It focuses on the public works that transformed Paris in the middle of the 19th century, and more specifically on Haussmann’s planning practice. From an epistolary exchange between property owners, Haussmann and the Minister of the Interior during Haussmann’s first years as Prefect of the Seine, the thesis draws out a political event: the playing out in a singular context of an opposition over a political practice predicated on equality.

    A police whistleblower in a corrupt political system Frank Scott Both major political parties in West Australia espouse open and accountable government when they are in opposition, however once their side of politics is able to form Government, the only thing that changes is that they move to the opposite side of the Chamber and their roles are merely reversed. The opposition loves the whistleblower while the government of the day loathes them. It was therefore refreshing to see that in 2001 when the newly appointed Attorney General in the Labor government, Mr Jim McGinty, promised that his Government would introduce whistleblower protection legislation by the end of that year. He stated that his legislation would protect those whistleblowers who suffered victimization and would offer some provisions to allow them to seek compensation. How shallow those words were; here we are some sixteen years later and yet no such legislation has been introduced. Below I have written about the effects I suffered from trying to expose corrupt senior police officers and the trauma and victimization I suffered which led to the loss of my livelihood. Whilst my efforts to expose corrupt police officers made me totally unemployable, those senior officers who were subject of my allegations were promoted and in two cases were awarded with an Australian Police Medal.     What’s in an Irish Name? A Study of the Personal Naming Systems of Irish and Irish English Liam Mac Mathúna (St Patrick’s College, Dublin) 1. Introduction: The Irish Patronymic System Prior to 1600 While the history of Irish personal names displays general similarities with the fortunes of the country’s place-names, it also shows significant differences, as both first and second names are closely bound up with the ego-identity of those to whom they belong.1 This paper examines how the indigenous system of Gaelic personal names was moulded to the requirements of a foreign, English-medium administration, and how the early twentieth-century cultural revival prompted the re-establish- ment of an Irish-language nomenclature. It sets out the native Irish system of surnames, which distinguishes formally between male and female (married/ un- married) and shows how this was assimilated into the very different English sys- tem, where one surname is applied to all. A distinguishing feature of nomen- clature in Ireland today is the phenomenon of dual Irish and English language naming, with most individuals accepting that there are two versions of their na- me. The uneasy relationship between these two versions, on the fault-line of lan- guage contact, as it were, is also examined. Thus, the paper demonstrates that personal names, at once the pivots of individual and group identity, are a rich source of continuing insight into the dynamics of Irish and English language contact in Ireland.
