Members present The following elected Council Members were present at the meeting in Oberhofen (SUI) on Saturday, 5th November 2016: President Gian Franco Kasper, Vice-Presidents Janez Kocijancic, Aki Murasato, Dexter Paine and Sverre Seeberg, Members Mats Årjes, Dean Gosper, Alfons Hörmann, Roman Kumpost, Jessica Lindell-Vikarby (Athletes Commission Representative), Flavio Roda, Eduardo Roldan, Peter Schroecksnadel, Dong-Bin Shin, Patrick Smith, Martti Uusitalo, Michel Vion. Minutes from the Council Meetings in Cancun (MEX) June 2016 The minutes from the Council Meetings in Cancun (MEX) from 6th to 11th June 2016 were approved. 3. The FIS World Championships 3.1 Report on future FIS World Championships The Council Members, or representative on behalf of the respective nation, reported on the following upcoming events and provided written reports from the Organising Committees: FIS Alpine World Ski Championships 2017, St. Moritz (SUI), 6th - 19th February: President Gian Franco Kasper FIS Nordic World Ski Championships 2017, Lahti (FIN), 22nd February - 5th March: Council Member Martti Uusitalo FIS Freestyle Skiing and Snowboard World Championships 2017, Sierra Nevada (SPA), 5th - 19th March: Council Member Eduardo Roldan FIS Ski Flying World Championships 2018, Oberstdorf (GER), 18th - 21st January: Council Member Alfons Hörmann FIS Freestyle Ski and Snowboard World Championships 2019, Park City (USA), 1st - 10th February: Vice-President Dexter Paine FIS Alpine World Ski Championships 2019, Åre (SWE), 5th - 17th February 2019: Council Member Mats Årjes FIS Nordic World Ski Championships 2019, Seefeld (AUT), 19th February - 3rd March 2019: Council Member Peter Schröcksnadel FIS Ski Flying World Championships 2020, Planica (SLO), dates under review: Vice-President Janez Kocijancic FIS Freestyle Ski and Snowboard World Championships 2021, Zhangjiakou/Genting Resort (CHN), dates under review: Secretary General Sarah Lewis on behalf of the Chinese Ski Association FIS Alpine World Ski Championships 2021, Cortina d’Ampezzo (ITA), 8th - 21st February: Council Member Flavio Roda FIS Nordic World Ski Championships 2021, Oberstdorf (GER), 23rd February - 7th March: Council Member Alfons Hörmann The Council acknowledged the progress reports from the respective Council Members, representatives and Organising Committees and that all the various preparations appear to be going according to schedule. Additionally, the Council confirmed the above dates of the 2021 FIS World Championships in Cortina (ITA), Oberstdorf (GER). For Zhangjiakou/Genting Resort (CHN) the dates will be defined shortly. 3.2 Candidates for future FIS World Championships On proposal of the Grass Ski Committee, the Council appointed Kaprun (AUT) as Organiser for the FIS Grass Ski World Championships in 2017. It furthermore thanked the other candidate, the Iran Ski Association, for its application and commended the Organisers in Dizin for the successful Grass Ski Junior World Championships in 2016. Short Summary FIS Council Meeting, Oberhofen (SUI), November 2016 - 2 - The Council confirmed that applications for the FIS World Ski Championships in 2023 to be elected by the Council during the FIS Congress in 2018 will be open from 1st January until 1st May 2017. The documentation containing details about the applications and procedures will be submitted to all National Ski Associations in December 2016. 4. The FIS Junior World Championships 4.1 Future Championships The Council Members or representative on behalf of the respective organising National Ski Association reported on the following upcoming events: FIS Alpine Junior World Ski Championships 2017 in Åre (SWE), 6th - 14th March: Council Member Mats Årjes and its representative at the Championships. FIS Nordic Junior World Ski Championships 2017 in Park City (USA), 30th January - 5th February: Vice-President Dexter Paine and its representative at the Championships. FIS Snowboard Junior World Championships 2017 in Klinovec/Spindleruv Mlyn (CZE), 18th - 21st February and 30th – 31st March: Council Member Roman Kumpost and its representative at the Championships. FIS Freestyle Junior World Ski Championships 2017 in Valmalenco (ITA), 27th March - 2nd April: Council Member Flavio Roda and its representative at the Championships. FIS Alpine Junior World Ski Championships 2018 in Davos (SUI), 29th January - 8th February: President Gian Franco Kasper FIS Alpine Junior World Ski Championships 2019 in Val di Fassa (ITA): Council Member Flavio Roda The Council acknowledged the progress reports on behalf of the various Organising Committees and confirmed that for the Championships in 2017 it will be represented at the respective Opening Ceremony by the Council Member from the host nation where possible. 4.2 Candidates for future Junior Championships The Council appointed the following new Organisers: - Silvaplana (SUI) as Organiser of the halfpipe events of the FIS Freestyle Ski and Snowboard Junior World Championships 2017. The other events have already been allocated to Valmalenco, ITA (Freestyle Ski) and Klinovec/Spindleruv Mlyn, CZE (Snowboard). - The German Ski Association as Organiser of the FIS Nordic Junior World Ski Championships in 2020, in accordance with the decision of Short Summary FIS Council Meeting, Oberhofen (SUI), November 2016 - 3 - the FIS Congress 2016 that the Organiser of the senior FIS Nordic World Championships also carries out the Junior Events in the seasons before or afterwards. The proposed Organisers are Klingenthal and Oberwiesenthal which are established World Cup Organisers; however the allocation of competitions and logistics are still under review by the German Ski Association and need to be addressed with the FIS Race Directors and Technical Committees before confirmation by the Council. 5. The International Olympic Committee / Olympic Winter Games The Executive Board (EB) of the International Olympic Committee (IOC) had a series of meetings before the opening of the IOC Session in Rio de Janeiro (BRA) just a few days before the 129th IOC Session and the Olympic Games. The main focus of the meetings was on the preparations and many issues connected with the Rio 2016 Games in regard to their organisation and execution. The other topic that the EB focused its attention before the Opening of the Rio 2016 was doping matters. The retesting of doping samples from the Olympic Games Beijing 2008 and London 2012 initially focused on athletes who could potentially start at the Olympic Games Rio 2016. Thereafter it continued to analyse the samples of all medallists from both Games. In total 1’100 samples have been re-analysed and 10% (110) led to adverse analytical findings. In view of the WADA Independent McLaren Report into Russia shortly before the Opening of the Rio 2016 Olympic Games, the IOC EB decided to delegate the final decision on the acceptance of entries of Russian athletes to a Review Panel composed of three IOC Executive Board Members: Decisions of the IOC Session At the IOC Session in Rio, Gian Franco Kasper (SUI) was formally elected as representative of the Association of International Winter Sports Federations (AIOWF) to the IOC Executive Board. Additionally two new IOC Vice-Presidents were elected along with seven new Members on the Executive Board at the 129th IOC Session ahead of the Rio 2016 Games. The Chair of the IOC Members Election Commission, HRH the Princess Royal, reported that the Commission has devised a new procedure for the recruitment of IOC Members based on the Olympic Agenda 2020 recommendations and eight new IOC Members were elected at the 129th IOC Session ahead of the Olympic Games Rio 2016, two of whom are from Winter Sports: Ivo Ferriani (ITA) President of the International Bobsleigh and Skeleton Federation and Karl Stoss (AUT) President of the Austrian NOC. The addition of the new Members brings the total number of IOC Members to 98. Short Summary FIS Council Meeting, Oberhofen (SUI), November 2016 - 4 - The International Ski Mountaineering Federation (ISMF) was given full recognition by the IOC Session. The ISMF already received provisional recognition from the IOC in April 2014. In addition President Gian Franco Kasper gave an update from the Olympic Summit that took place on 8th October 2016, notably in regard to the establishment of an independent anti-doping organisation, the positive implementation of Olympic Agenda 2020 and the recent launch of the Olympic Channel after Rio 2016. Meetings of the IOC Commissions and the Executive Board are taking place from 6th to 11th November 2016 in Lausanne. 5.1 Olympic Winter Games 2018 in PyeongChang The first meeting with the new President of the PyeongChang 2018 Organising Committee, Hee Boom Lee who was appointed in May 2016, took place during the Rio 2016 Olympic Games with President Gian Franco Kasper and Secretary General Sarah Lewis. Captain Ruanglek was elected as Vice President in the 34th International Executive Council (IEC) in Melbourne, Australia on 1 October 1983 and held this distinguished position for three years contributing immensely to various workbodies. ICID fraternity recalls that Captain Ruanglek rose to the highest position of the Director General of Royal Irrigation Department in the Ministry of Agriculture, Thailand and had been responsible for several impressive projects that were under construction in Thai basins. He also had been advising Prime Minister of his country till 1985 and later, held the distinguished position of Senator in the Thai Assembly. Till end, his contributions as consultant had enriched the irrigation community. We in the International Commission on Irrigation and Drainage (ICID) deeply mourn the passing away of Vice President Honoraire Sunthorn Ruanglek and wish to convey our deepest sympathies to the bereaved family. We also place on record the sad demise of Dr. C.C. Patel on 4 February 2011 at his residence in Gandhinagar, Gujarat State of India. Dr. Patel was elected as Vice President in the 27th International Executive Council meeting held at Banff, Canada in 1976 for a period of three years (1976-79).
