Notice 1 Notice Is Hereby Given That Somerset County Council Intends To Notice 1 THE COUNTY OF SOMERSET (VARIOUS ROADS, DISTRICT OF MENDIP) (TEMPORARY TRAFFIC RESTRICTIONS) (SPECIAL EVENTS) ORDER 2014 (FROME HALF MARATHON) Notice is hereby given that Somerset County Council intends to make an Order under Section 16 of the Road Traffic Regulation Act 1984, as amended, the effect of which will be to introduce a temporary prohibition of vehicles on various roads in Frome and the surrounding area as specified in the Schedule to this Order. The Order will be made to facilitate the Frome Half Marathon on Sunday, 20th July 2014 and is in the interest of public safety. All restrictions will be signed and staffed (where required) and will remain in force only for as long as is necessary. This Order shall come into operation at 0930 hours on Sunday, 20th July 2014 and will continue in force until 1300 hours on Sunday, 20th July 2014. Exemptions are provided in the Order for emergency vehicles, vehicles requiring access and egress for Frome Golf Club and vehicles associated with the event. All signage in respect of the restrictions will be erected prior to, maintained throughout and removed immediately after the event. This Order shall come into operation at 0930 hours on Sunday, 20th July 2014 and will continue in force until 1300 hours on Sunday, 20th July 2014. 2. Save as provided in Article 3 of this Order no person shall cause or permit any vehicle to proceed in the lengths of road specified in the Schedule to this Order between the hours of 0930 and 1300 on Sunday, 20th July 2014. 3. Nothing in Article 2 of this Order shall apply: a. to anything done with the permission or at the direction of a police constable in uniform; b. to any vehicle being used for police, fire brigade or ambulance purposes; c. to any vehicle requiring access and egress for Frome Golf Club; d. to any vehicle associated with the event. 4.     2.0 HISTORICAL VILLAGE TO THE CURRENT DAY 2.1 History The Parish of Leigh on Mendip lies on the north facing slopes of the Mendip Hills approximately half way between the market towns of Frome and Shepton Mallet. The actual village of Leigh on Mendip is a linear settlement running east to west on a plateau of carboniferous limestone called the Mendip Plateau. There is evidence of human activity dating back to pre-Roman times. Prior to the expansion of Halecombe quarry, there were signs of flint working in the area but, with the obliteration of the evidence, it is not known whether the material being worked was a small, localised, igneous intrusion (as at Moonshill quarry, Stoke St. Michael) or material imported to the site. Pottery shards have also been discovered in the area. 1 First mention of the area of land we now know as Leigh on Mendip is in a record from Glastonbury Abbey dated 681 AD chronicling the gift of land by Hedda, Bishop of Winchester to the Abbey. The parish is referred to as Luntocae – in fact a very Roman sounding name – and probably the source of the pronunciation of the name “Leigh” to this day. As far as documentary evidence is concerned using the modern name, the earliest document to mention Leigh on Mendip is a charter by King Edmund dated 942 AD granting land to Glastonbury Abbey. The Parish of Leigh on Mendip was part of that land and remained so until the dissolution of the monasteries in the 1530’s. At that time, Glastonbury Abbey was the most powerful and wealthy religious institution in England.

This order will enable Somerset Highways to carry out resurfacing works in this road. The Order becomes effective on 14 May 2014 and will remain in force for eighteen months. The works are expected to last for 5 nights exlcluding the weekend between 19:00 and 07:00 hours. While the closure is in operation an alternative route will be signed as detailed below. ALTERNATIVE ROUTE From the southern end of the closure proceed in south westerly and north westerly directions along the A361 to the junction with Ball Lane to Piers Road. Turn right and proceed in a north westerly direction along Ball Lane to Piers Road and Ball Lane to Long Cross to the junction with Old Wells Road. Turn right and proceed in a north easterly direction along Old Wells Road and Railford Hill to the junction with Nunney Road. Turn right and proceed in a south westerly direction along Nunney Road and Westdown Farm Lane to the northern end of the closure, and vice versa.

    Appeal Decision Inquiry held on 20 - 22 January 2015 Site visit made on 19 January 2015 by R Schofield BA(Hons) MA MRTPI an Inspector appointed by the Secretary of State for Communities and Local Government Decision date: 24 February 2015 Appeal Ref: APP/Q3305/A/14/2224843 Land at Green Pits Lane, Nunney, Somerset BA11 • The appeal is made under section 78 of the Town and Country Planning Act 1990 against a refusal to grant outline planning permission. • The appeal is made by BDW Trading Limited against the decision of Mendip District Council. • The application Ref 2014/0198/OTS, dated 7 February 2014, was refused by notice dated 27 August 2014. • The development proposed is outline planning permission for the erection of up to 100 no. dwellings, vehicular access from Glebelands, highways improvements, public open space, drainage and associated works. Decision 1. The appeal is dismissed. Preliminary Matters 2. The application was made in outline with all matters reserved, other than access, for later consideration. In advance of the determination of the application, revised plans were submitted that changed the location of the vehicular access point, moving it to Green Pits Lane, along with changes to the pedestrian access. These were available for public consideration. Thus, notwithstanding the description of development in the header above, which is taken from the application form, I have considered the appeal on the basis of the revised plans. 3. Since the Council issued its decision notice, it adopted the Mendip Local Plan Part 1 (the Part 1 Plan) in December 2014. Following the close of the Inquiry I was made aware of a High Court challenge, albeit not made by the appellant, over the Council’s decision to adopt the Part 1 Plan.
