There were several reasons for this increase. Duty on spirits was lowered in 1822 from 7/- to 2/10d per gallon1 and a new flat tax and license fee system for distillers was introduced in 1823 in an effort to deal with illegal distilling. 2 Considerable numbers of private distillers went legal soon after. Production capacity for spirits was further increased by the introduction of a new, continuous distillation process.

    Major General Andrew Gilbert Wauchope

    Major General Andrew Gilbert Wauchope The Wauchope family is one of the oldest in Liberton Parish; a document bearing the name Gilbert Wauchope is dated around 1390. Andrew Gilbert Wauchope was born at Niddrie House in Edinburgh on the 5th July 1846, the third of four children born to Andrew Wauchope and Frances daughter of Henry Lloyd of Lloydsborough, county Tipperary, Ireland. He attended school at Worksop in Nottinghamshire, and later at Stubbington House near Fareham in Hampshire. On leaving school, he became a cadet at the Naval College, Portsmouth in 1859, leaving there on 3rd July 1862. He joined the 42nd Royal Highlanders (The Black Watch), as an Ensign in November 1865, aged nineteen. In 1867, he was promoted to Lieutenant, and became Adjutant on 5th April 1870. He resigned this position in August 1873, in order to go with his regiment to the Gold Coast, where he arrived on 30th November that year. During the subsequent fighting against the Ashanti army, he was severely wounded in the shoulder, the bullet only being extracted some years later. For his actions in this fighting, he was mentioned in despatches. On returning to Scotland the following year, he was appointed Acting Adjutant at the regimental depot in Perth, and held that post until March 1876. At that time, he went with his regiment to Malta, as Musketry Instructor, later moving to Cyprus in 1878 as a Civil Commissioner. He was promoted to Captain on 14th September 1878, and later made a member of the Order of St Michael and St George (CMG), for his services in Cyprus.

    EXECUTIVE NOTE THE JUSTICE OF THE PEACE COURTS (SHERIFFDOM OF TAYSIDE, CENTRAL AND FIFE) ORDER 2008 SSI/2008/363 1. The above Order was made in exercise of the powers conferred by sections 59(2), 64(1) and (4), 65(1), and 81(2) of the Criminal Proceedings etc. (Reform) (Scotland) Act 2007 (“the 2007 Act”). The instrument is subject to negative resolution procedure. 2. This Order provides for justice of the peace courts (“JP courts”) in the Sheriffdom of Tayside, Central and Fife. Certain transitional provisions in the Order will enter into force on 1 December 2008 while the remainder of the Order comes into force on 23 February 2009. The Order makes provision in relation to: • the establishment of JP courts in Tayside, Central & Fife; • the disestablishment of the district courts in Tayside, Central & Fife; • the transfer of staff of the district courts to the employment of the Scottish Ministers; • certain fixed penalties and conditional offers of penalties that will be dealt with by the clerks to the JP courts; • citation of accused persons and witnesses to the JP courts in Tayside, Central & Fife prior to their establishment; • the fixing of diets in the JP courts prior to their establishment, and applications for the alteration of such diets; and • the repeal of certain sections of the District Courts (Scotland) Act 1975 (“the 1975 Act”), for the purposes of court unification in Tayside, Central & Fife. Policy Objectives 3. The 2007 Act makes provision for the unification of Scotland’s courts to allow for the more efficient, effective and consistent handling of criminal cases through the summary courts.

    SCS1H Justice Committee Scottish Court Service recommendations for a future court structure in Scotland Written submission from Andrew G Ferguson Haddington Sheriff Court I have read the Scottish Court Service document on “ Shaping Scotland’s Court Services; a dialogue on Court Structure for the Future”, listened to the presentation from Eric McQueen and the arguments against put forward by the Legal fraternity in East Lothian. I have attempted to refrain from making comment and hoping that “common sense” would prevail but alas I sense that it is not as common as I envisaged since the Justice Secretary, Mr Kenneth MacAskill has approved the recommendations and it was subsequently approved by the Scottish Parliament. I would therefore make a few points which would I hope be worthy of consideration by the Justice Committee. These are as follows:- 1. In Appendix 1 of the above document, in part D it is desirable that criminal justice be delivered locally as this engages the local community in the administration of Justice. How can this be perceived by the population of East Lothian, which extends well beyond East of Haddington as to be fair, if the justice is administered from Edinburgh? How would the citizens of Edinburgh view justice being administered from Haddington ? I would suspect that it would not be acceptable and not credible. 2. The use of Video conferencing ( part F of Appendix 1)would seem to be a way dealing with justice in East Lothian by remote administration in Edinburgh. I would suggest that this could be appropriate in some instances but if earnestly developed to cover the majority of cases there are hidden costs which have not been considered and would ultimately be more expensive.

    CLACKMANNANSHIRE FIELD STUDIES SOCIETY The CFSS was formed in October 1970 after attempting to revive the Alloa Society of Natural Science and Archaeology established in 1865. The society‘s aims are:- ―to promote interest in the environment and heritage of the local area‖ - and it has some 130 members. CFSS has run and participated in various events eg. on Industrial Archaeology; David Allan; in and at Alloa Tower; Green Scene; Biodiversity; Local Heritage Initiative Scotland (LHIS). Our latest edition of Alloa Tower and the Erskines of Mar was jointly published with the Friends of Alloa Tower. It is associated with Stirling University‘s Forth Naturalist and Historian (FNH) in publishing, and every November with its Man and the Landscape annual symposium – the 30th 2004 is Landscapes of the Mines, and is the launch of the 27th annual journal as reported on in the CFSS April newsletter. Research projects have included- Linn Mill, Mining, and Alloa Riverside; these have been published as booklets Linn Mill, Mines and Minerals of the Ochils, and Alloa Port, Ships and Shipbuilding. The recent major project is Old Alloa Kirkyard, Archaeological Survey 1996 – 2002 has much further related work, displays and publications in progress. The CFSS Newsletter, twice yearly April and October, has 5 yr indexes. The Summer Programme, for May to August, has four Saturday or Sunday outings, a weekend event in May and a series of fortnightly (on the first and third Wednesdays of the month) Evening Walks. A Coffee Morning in September links the summer and winter events. The Winter Programme, ‗launched‘ at the coffee morning, has fortnightly lectures or member‘s nights on the second Monday of the Month from October to March, possibly including an Industrial Visit, and concluding with the Society‘s AGM in April.
