1. Members present

The minutes from the Council Meetings in Cancun (MEX) from 6th to 11th June 2016 were approved.

3. The FIS World Championships

3.1 Report on future FIS World Championships

The Council Members, or representative on behalf of the respective nation, reported on the following upcoming events and provided written reports from the Organising Committees:

The Council acknowledged the progress reports from the respective Council Members, representatives and Organising Committees and that all the various preparations appear to be going according to schedule.

Additionally, the Council confirmed the above dates of the 2021 FIS World Championships in Cortina (ITA), Oberstdorf (GER). For Zhangjiakou/Genting Resort (CHN) the dates will be defined shortly.

3.2 Candidates for future FIS World Championships

On proposal of the Grass Ski Committee, the Council appointed Kaprun (AUT) as Organiser for the FIS Grass Ski World Championships in 2017. It furthermore thanked the other candidate, the Iran Ski Association, for its application and commended the Organisers in Dizin for the successful Grass Ski Junior World Championships in 2016.

The Council confirmed that applications for the FIS World Ski Championships in 2023 to be elected by the Council during the FIS Congress in 2018 will be open from 1st January until 1st May 2017.

The documentation containing details about the applications and procedures will be submitted to all National Ski Associations in December 2016.

4. The FIS Junior World Championships

4.1 Future Championships

The Council Members or representative on behalf of the respective organising National Ski Association reported on the following upcoming events:

 FIS Alpine Junior World Ski Championships 2017 in Åre (SWE), 6th - 14th March: Council Member Mats Årjes and its representative at the Championships.

 FIS Nordic Junior World Ski Championships 2017 in Park City (USA), 30th January - 5th February: Vice-President Dexter Paine and its representative at the Championships.

 FIS Snowboard Junior World Championships 2017 in Klinovec/Spindleruv Mlyn (CZE), 18th - 21st February and 30th – 31st March: Council Member Roman Kumpost and its representative at the Championships.

 FIS Freestyle Junior World Ski Championships 2017 in Valmalenco (ITA), 27th March - 2nd April: Council Member Flavio Roda and its representative at the Championships.

 FIS Alpine Junior World Ski Championships 2018 in Davos (SUI), 29th January - 8th February: President Gian Franco Kasper

The Council acknowledged the progress reports on behalf of the various Organising Committees and confirmed that for the Championships in 2017 it will be represented at the respective Opening Ceremony by the Council Member from the host nation where possible.

4.2 Candidates for future Junior Championships

The Council appointed the following new Organisers:

- Silvaplana (SUI) as Organiser of the halfpipe events of the FIS Freestyle Ski and Snowboard Junior World Championships 2017. The other events have already been allocated to Valmalenco, ITA (Freestyle Ski) and Klinovec/Spindleruv Mlyn, CZE (Snowboard).

- The German Ski Association as Organiser of the FIS Nordic Junior World Ski Championships in 2020, in accordance with the decision of

the FIS Congress 2016 that the Organiser of the senior FIS Nordic World Championships also carries out the Junior Events in the seasons before or afterwards.

The proposed Organisers are Klingenthal and Oberwiesenthal which are established World Cup Organisers; however the allocation of competitions and logistics are still under review by the German Ski Association and need to be addressed with the FIS Race Directors and Technical Committees before confirmation by the Council.

5. The International Olympic Committee / Olympic Winter Games

The Executive Board (EB) of the International Olympic Committee (IOC) had a series of meetings before the opening of the IOC Session in (BRA) just a few days before the 129th IOC Session and the .

The main focus of the meetings was on the preparations and many issues connected with the Rio 2016 Games in regard to their organisation and execution.

The other topic that the EB focused its attention before the Opening of the Rio 2016 was doping matters.

The retesting of doping samples from the Olympic Games 2008 and 2012 initially focused on athletes who could potentially start at the Olympic Games Rio 2016. Thereafter it continued to analyse the samples of all medallists from both Games. In total 1’100 samples have been re-analysed and 10% (110) led to adverse analytical findings.

In view of the WADA Independent McLaren Report into Russia shortly before the Opening of the Rio 2016 Olympic Games, the IOC EB decided to delegate the final decision on the acceptance of entries of Russian athletes to a Review Panel composed of three IOC Executive Board Members:

Decisions of the IOC Session

At the IOC Session in Rio, Gian Franco Kasper (SUI) was formally elected as representative of the Association of International Winter Sports Federations (AIOWF) to the IOC Executive Board.

Additionally two new IOC Vice-Presidents were elected along with seven new Members on the Executive Board at the 129th IOC Session ahead of the Rio 2016 Games.

The Chair of the IOC Members Election Commission, HRH the Princess Royal, reported that the Commission has devised a new procedure for the recruitment of IOC Members based on the Olympic Agenda 2020 recommendations and eight new IOC Members were elected at the 129th IOC Session ahead of the Olympic Games Rio 2016, two of whom are from Winter Sports: Ivo Ferriani (ITA) President of the International Bobsleigh and Skeleton Federation and Karl Stoss (AUT) President of the Austrian NOC. The addition of the new Members brings the total number of IOC Members to 98.

The International Ski Mountaineering Federation (ISMF) was given full recognition by the IOC Session. The ISMF already received provisional recognition from the IOC in April 2014.

In addition President Gian Franco Kasper gave an update from the Olympic Summit that took place on 8th October 2016, notably in regard to the establishment of an independent anti-doping organisation, the positive implementation of Olympic Agenda 2020 and the recent launch of the Olympic Channel after Rio 2016.

Meetings of the IOC Commissions and the Executive Board are taking place from 6th to 11th November 2016 in Lausanne.

5.1 Olympic Winter Games 2018 in PyeongChang

The first meeting with the new President of the PyeongChang 2018 Organising Committee, Hee Boom Lee who was appointed in May 2016, took place during the Rio 2016 Olympic Games with President Gian Franco Kasper and Secretary General Sarah Lewis.

The POCOG President, Secretary General Hyungkoo Yeo and Sports leadership also gave a status update to the seven International Winter Sport Federations at the AIOWF Meeting in Rio on 5th August.

Over the past months, three specific issues that concern the FIS disciplines which were flagged and reported to the Council in spring 2016 have in principle been resolved:

- The location for Snowboard big air has been confirmed at the Alpensia Centre and the dates for the FIS World Cup big air test event have also been confirmed for the end of November 2016.

- POCOG has confirmed the agreement of Gangwon Province to install lighting on on the slalom hill at the Alpine Speed Venue at Jeongseon in order to enable a minimum of reserve days on the programme.

- Step by step the engagement of experienced international experts persons is taking place. As there is minimal to no expertise in Korea organising high-level competitions in most FIS disciplines, there is an essential need for such knowledge skills to support the organisation, particularly in the disciplines and events where safety plays a prominent role.

The 7th IOC Coordination Commission in PyeongChang took place in early October 2016 and included the attendance of all seven International Winter Sport Federations.

For the upcoming 2016/17 competition season, 24 Olympic Test Events are scheduled to take place in PyeongChang, including events in all six FIS disciplines.

5.2 Youth Olympic Winter Games 2020 in Lausanne

The first presentation from Lausanne (SUI) 2020 as Organiser of the Winter Youth Olympic Games in 2020 was given to the FIS Congress in Cancun.

In late-October the City to City Debrief from the Youth Olympic Games in Lillehammer 2016 was undertaken in Lausanne prior to the first meeting of the Lausanne 2020 IOC Coordination Commission. Secretary General Sarah Lewis is a member, also on behalf of AIOWF.

5.3 Olympic Winter Games 2022 in Beijing

The Organising Committee for 2022 Olympic Winter Games in Beijing (CHN) was officially established at the beginning of 2016 and there is already considerably activity.

As far as the venues in the FIS disciplines are concerned, the technical inspections and discussions about the planning, organisational requirements and expertise are well underway together with the FIS Race Directors and appointed specialists for course and facility construction.

After the FIS Congress 2016, at which Zhangjiakou / Genting Resort (CHN) was elected as Organiser of the FIS Freestyle Ski and Snowboard World Championships in 2021, the Coordination Group Kick-Off Workshop took place in early July on site.

The Chinese Ski Association and Chinese Olympic Committee also presented the programmes for the development of their athletes and teams, especially in the FIS disciplines where they presently do not feature prominently.

The first Beijing 2022 IOC Coordination Commission, in which the FIS President Gian Franco Kasper is a member and Secretary General Sarah Lewis is representing AIOWF, took place mid-October. It included a comprehensive venue tour as well as reviewing the main planning timelines and activities.

6. AIOWF

A Gathering of the Association of International Olympic Winter Sports Federations (AIOWF) took place during the IOC Session in Rio immediately before the 2016 Games.

In addition to reports from PyeongChang 2018 and Beijing 2022, the main subject addressed at the AIOWF meeting was the WADA Independent Investigation undertaken by Professor Richard McLaren into Russian doping. (For more details please see Item 10. Report of the Chairman of the FIS Doping Panel).

The AIOWF Members had a follow-up meeting in PyeongChang during the IOC Coordination Commission in early October. The next meeting will take place at the International Federations Forum in Lausanne in November.

7. SportAccord

Following a long year from May 2015 to April 2016 during which FIS President Gian Franco Kasper served as Chairman of the SportAccord Council, the past months have seen the organisation of SportAccord take shape under the new President,

Patrick Baumann who was elected at the General Assembly on 22nd April 2016 in Lausanne (SUI).

Currently a review of the administration and logistical collaboration between SportAccord and SportAccord Convention is underway in order to find efficiencies and synergies.

The next main activity for SportAccord will be the International Federations Forum in Lausanne in mid-November, at which the main theme will be “The Power of Sport to Drive World Health”.

A meeting of the SportAccord Council, in which FIS President Gian Franco Kasper represents the International Winter Sports Federations, took place during the Olympic Games in Rio with the next one scheduled during the IF Forum.

8. Financial Matters

8.1 Report to the Finance Commission

FIS Treasurer and Chairman of the Finance Commission, Sverre Seeberg reported on the financial matters of the International Ski Federation and the status of the accounts since the FIS Congress in Cancun.

The Finance Commission convened the day before the Council Meeting and after three eighths (3/8ths) of the two-year financial period, the accounts now indicate some tendencies. The income is in line with budget and the expenditure is slightly below budget. The Treasurer Sverre Seeberg is satisfied with the engagement of Credit Suisse St. Moritz and the current return on investment of almost 2.6% is a good result.

On proposal of the FIS Finance Commission, the Council acknowledged the FIS Accounts per 30th September 2016.

The Council approved the proposal of the FIS Finance Commission that the fixed FIS exchange rate for the season 2016/2017 defined on 15th October 2016 is only applicable for prize money, as suggested by the Austrian Ski Association. Furthermore, as from 2017/2018 the exchange rate will no longer be fixed, in order that the Organisers can benefit from a fluctuation in the rates should this be in their favour. In case of a sudden change in the currency exchange situation, the FIS Council can take action as in the past when this occurred in 2015.

In view of the decision of the FIS Congress to adopt the proposed new mode of calculation for Financial Support and Special Distribution contributions from FIS to the member National Ski Associations, a seminar for all National Ski Associations activities was organised at the FIS Technical Committee Meetings in Zurich, notably to assist answer specific queries and present practical ways to assist their development in more FIS disciplines.

The new system for the calculation of the FIS financial support recognises participation in all FIS disciplines, competing at the FIS World Championships and the organisation of competitions on the FIS Calendar.

The summary of the FIS Financial Support for 2016 and Special Distribution 2016 payments which includes the comparison of the equivalent payments that were made to each NSA from 2014 and 2015 was sent to all National Ski Associations together with their financial statements in September 2016.

8.2 Requests for financial support

The Council approved the proposal for financial support of the FIS Injury Surveillance System (FIS ISS) for the Alpine World Cup Online Questionnaire on Course Setting, Snow Conditions and Safety.

The Council agreed that the Treasurer and President could allocate support to contribute to the organisation of a Youth Camp during the FIS Alpine World Ski Championships 2017 in St. Moritz, as has been successfully carried out in St. Anton 2001, Oberstdorf 2005 and Schladming 2013. However firstly such a project must be properly established together with Swiss Ski Association experts and contain logistical information and a detailed budget. It must be for young athletes that are selected by their National Ski Associations and will serve as ambassadors for Alpine Skiing in their nation. The concept needs to include an overview of the activities, with skiing and educational elements.

8.3 Marc Hodler Foundation

The Marc Hodler Foundation had its’ annual meeting the day before the FIS Council Meeting on 4th November 2016 in Oberhofen.

President of the Marc Hodler Foundation, Janez Kocijancic reported on the activities since the Meeting in November 2015, including its financial matters per 30th September 2016.

The Marc Hodler Foundation accounts for 2016 and the budget for 2017 were approved by the Board of Trustees. Stefan Uebersax, FIS Account Manager at Credit Suisse gave an overview of the securities which show quite good returns in view of the volatile and low-interest market.

Based on the criteria and application process adopted for the support of projects, a number of requests and proposals were considered. The Marc Hodler Foundation Board of Trustees agreed to support the Swiss Ski Association Juskila junior ski camp project.

Former Treasurer, Toni Kägi received the official thanks of the Marc Hodler Foundation Board of Trustees for his loyal service over 18 years, as well as from the FIS Council, also for his role as Chairman of the FIS Alpine Rules and Technical Delegates Sub-Committee for many years.

A new Treasurer, Hans-Ruedi Laich, former Director of the Swiss Ski Association was appointed by the Marc Hodler Foundation Board of Trustees at its’ Meeting on Friday 4th November.

The Council approved the re-election of the Members of the Marc Hodler Foundation Board of Trustees in accordance with the principles defined in the MHF Statutes. Namely the MHF Board is comprised of its President, the FIS President, the four FIS Vice-Presidents, the FIS Treasurer and a member of the Hodler Family. Beat Hodler has however decided to stand down from the

Marc Hodler Foundation Board of Trustees and no other member of the Hodler Family will replace him.

8.4 FIS Travel Service

The annual accounts for FIS Travel Service were submitted to the Council at its previous Meeting in Cancun following the company’s General Assembly on 25th May 2016.

Following the successful FIS Congress in Cancun (MEX) the main projects undertaken by FIS Travel over the summer include arranging travel to the Training Camps for the teams in the Southern Hemisphere, finalising the contractual arrangements for the 51st FIS Congress at Costa Navarino (GRE), preparing the FIS Calendar Conference 2017 in Portoroz (SLO) and reviewing the candidates’ applications for the 52nd FIS Congress in 2020.

Approximately 18 teams and ski companies travelled with FIS Travel Service to the Southern Hemisphere with a total number of 300 persons, which is approximately 50 less persons than last year 2015.

The 2016/2017 competition season ahead is already well planned through until the FIS World Cup Finals, with a high number of bookings for early season training and competitions in North America and Scandinavia in the Alpine and Nordic disciplines.

9. Governance and Ethics

9.1 FIS Universal Code of Ethics

The past months have seen several large high profile International Sports Federations embroiled in scandals including corruption and anti-doping mismanagement, as reported in detail by President Gian Franco Kasper in his opening address to the Council in Cancun. Unfortunately the entire Sports Movement has been affected through accusations of such practices applying to all sports in general.

At its previous Meetings in Cancun, the Council decided that its lawyers Vice- President Janez Kocijancic, Members Patrick Smith and Dean Gosper should establish a FIS Ethical Code underlining the FIS no-tolerance policy. It should particularly deal with the obligations of the voluntary officials and professional staff, their respective and differing duties of care, along with other key principles.

The IOC is presently preparing for the 2nd International Forum on Sports Integrity (IFSI) that will include collaboration with Governmental Organisations, which will aim to develop a Code applicable for all the Olympic Movement, in a similar way to the IOC Rules on the Prevention of Manipulation of Competitions.

At its Meeting in Oberhofen, the Council decided to adopt the FIS Universal Code of Ethics submitted by the Council’s Working Group. It will be provided to the National Ski Associations for their input and will continue to evolve taking into account best practice models and the upcoming IOC International

Forum on Sports Integrity (IFSI). See appendix 1 for the FIS Universal Code of Ethics.

9.2 Safeguarding and Promote the Welfare of children and young persons

The FIS Congress 2016 in Cancun decided to include in its Statues to encourage all member nations to develop policies to safeguard and promote the welfare of children and young persons under the objectives of FIS, along with implementing relevant policies.

The IOC has recently adopted measures to safeguard athletes from harassment and abuse in sport and developed specific guidelines to this effect. Additionally they are in the process of establishing a toolkit for the International Federations and National Olympic Committees to use for implementation of such policies. FIS is liaising directly with the relevant IOC Department and has been asked to be involved with finalising the toolkits as part of an IOC task-force.

The intention is to establish a FIS policy framework to assist the National Ski Associations based on the above IOC toolkit and provide it in the first quarter of 2017, with a workshop organised during the FIS Calendar Conference in Portoroz to assist with implementation.

9.3 FIS Strategy

The FIS Congress 2016 in Cancun approved the proposal submitted by the Brazilian Ski Association: “to define a strategy and business plan for the future, notably to lead the organisation through the challenges that the new technologies and new consumer behaviour bring to snow sports and FIS.”

A first draft framework for development of such a Strategy has been initiated using the various policies and decisions taken by the FIS Council over recent periods:

The vision of FIS is for skiing and snowboarding to be the first choice winter sport and recreational activity.

The FIS mission

FIS is committed to the global promotion and development of recreational and competitive skiing and snowboarding.

Summary of Strategic Objectives

1. Promote, encourage and support the growth and development of skiing and snowboard globally.

2. Conduct fair, challenging and attractive competitions at world-class standards to enable the athletes to perform to their potential and to showcase the sport in the best way.

3. Implement a structured pathway of international competition levels to enable wide participation.

4. Promote the sport through the media and seek commercial sponsors and partnerships who also actively engage in supporting the sport and FIS activities.

5. Assist and support member Associations, including financially, to help them develop activities. Facilitate cooperation and mutual understanding between member National Ski Associations.

6. Apply and enforce a no tolerance policy against doping and all forms of unethical behaviour. Undertake research and take action to avoid or reduce serious injuries to athletes.

7. Serve a leading role amongst industry stakeholders to implement programmes to stimulate participation in the sport, especially for youngsters.

8. Pursue policies that promote the preservation of the environment as a most important aspect for the sustainability of skiing.

9. Ensure FIS is governed in accordance with highest standards of ethical behaviour and in a transparent, fiscally responsible way to provide long- term stability for the organisation.

10. To be a respected International Federation and play a leading role in international sport through the International Olympic Committee, World Anti-Doping Agency, AIOWF and other relevant bodies.

At its Meeting in Oberhofen, the Council appointed Vice-President Dexter Paine has to lead coordination of the FIS Strategic Plan. The first steps taken will be addressed at the Council Gathering on 15th February 2017.

9.4 Report on the FIS Development Programme

Council Member Alfons Hoermann, Chairman of the FIS Development Programme Working Group reported on the programme for the season to date.

The latest meeting of the FIS Development Programme Working Group was organised during the FIS Technical Committee Meetings in Zürich on 30th September. The planned programme for the 2016/17 season is already well underway.

The FIS Leaders Seminar took place on 5th June 2016 during the FIS Congress in Cancun (MEX) focusing on “Training for Youngsters”. To actively involve the participants, a workshop was organised as part of the seminar dealing with a case study of organising training camps.

Additionally the Leaders received the presentation on the new system for the calculation of FIS Financial Support and the Olympic Solidarity PyeongChang 2018 Athlete Scholarship Programme followed by a question and answer session.

FIS Ladies Seminar

The Ladies Seminar took place on Monday 7th June 2016 with the theme of ‘Women in the Ski Sport Industry’. The participants engaged in discussions about learning what different ladies have done at a high level leading Organising Committees, FIS Technical Committees, national teams and other key functions.

Youth & Children’s Seminar and FIS Development Programme Workshop

The above Seminar and Workshop was organised on 28th September during the FIS Technical Committee Meetings Zurich 2016. The theme of the Youth & Children’s Seminar was: “Ski Club Development, Best practices to support their work as the starting point for winter sport athletes”. 51 National Ski Associations participated at the Seminar, which shows great engagement and the importance the FIS member associations attach to the development of youth activities.

The FIS Development Programme Workshop was specifically dedicated to “Introduction and development of new disciplines” in order to assist the National Ski Associations widen their range of activities, which would also increase their potential support from future FIS Solidarity funds.

9.4.1 FIS Solidarity

A number of applications to FIS Solidarity were submitted. Support is primarily focused on activities and projects supporting the education of coaches in their own nation through sending an expert to a national or regional group course to educate coaches, or to arrange a coach workshop locally.

On proposal of the FIS Finance Commission, the Council decided to support projects and requests for assistance that conform with the criteria for FIS Solidarity applications from the National Ski Associations of Armenia, Bosnia Herzegovina, Croatia, Estonia, International Children’s Ski Jumping Grand Prix (in Germany), Lebanon, Morocco, Mongolia, Pakistan, Peru, Slovenia, Serbia, Ukraine, Venezuela.

9.5 “Bring Children to the Snow”

In Oberhofen, the Council approved the latest update report after the summer 2016 activities and preparations for the 2016/17 season for the Bring Children to the Snow Campaign and expressed its pleasure in the commitment and activation of the National Ski Associations and their members:

- Capping the number of events and Organisers – The marketing area of Bring Children to the Snow will now be handled directly by the FIS marketing department.

World Snow Day

 As of the 1st September 2016: Number of Events registered for World Snow Day 2017 so far: 68 Number of participating countries: 25

 This summer World Snow Day focused on the following areas:

- Implementation of the first World Snow Day Awards - The first World Snow Day Awards will take place after the next edition of the event, 15th January 2017. The Awards will have four categories:

- Line Honours: 1st World Snow Day event to register - Most Creative World Snow Day event: Event which implements a unique idea successfully. - Best Small World Snow Day: Best event with less than 500 participants - Best Large World Snow Day: Best event with more than 500 participants

- Launching of the World Snow Day registration for 2016: The World Snow Day registration system was successfully launched on the 1st July 2016. Oberstdorf was the first to register taking home the Line Honours award. In a great display of generosity, the 1’000 CHF prize was donated to the local ski club.

- Addressing the need for more onsite material and giveaways - As well as producing new Audi World Snow Day Toolkits the World Snow Day team will distribute banners to event Organisers. Further giveaways are currently being developed in conjunction with partners in order to enhance their events, whilst keeping costs for FIS to a modest level.

FIS SnowKidz

 The summer projects included:

- Southern Hemisphere activation - The southern hemisphere was once again active in 2016. The largest number of events took place in Australia with the Australian Ski and Snowboard Association rolling out a Little Shredders programme. This was combined with multiple activations in Thredbo and Lake Mountain.

- Involvement of professional athletes - The first draft the SnowKidz Athlete Ambassador programme was completed. The process involved the FIS Athletes Commission, which provided valuable feedback. The next steps will be to secure funding for the project.

10. Anti-Doping

Council Member Patrick Smith, Chairman of the FIS Doping Panel reported on the status of anti-doping activities and doping cases.

10.1 Russia - WADA McLaren Independent Commission Report

In May 2016, WADA, at the request of the IOC, initiated a fully-fledged investigation led by Professor Richard McLaren into allegations that testing at the Sochi Laboratory was subverted. This followed as a result of revelations of a doping cover-up by the Russian Laboratory for Sochi 2014 to mask doping practices of the Russian athletes that were published in reports on Canadian Television and the New York Times, following interviews with the former Director of the and Sochi Games Anti-Doping Laboratory, Dr Grigory Rodchenkov. He claimed that samples were manipulated by Russia’s Federal Security Service (FSB), which enabled Russian athletes to dope and not be caught.

The IOC for its part instructed the Lausanne Anti-Doping Laboratory, where the Sochi samples are stored for ten years, to proceed in cooperation with WADA with their analysis in the most sophisticated way possible.

In mid-July the interim WADA Independent Report was published and details were communicated to the International Federations. WADA explained at a meeting with the International Winter Sports Federations on 5th August in Rio, that the investigation work until this point concerned the actions at the Moscow Doping Laboratory and not with doping or the controls specifically at the Sochi 2014 Games.

Furthermore WADA confirmed to the Winter Federations that the WADA McLaren Investigation will resume as a matter of high priority to focus on the Sochi 2014 allegations and any potential cases.

The results management of any adverse analytical findings and other potential cases emanating from the Olympic Winter Games falls under the jurisdiction of the IOC. Thereafter the IFs are directed by the IOC to implement any further sanctions within their competence, such as a longer period of ineligibility than only disqualification of the results from the Games and any other Olympic Games-related measures. The IOC has already

installed a Disciplinary Commission to handle any doping allegations and findings relating to the Sochi 2014 Games expediently.

Additionally, the IOC clarified at the AIOWF Gathering that the recommendation of the IOC Executive Board to the Winter Sport Federations to freeze the preparations for "major events" in Russia. It is not the intention for the IFs to cancel existing events on confirmed calendars or existing official candidates, but to hold back on accepting potential future candidacies for the time being.

The Council decided that FIS will act promptly and decisively following the publication of the final WADA McLaren Report, in accordance with the FIS policy of zero tolerance to punish anti-doping violations and the protection of clean athletes. After receipt of information about potential anti-doping violations contained in the WADA McLaren Report, which is scheduled for publication in December, FIS will coordinate with the IOC, as the responsible body for anti-doping at the Olympic Winter Games, in order to address each organisation’s next steps.

10.2 International Doping Cases

On 11th July 2016, the Court of Arbitration for Sport (CAS) has upheld an appeal by the World Anti-Doping Agency (WADA) against Norwegian cross- country skier Martin Johnsrud Sundby and the decision of the FIS Doping Panel of 4th September 2015.

The WADA accredited laboratory reported adverse analytical findings on samples taken on 13th December 2014 in Davos (SUI) and on 8th January 2015 in Toblach (ITA), which exceeded the applicable reporting limits for the use of Salbutomol (beta-2 agonist, asthma medication).

As a result Sundby’s competitive results in Davos (13th December 2014 – 15km classic) and Toblach (8th January 2015 - 25 km free pursuit stage of Tour de Ski) and consequently the FIS Tour de Ski 2015 have been disqualified, with all resulting consequences, including forfeiture of any medals, points and prizes.

Finnish Ski Association - Reinstatement of Kari-Pekka Kyrö by Finnish National Anti-Doping Agency

The Finnish Ski Association has applied to FIS release lifetime ineligibility for accreditation and serving as an official at international level for former cross- country coach Kari-Pekka Kyrö who was sanctioned following doping offences at the FIS Nordic World Ski Championships, Lahti (FIN).

The World Anti-Doping Code was introduced in 2003 and at the time provided for a maximum sanction of eight years in a doping case for a coach/accompanying person. This matter has been considered by the Finnish Anti-Doping Agency who’s Supervisory Board considers the ineligibility to have been served and sees no obstacle to the Finnish Ski Association and FIS granting eligibility at national and international levels respectively.

The Finnish Ski Association has now allowed participation and accreditation rights at national level but does not intend any specific role Kari-Pekka Kyrö, however he will have possibility to work in his roles as personal coach.

The Council discussed the application of the Finnish Ski Association to release the suspension for participation and accreditation of former cross-country head coach Kari-Pekka Kyrö at FIS events. It decided to table the matter until its Meeting in Portoroz in May 2017 since the offences committed in 2001 were so serious, FIS needs to consult with WADA at the upcoming Executive Board Meeting for its opinion.

Council Member Peter Schröcksnadel informed the Council that the Austrian Ski Association will not issue a licence to Johannes Dürr (AUT), who was sanctioned for a doping violation in February 2014 even after the period of suspension has expired. If a court rules that it must issue a licence, the Austrian Ski Association will adhere to the decision.

10.3 National Doping Cases

The Council acknowledged the following national doping case with ongoing proceedings as a result of an Adverse Analytical Finding of Norwegian cross- country skier Therese Johaug, which were made public by the athlete at a press conference.

A urine sample was collected on 16th September by AntiDoping Norway and the laboratory reported findings of the substances Clostebol (WADA Class S1.1A anabolic androgenic steroid). On 19th October, FIS was informed that the athlete received a provisional suspension for two months starting from 18th October 2016 and that AntiDoping Norway will handle the case according to the Norwegian Confederation of Sports regulations and the World Anti-Doping Code.

10.4 WADA

The WADA Executive Board convened on 21st September in Lausanne (SUI) for its customary meeting specifically to review and approve the Prohibited List for 2017.

At the WADA Executive Board Meeting the situation with the cyber-hacking of the Anti-Doping Management System ADAMS by “Fancy Bear”, which has been traced to Russia, was also addressed.

The positive news is that the WADA computer system itself has not been breached. Access by the hackers has been achieved using stolen login details of WADA employees, which were intercepted. A thorough computer security analysis at the highest level is being undertaken by WADA to check all aspects of the systems and guarantee security for the athletes.

FIS President Gian Franco Kasper took part as a member of the specially- convened WADA Think Tank Forum to address the future structure and organisation for anti-doping work.

The WADA working group comprised of anti-doping experts from WADA, IFs and the IOC in which Secretary General Sarah Lewis is a member, is looking into the details of establishing an Independent Testing Authority. The small group has submitted a technical evaluation of establishing such an organisation for anti-doping testing, results management and adjudication of cases.

The next step will involve a WADA representative steering committee compiled of Government and Sport representation including President Gian Franco Kasper, reviewing the proposals of the technical working group. It will then submit its report to the WADA Executive Committee and Foundation Board at their meetings in November 2016.

President Gian Franco Kasper informed the Council that he has handed over the role of SportAccord’s representative at WADA as from 2017.

11.1 FIS Marketing AG

Vice President Janez Kocijancic, Chairman of the Board of FIS Marketing AG reported to the Council that FIS Marketing AG is functioning well. The outlook for 2017 is less optimistic for three main reasons. In the Cross-Country World Cup the dominance of one nation, Norway has led to a drop in media interest in a number of nations, which has had consequences with attracting sponsors. It has not yet been possible to replace Konica-Minolta as timing and data sponsor of the Ski Jumping World Cup, after their sudden withdrawal.

There are however some positive signs with interest in the market for Freestyle and Snowboard with the launch of the FIS Cross Alps Tour (Ski Cross) and the FIS Super Series (FS/SB Big Air) this season 2016/2017.

He also reported about the steps underway to enact the Shareholders Agreement between FIS and the minority shareholders Tridem Sports and Infront Sports and Media. The process is well underway and the Shareholders Agreement drafted by FIS as majority shareholder has been provided to the other shareholders. A meeting to review the details is scheduled in the coming weeks.

The Council agreed that the structure of FIS Marketing AG and the set-up to optimise marketing income for the benefit of the sport should be discussed at the Gathering in St. Moritz. Christian Pirzer, CEO of FIS Marketing AG will be requested to give a presentation to the Council.

In addition, the Council acknowledged the following report submitted by Christian Pirzer, CEO of FIS Marketing AG and the status of various projects since the FIS Council Meetings in June 2016.

We had some changes in our Nordic Team. Jürg Capol left to become Marketing Director of FIS. He will be replaced by Tiit Peck from Estonia, who was a member for several years in the Cross Country Committee of FIS and was head of competition of the Cross-Country WC in Oteppä. He will be supported by the following new members of our Nordic team:

Stefan Distel and Daniel Kuss will continue in their previous positions. The rest of the team is unchanged.

FIS Cross-Country World Cup The contract of “Craft” was running out after last season. We had difficulties in finding a proper replacement. Finally, we decided to enter into a one-year contract with Liqui Moly, an international brand for motor oils, additives and car care. All other contracts are still valid for the upcoming season (Audi, Viessmann, Le Gruyere, Helvetia).

FIS Ski Flying World Championships 2018 Oberstdorf (GER) Viessmann and Audi have signed long-term contracts for the FIS Ski Flying Word Championships 2018. In close co-operation with the German Ski Association we will start the sales process for this event in the upcoming autumn. We expect a result according to budget.

FIS Ski Jumping World Cup Both Viessmann (Presenting Partner) and Audi (Central Partner) have agreements until 2017/2018. The data sponsor Konica Minolta has finally decided not to renew after the 2015/16 season. This was a big surprise because the European Board confirmed the deal “subject to Japan’s approval” which was understood to be a formality. Now we are fighting to find a replacement which we were not able to secure yet. The market situation in this area is “difficult”. We cannot expect to find a deal on the same financial level for 2016/17, which will have an effect on our overall profitability. Apart from this challenge, the preparation of the upcoming season is running according to plan.

FIS Ski Jumping World Cup Ladies The Viessmann presenting sponsorship agreement is valid until 2017/2018. OMV has the sponsorship agreement until 2016/17. The preparation of the upcoming season is running according to plan.

FIS Nordic Combined World Cup Both Viessmann (Presenting Partner) and Audi (Central Partner) have agreements until 2017/2018.

FIS Alpine Ski World Cup Audi was happy with last season. The problems with reduced TV-coverage in certain countries we reported last year, has not changed. Nevertheless, Audi is happy with the co-operation with FIS and is open to start discussions for an early renewal of their deal, which is expiring after the season 2017/2018.

Our support in the management of the new „Audi quattro Ski Cup“ was very well received. Based on this good work we got an ever bigger mandate for the upcoming season to support Audi in expanding this exciting project for a management fee.

We took over certain project management responsibilities from FIS for Longines (previously done by the FIS Marketing Assistant position). Longines asked to have one contact for the implementation of their activities which we will provide in close co-operation with this FIS team.

FIS Ski Cross World Cup Audi has renewed their contract as title sponsor of the Ski Cross World Cup until 2017/2018. We had to accept a different price model, which is a combination of a fixed fee and a flexible fee based on TV-coverage in certain markets. This model has the risk to reduce the final income if the sport will not get enough coverage, but has also the chance for more income than last year if the sport gets more coverage. Based on a good development of TV- coverage last season we hope to end up in better shape than last season.

FIS Freestyle Ski and Snowboard World Cups FIS marketing rights have been given to the NSAs until the season 2016/17 due to the current TV problem explained above. Nevertheless, we have secured a new sponsor from South Korea with the help of Infront who is ready to invest € 300.000 in Freestyle. The deal is confirmed (LOI) subject to contract. We can disclose the company during the autumn meetings in Zürich.

FIS Freestyle Ski and Snowboard World Championships 2017 and 2019, Sierra Nevada (ESP) and Park City (USA) The sales activities for 2017 were very difficult. We were able to sell a main sponsor package to Audi and 4 packages to the Spanish companies Movistar: “Mobile Phone Operator”, San Miguel: Beverage “Beer”, Freixenet: Beverage “Cava”, Telepizza: “Food Delivery Service” and Generali: “Insurance “. Overall these deals will generate income for us which we have not planned in our budget and will help the LOC to secure the finance of their event.

Financials The 2015/2016 business year has been closed as of June 30th. The financial statements were audited by PricewaterhouseCoopers in August. FISMAG has ended the business year with a profit of EUR 1.6m which was above the forecast of EUR 1.47m. The annual general meeting will be held in October.”

11.2 Media activities

The Official FIS Application (App)

To ensure that FIS strives to best use appropriate technologies to communicate the sport as widely as possible, the Official FIS Application (App) to address the need for a digital platform to serve the skiing and snowboarding communities will be launched for the FIS World Cup season 2016/2017.

FIS has found an excellent partner with strong synergies to develop its App. Omnigon one of the top App producers in the sports world (PGA Tour, World Rugby, Bayern Munich, NASCAR, Under Armour and many more top level

professional sports teams). The company was acquired by Infront Sports and Media in 2015.

The FIS App is free on both iOs and Android platforms. Features will inclusion selection of favourite discipline(s), athlete(s) and nations(s) and a sign up option to receive push notifications for their selected interests when new information is available including results and news. Push notifications messages will also come as a reminder when a competition will start, which will help increase TV and/or live timing viewership.

Additionally, the FIS App will provide a new level of video footage from Infront, including ‘near real time’ highlights with 30-60 seconds of competition footage published on the App five minutes after a competition is complete. Full highlights will be available two hours later, together with a weekly video recap and all FIS Behind the Scenes videos will be fed to the App.

The editorial material from the FIS website will also be published on the App, with stories and photos galleries included. The FIS social media channels will also be integrated into the App. Finally, the complete FIS database with the calendar, results, competitor biographies, etc. will be available on the App, allowing those interested at any level of FIS event to get all of the information from any FIS calendar competition.

FIS E-Sports Game

The development of the FIS E-Sport Game will be carried out together with the official International E-Sport Federation, which comprises members from 46 nations and works together with all the leading specialist companies in this area.

An invitation to the E-Game specialist companies to submit proposals is underway in order to find the right partner for FIS in this rapidly developing marketplace.

12. FIS World Cup Calendars 2016/2017 to 2019/2020

The Council approved the World Cup Calendars for 2016/2017 season at its Meetings in Cancun, as well as the new draft World Cup Calendars for 2017/2018, 2018/19 and 2019/20.

On proposal of the respective Technical Committees, the Council confirmed the modifications to the FIS World Cup Calendars 2016/2017 that are published on the FIS Website. It additionally approved the draft calendars up to 2019/20 subject to some remarks which are noted below:

Ski Jumping men 2017/2018: Austria has requested that the Ski Jumping Committee reviews the calendar to include a Ski Flying competition in Kulm.

Snowboard 2017/2018: Czech Republic informed that the event listed for Spindleruv Mlyn is still to be confirmed.

The upcoming season 2016/2017 will celebrate 50 years since the FIS Alpine Ski World Cup began on 5th January 1967 with the first race in Berchtesgaden (GER). A

specific “50 Years FIS Ski World Cup” brand will be integrated this season to commemorate this important milestone. Many Organisers, particularly those who have featured in the calendar since the beginning and early years of the FIS Alpine Ski World Cup are organising special celebrations and events.

The Council agreed that FIS will not contribute financially to various requests for support of such anniversary events, since it would be inappropriate to single out individual ones.

According to ICR art. 219.1 the values of prize-money will be confirmed by the Council at its meeting in the autumn approximately 6 months before the Calendar Conference and therefore 1½ years before the applicable competition season.

At its Meeting in Oberhofen the Council confirmed the following values of prize-money for the 2017/2018 season. Please see the following pages for the proposals for 2017/18, as well as comparative prize-money values for 2016/2017.

For clarification: the prize money amounts for the FIS World Championships in 2017 are the same level as the 2016/2017 FIS World Cup season.

343.8.1 In classical technique competitions, the maximum pole length must not exceed 83% of the competitor’s body height. In free technique competitions, the maximum pole length must not exceed 100% of the competitor’s height. The body height is measured with ski boots on from a flat surface, to the top of the uncovered head. The pole length is measured from the bottom of the pole to the highest attachment of the strap.

All measurements will be rounded to the nearest centimeter as follows: less than 0.5 cm will be rounded down and 0.5 cm and above will be rounded up.

343.12.1 In all competitionspoles may be changed. pole exchange is only allowed in the case that a pole is broken or damaged. In classical technique competitions, if both poles are exchanged, they must comply with ICR 343.8.1.

It is however permitted to exchange poles in equipment exchange boxes during ski exchange in skiathlon competitions.

10.2.2 Travel and living costs

The local organisers have to pay for the travel and living expenses of the teams as follow: - World Cup stages with 2 competitions days: CHF850 x quota (factor F) - WC stages with 3 competitions days: CHF1000 x quota (factor F) (Lillehammer, PyeongChang, Drammen/Oslo) - Tour de Ski: CHF1550 x quota (factor F) - World Cup finals: CHF1050 x quota (factor F)

9. Ceremony The winner ceremony and prize giving ceremonies are standardized. Introduction with the FIS fanfare:

- Ceremony - Ranking of the day 3-1 - Overall WC Leader - Helvetia U23 Leader - Official persons OC (1-2) & maid of honors.

The award ceremonies of crystal globes (overall and distance World Cup) will take place after the last competition of the season. The award of the sprint World Cup crystal globe can take place after the last Sprint World Cup of the season.

The Council acknowledged the strategy plan for the development of Nordic Combined Ladies (NC-L) presented by the Committee. It describes the future roadmap and is designed as a support tool for all National Ski Associations (NSA) in their development of NC-L at national level:

“1. Introduction

Nordic Combined for men is the traditional Nordic discipline and already featured at the first Olympic Winter Games in 1924. There has been a

good development the last decades. It is still the smallest of the Nordic disciplines but presently the only Winter Olympic discipline without ladies on the programme. Therefore, the main goal for the future is to keep the positive trend and development for the men and to develop Nordic Combined Ladies to become an Olympic discipline in the future.

With the engagement of the National Ski Association developing Nordic Combined ladies athletes and a structured competition pathway, we believe it can also be an Olympic discipline in the future. Cross-Country Skiing has had the ladies on the programme since the 1952 Olympic Games in Oslo and Ski Jumping Ladies became an Olympic discipline at Sochi 2014.

In the last years, we have seen great support from all the NSAs and the Organising Committees around the world for Nordic Combined Ladies. This has resulted in a FIS Youth Cup system that is starting in August and ends in March. With this commitment from all the NSAs, I am sure that we will be able to develop Nordic Combined Ladies to the level that it can become an Olympic discipline for the future.

This document is meant as a tool and a guideline for all our partners involved in Nordic Combined and the development of Nordic Combined Ladies. It will be updated each year during the FIS Spring meetings and posted online.

2. History of Nordic Combined Ladies

Nordic Combined Ladies does not have a long history in FIS, but it has been firmly integrated in the FIS Youth Cup system since 2014.

The FIS Youth Cup Nordic Combined is a competition series for the discipline’s young athletes, which was held in Oberstdorf in 2009 for the first time and has been a yearly fixture ever since. The first girls took part in the summer of 2014 which turned out to be a great success with 10 nations and 40 girls at the start. This success enabled FIS to develop the FIS Youth Cup further and in March 2015, Trondheim (NOR) hosted the first winter edition, which was the first Nordic Combined Ladies’ event on snow. It featured nine nations and 36 female athletes.

In the following season of 2015/16, the FIS Youth Cup grew to three events with the opening in Oberstdorf (GER), new organiser Harrachov (CZE) and the season finals in Trondheim (NOR) in February, a joint event with the FIS Nordic Combined World Cup tour that gathered a lot of media interest also for Nordic Combined Ladies.

For the upcoming season 2016/17, one more organiser (Vuokatti (FIN)) has joined the calendar. This brings the FIS Youth Cup to a total of 4 organisers through the season. The athletes in the Youth II category will compete for an overall ranking title in the upcoming winter for the first time.

The Nordic Combined Ladies made big steps the last three years. The performance level of the athletes is rising and the number of nations and athletes attending events around the world are growing each year. FIS Youth Cup organisers, coordinate the Youth Cup calendar with other competition series like the OPA (Alpen Cup) and to ensure the events are organised in accordance with the FIS rules.

Four (4) FIS Youth Cup events In the season 2016/17, there will be 4 organisers on the FIS Youth Cup calendar. For the overall Youth Cup this is a sufficient number of events to award the title. In cooperation with the OPA (Alpencup), there will be 6-7 competition weekends during the season that will be open for all nations to participate in NC-L events.

FIS Youth Cup ranking system The Nordic Combined Committee decided in June 2016 to add the ranking system to the Youth Cup. This means that the normal World Cup ranking system is used for all Youth Cup events through one season, summer and winter.

Close cooperation with SJ-L and the Sub-Committee for SJ/NC Youth and Children’s Questions Very important for the future development of the NC-L is the close cooperation with SJ/SJ-L. Through the Sub-Committee for SJ/NC Youth and Children’s Questions, we are able to develop the NC-L in coordination with SJ/SJL which is important for all our nations to share resources.

4. Long-Term Strategy

With the development that have been taking place over the last seasons, the Nordic Combined Committee has agreed to the following timeline goals for the future:

2018: NC Ladies first Continental Cup event – Otepää, EST 2019: NC Ladies at the Junior World Championships 2020: NC Ladies in the Youth Olympic Winter Games 2020/21: NC Ladies first World Cup Series 2021: NC Ladies at the FIS Nordic World Ski Championships 2022: NC Ladies on the programme of the Olympic Winter Games”

Nordic Coordination Group

Council Member Roman Kumpost reported on the discussion about coordination of activities between the three Nordic disciplines. So far during the past five years it has not been possible to change traditional Cross- Country and Ski Jumping calendars to find a common weekend for all three Nordic disciplines in central Europe in January, which is where the main sponsors are present.

Roman Kumpost suggested that it may be necessary to consider restructuring the Nordic Committees to facilitate such a decision.

Transponders deliver external data from competitors such as speed and positioning. Competitors that are not wearing the transponder, for other than technical reasons specified by the provider, will be sanctioned.

Qualification Race for Ladies As part of the Alpine Programme at the 2017 FIS Alpine World Ski Championships, St. Moritz (SUI), a Qualification Race for Ladies (same as for Men) in Giant Slalom and Slalom will be organised.

Adaptation of the specifications for Giant Slalom Ski Men. New specifications for the start of the NorthernSouthern Hemisphere 2017/18 winter season. Proposed adaption for all FIS level competitions: Ski length: 193 cm * (* - 5cm tolerance only in FIS level competitions) Max width under binding: 65mm Radius: 30m Minimum Max width at the tip: 103 mm

Precision for Nor-Am Cup 4.4.9 Alpine Combined FIS points are awarded for speed events (DH or SG) in all FIS Alpine Combined events, except in World Cup, Europa Cup, Nor-Am Cup, Olympic Winter Games and World Championships, where a competitor only receives FIS points for speed events (DH or SG), if he has completed both runs. The FIS point penalty will be applied taking into consideration the technical data.

627.7 was disqualified, (DSQ) did not start (DNS), not permitted to start (NPS) or did not finish (DNF) in the first run. Alpine Combined FIS races are exempt from this rule. A competitor who was DSQ, DNS, NPS or DNF in the slalom run can start the speed event. If the speed event precedes the slalom run the exemption does not apply. (art. 621.3.3)

World Cup Calendar 2017/18 The Sub-Committee approved the inclusion of Oslo (NOR) as the organiser of the City event race into the World Cup calendar 2017/2018 on 1st January 2018.

World Cup Rules: New articles for Ski Racing Suppliers and Service personnel not directly related to a national team

4.4.1 Ski Racing Suppliers (SRS) Ski Racing, Management and Marketing personnel with a FIS ID card which are not directly related to a national team cannot be entered for World Cup events by a national team. These officials must be entered by their company, using the FIS online entry system mandatory, based on the actual SRS name list.

Right of Accommodation

4.5 Right of accommodation Each National Ski Association has to announce to the Organisers the expected total number of team members (competitors, coaches, accompanying persons and service personnel) five (5) weeks before the first event and by the deadlines fixed and announced before the competition season. Ffurthermore the Organisers must be informed latest 75 days before the official 1st training (speed) or event (tech) arrival day about the names of the team members, eventual changes to the arrival date and the originally registered size of team (incl. officials and service personnel according to art. 4.4), as well as an eventual withdrawal from the event. If this is not done, the Organising Committee will invoice the costs incurred for canceled accommodation (art. 4) to the National Association concerned. Teams or persons who register late have no right for the reservation or the payment of accommodation expenses.

9.1 Enrolment for SL, GS, AC if (1st run = SL), DH, SG, and DH training

9.1.1 The best 30 for SL, GS, (AC, if 1st run = SL) DH, SG and DH training The best 30 competitors present are enrolled according to the actual WCSL in the given event (quota adjusted), in case of a tie, according to FIS points in the given event. Those competitors, whose actual total number of WCSL points (sum of World Cup DH, SL, GS, SG, AC Combined of+ OWG / WSC and World Cup) is at least 500, follow after the 1st group according to their WCSL event points (in case of a tie according to FIS points), if they are classified within the first 30 competitors present on the WCSL in the actual event.

9.1.2 Enrollment after the 30th competitor Competitors with at least 500 WCSL overall points, who do not fulfill the above requirements according to art. 9.1.1, are enrolled after the 30th competitor (starting order according to the event WCSL, if not available, then according to FIS points). In Alpine Combined those competitors without AC FIS points follow according to the FIS points in the given event. Thereafter the competitors are enrolled according to FIS points (in case of a tie according to WCSL event points). Those competitors who are classified in positions 31 - 35 of the valid WCSL in the event, will be enrolled after 45 according to their FIS points, if they are not ranked in the best 45 competitors present. ……………..

9.2 Starting orderlist for SL, GS and AC (if 1st run is SL) and DH training - GS / SL: 1st group (1 - 15) The best seven (7) competitors will be drawn between start numbers 1 - 7 and the remaining competitors between 8 - 15. This will take place by double draw. The double draw may be done electronically.

1. DH training: 1st group (1 - 15) and competitors with at least 500 WCSL points after the 1st group: The Team Captains (coaches) of the competitors concerned choose a starting number between 1 - 30; the starting number of the DH WCSL leader is chosen first.

2. The remaining numbers will be drawn within the remaining competitors (up to 30). 9.3 Enrollment for SG The enrolment is made quota adjusted as described in art. 9.1.1 and 9.1.2.

9.34 Starting list order for DH, DH Training, SG and Alpine Combined (if 1st run = DH or SG) The best ten (10) fifteen (15) present competitors (quota adjusted) of the corresponding event WCSL choose their bibs between 1 and 19 odd numbered bibs only. The available even numbered bibs between 2 and 20 will be drawn between the next 10 competitors on from the board (11 to 20). Bibs between 21 and 30 will be drawn between the next 10 competitors on from the board (21 to 30).points are drawn between starting number 16 to 22 (WCSL 1 to 7) and 8 to 15 (WCSL 8 to 15). The remaining athletes up to 30 (incl. 500 WCSL point competitors after rank 15), are drawn within the start numbers 1 to 7 and 23 to 30. Thereafter the enrolment is made according to art. 9.1.2. In case of a tie in the corresponding event, the tie is overridden as follows: - according to FIS points in the given event, - if there is still a tie, a draw will be made.

Exception for the World Cup Final: All competitors without World Cup points in the event concerned will not be included in the draw and therefore start according to their enrolment.

9.54 Public Bib choice / draw / presentation In case of a SL, GS, (AC if 1st run = SL) event, competitors 1 to 15 on the board are obliged to meet at a certain time for the public draw. In case of a DH, SG or AC event, competitors 1 to 10 on the board are obliged to meet at a certain time for the public choice. If competitors miss a public choice / draw / presentation without excuse or don't attend in time, they will automatically be enrolled according to their event FIS points after start number 45 (the 500 point rule is not applicable). Additionally a sanction up to CHF 999.-- may be pronounced. In case of recurrence, this sanction may be increased to CHF 5'000.--.

608.4 Limits on Competitions 608.4.1 A U14 competitor may take part in a maximum of two international U16 - U14 alpine competitions outside his own country. 608.4.2 A competitor in the first year of U16 may take part in a maximum three, international U16 - U14 alpine competitions outside his own country. 608.4.3 A competitor in the second year of U16 may participate in a maximum four international U16 - U14 alpine competitions outside his own country. 608.4.4 Athletes from the Southern Hemisphere are granted the following exception: U14 competitors may participate in a maximum of 4 (four) competitions in the Northern Hemisphere and U16 competitors may participate in a maximum of 8 (eight) competitions in the Northern Hemisphere. 608.4. 5 Adherence to these Rules should be monitored by the Youth Sub-Committee.

4508 Contact

4508.1 Definition of Contact and Blocking

Intentional contact by pushing, pulling or holding another competitor’s arm, leg or pole or other means, which causes another competitor to slow down, fall or exit the course is not allowed and is an automatic disqualification. A competitor is not allowed to bring their arm, leg or ski pole in front of another competitor’s body to avoid being passed. Blocking, by intentional movements of the body or leaving the natural skiing line is not allowed. The “natural skiing line” is defined as the fastest way between the features and around the gate line. All contact infractions will be at the discretion of the gate judges and the Jury.

4508.1 Intentional Interference

Interference is often a complex offence, given that contact in Ski Cross is common. The Jury and gate judges have to determine whether the contact or interference was intentional or not. Intentional contact or interference between two or more competitors will be penalized, as laid down in article 4508.

4508.1.1 Intentional Actions

A competitor shall not force another competitor out of the course, nor intentionally cause them to slow down, lose balance, or crash. A competitor shall not cause any part of his body or skiing equipment to come into contact with another competitor's body or skiing equipment during a race with the intent of impeding that competitor's progress for the purpose of overtaking or causing them to be overtaken by another competitor.

4508.1.2 Obstruction on Obvious Straight Lines

The leading competitor shall have the right to choose his line on the course and through the corners. When on a straight section of the course, a competitor shall not intentionally block another competitor from passing.

4508.2.3 When a competitor receives a 2nd DIC in a series within one competitive competition season, the Jury is re-quired to refer the competitor to the Appeals Commission pursuant to Rule 224.13competitor shall be Not Permitted to Start (NPS) in the next competition within the same series. For this purpose a competition series is defined as the FIS World Cup or one of the FIS Continental Cup series.

The N°no. of qualified riders per heat / qualification phase to semi finals will be announced during the Team captains meeting according to number of entries. Competitors can perform 1 or 2 runs. * No competitors go directly to Finals.

2604.7.5.1 Semi finals to Finals All qualified competitors from the qualification phase will compete in the semi finals and all qualified competitors will proceed to semi finals. The no.N° of qualified competitors from the semi final phase to finals will be announced during the Team captains meeting. Competitors can perform 1 or 2 runs.

2604.7.5.2 Cancellation of semi finals If for whatever reason the semi finals cannot be conducted, all competitors qualified competitors for the semi finals will proceed to the finals.

2604.7.5.3 Semi-final result will count as a final result. If for whatever reason the finals cannot be conducted, the results from the semi- finals will count as a final result. * This procedure is only valid when conducting such a format, in all other formats finals must be conducted in order to have a result.

competitor. The timing zone for tracks with a potential of >210kph for WC and WSC tracks must be 100 metres. The length has to be measured very precisely, and frequently controlled to ensure that speed measurements remain valid. The OC is responsible for certifying the accuracy of the measurement to the TD.

1232.5.2 Timing zone: red pennons every meter. In addition, the end of the zone must be extended by red marking on both side and marked across its entire width by a red coloured line on the snow. This line must be at least 50 cm broad, and clearly visible from the competition track.

Particular Rules for the different Disciplines

621.3 The starting order of the competitors in all competitions (Sprint, Downhill, Slalom, Giant Slalom, Super-G and Super Combined) is determined by their FIS points. A first group of maximum (Ladies 10 and Men 15) of the best competitors present regardless of nationality will be drawn (exception for World Cup, see WC rules). In case of an equality of points in the 10th rank resp. 15th rank, the first group can be increased accordingly. All remaining competitors start in order of their FIS points. All competitors without FIS points will be drawn in the last group. If in the first 10 resp. 15 competitors present, if the points difference between one and the following competitor is too great, the Jury has to decide the number of competitors in the first group. The rest will start in the order of their FIS points. 700 Sprint Downhill The whole article Sprint Downhill will be deleted (art. 700 – 709)!

806.1.1.2 Sprint Slalom with throw away result Start order: For the first and second run, the start order is based on the start list. For the third and fourth run, the order is made according to ICR art. 621.10.2. (according to the temporary ranking list of the fastest time of the first or second run). All competitors have to start in all runs. In the third and fourth run only classified competitors from the first and second run are allowed to start. The start list has to be published at the start and the finish in a good clearly visible position, so that the competitors, team leaders and coaches are informed quickly (after protest time).

Disqualification: Disqualifications will be announced orally or in writing by the jury after the second run. This includes competitors disqualified in either of the first two runs or who did not finish both runs. They are not permitted to participate in the third and fourth run. For the third and fourth runs the same disqualification rule applies and the competitors will not appear on the ranking list.

The ranking list consists of three times: 1. Best time of the first or second run. 2. Best time of the third or fourth run. 3. Total time based on the best times 1 (run one or two) and 2 (run three or four)(1. – 4. run).

1001.1.3 Super-G with two runs Vertical drop: minimum 100m for all FIS competitions and World Cup Length of course: minimum 500 ms

1001.3.4 The Super-G has to be set as follows: 10 to 1514% of the vertical drop = number of turns. (Exception according art. 1001.1.1: 100 m). The distance between the turning poles of two successive gates must be at least 25m (exception: art. 1003.1.1).

1003.1.5 It is possible to have two training runs with gates, but the course setting must be totally different for the competition.

World Cup/ Junior Cup Rules 2.1 Sprint downhill Coach named by the Race Director at the meeting of MF builds the track of sprint downhill after consulting this with the named assistant of the referee. The control and approval is carried out by the Jury.

3.2.1 Participation conditions All Events Slalom, Giant Slalom, Super G, Super Combined, Relays and Combined races Minimum request: every competitor must have a valid FIS- code (registration with FIS by the National Ski Association). Sprint downhill Minimum requests: Ladies with max. 100 and Men with max. 120 FIS points in the particular events of the valid FIS point list. 9. Enrolment of competitors 9.1 Enrolment for Slalom, Giant Slalom, Super Combined, Sprint- DH, Super G 9.1.1 Ladies and Men are starting as follows: Ladies (1. Group):

The best 10 ladies of the valid FIS points list in the respective competitions will start according to their bib numbers pulled at the draw. Men (1. Group): The best 15 men of the valid FIS points list in the respective competitions will start according to their bib numbers pulled at the draw. After the 1. Group (10 ladies and 15 men) the competitors start according their valid FIS points in the respective discipline (ICR art. 621). First Group (Ladies 1 5, Men 1-10) The first group will be determined according to the WC points respectively WC standings. In case of equal points for rank 5 (ladies) and 10 (men) the group will be expanded accordingly. If there are not 5 (female), 10 (male) competitors with respective WC points, the first group comprises only the competitors with corresponding WC points.

9.1.1.1 Choice of start numbers/ draw The first group will be drawn; the rest of the competitors will start according to their valid FIS points.

9.1.1.2 Grasski WC start list (for the first group) The final WC standings of each discipline of the previous season will be used as a Basic List for the next season and will be valid for the first two WC’s in each discipline. After each competition per discipline the achieved WC points will be added. After the 2nd WC competition in each discipline the achieved WC points in the current season will be used for the WC start list.

9.1.1.3 Validity of the Basic List After the first competition in each discipline of the current season the points of the Basic List will be divided by two and will be added to the achieved WC points to form the start list for the 2nd competition. After the 2nd competition the Basic List points will be cancelled and only the achieved WC points of the current season will be counted.

9.1.2 Start order of the final round (WC)2nd run, Giant Slalom, Slalom Ladies: Best The best 15 competitors start in reverse order to their time achieved in the 1st run. Men: BestThe best 30 competitors start in reverse order to their time achieved in the 1st run.

10. Points distribution Schedule The 30 15 best ranked Ladies and the 30 best ranked Men (individual disciplines and combined) are awarded points in accordance with the following schedule (time limit 20%):

Downhill races carried out in two runs must be identified as such in the FIS calendar and must be part of international FIS competitions, provided the race course has a vertical drop according to art. 706.2.2 of the ICR. 4. In exceptional cases (weather conditions) especially if carrying out the original downhill is jeopardized, it is permitted to conduct the downhill in one run, if the jury decides so.

B FIS - World Cup 1.3.3 World Cup - Slalom and Giant Slalom 1.3.3.1 World Cup Grasski Applies to men and women The World Cup Slalom and Giant Slalom will be held usually in two runs. The best 30 men and 15 ladies from the first run are starting in the second run. All ranked participants of both runs will receive World Cup points (time limit 20%).

1.3.3.2 Fulfillment of the Super G 1.3.3.3 FIS points All ranked competitors will receive FIS points. In addition the first 15 classified ladies and the first 30 classified men will receive World Cup points (time limit 20%).

1.3.4.1 Super Combined Super Combined consists of one run Super G and one run Slalom. Only those participants who are rankend in both competitions will earn FIS points. The first 15 classified ladies and the first 30 classified men, who are ranked in the Super Combined are given World Cup points (time limit 20%). advantage to know the ins-and-outs of the technical aspects before appealing a case to a non-specialised body, such as the FIS Court and final instance, the Court of Arbitration for Sport.

The following modification to this procedure, established in consultation with the Chairmen of the Legal Committee, the FIS Discipline Committees and the Rules Sub-Committees, was approved by the Council:

- The Appeals Commission is also the first appeals instance for: "discipline- specific cases referred by the Technical Committee, Council and/or FIS Office".

For review at the FIS Technical Committees and Council Meetings during the Calendar Conference in May 2017, the Rules Sub-Committee Chairmen and Legal Committee will be tasked with reviewing the ICR articles to adapt the wording in the ICR for general aspects and where necessary in their own discipline rules to incorporate this change.

It should be noted that the number of appeals since the installation of Appeals Commissions and the FIS Court, both from competition appeals about Jury decisions and other matters is very, very low, which is a great credit to the work of the Technical Delegates, officials and the Rules Committees.

Appointment of Snowboard, Freestyle, FreeSki Committee and Sub-Committees

At its previous meeting during the FIS Congress 2016, the Council approved the reorganisation of Snowboard and Freestyle Skiing into a single and harmonised Committee with Conference. This new Snowboard, Freestyle, FreeSki Committee will have over-arching strategic responsibility, including increasing market exploitation.

The 12 events of the two disciplines have been reorganised into four Sub- Committees to better align the cultures and terrain, and provide stronger stakeholder focus.

National Ski Associations interest in membership has been very strong and has exceeded expectations, placing inevitable pressure on the size of some Committees. This reflects the very broad global footprint of the disciplines and the balance of Snowboard and Freestyle representation, particularly in the joint Sub- Committees of Cross and Park & Pipe.

Attendance and contribution will be monitored in the early years and the National Ski Associations will be encouraged to work through single person representation rather than Snowboard and Freestyle, as trust and harmonisation increase.

17. Membership of FIS

Potential enquiries for membership of FIS have been raised by the Dominican Republic, but only with informal e-mail requests for information about criteria for membership. No complete application for membership of FIS has been submitted.

Change of FIS abbreviation for several nations

The Council approved the change of FIS abbreviation for the Lebanese Ski Association to “LBN” (instead of “LIB”) to align with the IOC abbreviation, which was changed earlier this year to come into line with the official 3-letter country code established by the United Nations (UN) and ISO (International Organization for Standardization).

18. The International Ski Congress

18.1 Minutes of the 50th International Ski Congress in Cancun (MEX) 2016

The draft minutes of the 50th International Ski Congress in Cancun (MEX) that took place on 10th June 2016 were distributed to the National Ski Associations, Committee Chairmen and the official certifiers Walter Vogel (GER) and Peter Bloch (SUI) in July 2016. The certifiers have since provided some minor editorial corrections.

No comments or remarks have been received by the National Ski Associations by the time of compilation of the “Comments on the Agenda”.

At its Meeting in Oberhofen, the Council approved the minutes, which have to be submitted to the International Ski Congress in 2018 for final approval by the Members.

18.2 The 51st Congress in Costa Navarino (GRE) in 2018

Preparations for the 51st International Ski Congress in Costa Navarino (GRE) that will take place from Sunday 13th to Saturday 19th May 2018 are progressing according to schedule.

The first official inspections of the facilities by FIS Travel Service and FIS took place in July and August 2016. The hotel has very well appointed meeting rooms, including the one for the Congress General Assembly, as well as adequate space for the exhibition. Depending on the number of candidates for the FIS World Championships, a certain flexibility may be necessary.

The excursion on Thursday will comprise a visit to the birth of modern Olympic summer sports at ancient Olympia, followed by a lunch in a typical and simple Greek seafront restaurant nearby to Costa Navarino serving local specialities.

18.3 FIS Calendar Conference 2017

The 2017 FIS Calendar Conference will take place in Portoroz (SLO) from Wednesday 24th to Saturday 27th May 2017 with the Council Meeting on Sunday 28th May.

An official inspection by FIS Travel Service and FIS took place in August 2016. A number of new persons have joined the Portoroz Bernardin Resort conference management team in addition to a highly experienced group, all of whom are extremely professional and well-prepared to handle the set-up and arrangements for the FIS Calendar Conference and Council Meeting. The Slovenian Ski Association is working closely with FIS, FIS Travel Service and the Bernardin Resort to support the organisation.

18.4 Applicants for the 52nd International Ski Congress in 2020

All National Ski Associations were invited to submit their candidacies according to the criteria for hosting a FIS Congress by 15th September 2016 and the following were received:

- Brazil with Manaus, Sao Paolo or Florianopolis - Hong Kong with Hong Kong - Ireland with Dublin - Morocco with Marrakesh

After reviewing the above applications in detail, the Council decided to table the appointment of the host for the FIS Congress in 2020 until its next Meeting in spring 2017 and open the applications for new candidates. For the above candidacies, the Council requested the Manager of FIS Travel Service to review the proposals submitted to check on the facilities and try to improve the terms, notably to reduce costs for the use of meeting rooms.

19. Any other business

Application to become FIS Ski Museum: Damülser Skimuseum (AUT)

The Council approved the application of Damülser Skimuseum to become a FIS Ski Museum. The museum features an exhibition about 100 years of skiing history of Vorarlberg with its skiing pioneers.

There are presently 31 museums with FIS Museum status located in 13 nations (AUT, CAN, CZE, EST, FIN, GER, JPN, LIE, NOR, SUI, SVK, SWE, USA). FIS

recognition is effectively a label for the museum without any membership fee, obligations towards or by FIS.

20. Next meetings with the FIS Council

The Council Gathering will take place in St. Moritz during the FIS Alpine World Ski Championships on 15th February 2017, which is scheduled as the reserve day.

The date of the spring 2017 Council Meeting is Sunday 28th May in Portoroz (SLO).

The Council Meeting in autumn 2017 is provisionally scheduled for Saturday 11th November at the FIS Headquarters in Oberhofen (SUI), subject to the dates of the IOC Commissions.

Proposals of National Ski Associations and Technical Committees, etc. for the spring meeting of the FIS Council have to be sent to the FIS Secretary General before 1st May 2017.
