PURPOSE To provide an update on representations undertaken by Mayor Vonda Malone for the period 18 July – 20 August, 2018.

SUMMARY

Ministerial Visit - The Hon. Shannon Fentiman, Torres Strait Ministerial Champion, Minister for Employment and Small Business and Minister for Training and Skills Development – 25 July, 2018

 As part of her ongoing commitment as Torres Strait Ministerial Champion, Minister Shannon Fentiman visited the region from 25-27 July, 2018. During this visit Minister Fentiman engaged with members of the Building and Construction Indigenous Corporation (BCIC). BCIC is a consortium of 14 local indigenous businesses with expertise across various trades.  As Minister for Employment and Small Business and Minister for Training and Skills Development, Minister Fentiman will continue to work closely with BCIC to facilitate further targeted training opportunities through TAFE as well as mediate with Building Assets Services (BAS) to enable opportunities for local indigenous businesses under the Qld Indigenous Procurement Policy.  The Qld Government’s Indigenous Procurement Policy is a whole-of-government framework aimed to increase procurement with Indigenous businesses by increasing the capacity and capability of Indigenous businesses to successfully tender for Qld Government contracts.

Ministerial Visit – Premier, The Hon. Anastacia Palaszczuk and Member of Cook, Cynthia Lui MP – 31 July-1 August, 2018  I was honoured to welcome back to the region the Premier, The Hon. Anastacia Palaszczuk along with the Member for Cook, Cynthia Lui MP. On arrival Council held joint deputations with Mayor Fred Gela, Torres Strait Island Regional Council covering: . Horn Island Airport Masterplan Expansion – Stage 1, funding requirements. . Horn Island Affordable Housing – Phase 3, Construction and Occupancy. . Tourism Information and Business Centre – Phase 2, Construction. . Support to access State Government Financial Assistance (SGFA) Grant Funding to sustain operations. . Access to waste management budget allocation.  With the ongoing attention on Torres Shire Council’s (TSC) water quality Premier Palaszczuk visited the water chlorination station at the Thursday Island Depot to see first-hand Council’s current operations and water management systems.  The Premier expressed a further commitment to work closely with TSC to accelerate the establishment of an interim temporary filtration system within the next couple of months whilst a larger system is being built.

Torres and Cape Indigenous Councils Alliance (TCICA), Cairns 7-8 August 2018  In May, 2018 I was elected as TCICA Chairperson along with Mayor Eddie Newman, Deputy Chairperson and Mayor Peter Scott as Treasurer and Secretary. TCICA consists of 14 Councils across Cape York and Torres Strait.  It was announced at the meeting that Minister Jackie Trad, Deputy Premier had approved funding of $140,000 to support TCICA’s Secretariat. This resulted from TCICA’s advocacy with Minister Trad in May 2018.

Torres and Cape Indigenous Councils Alliance (TCICA), Cairns 7-8 August, 2018 (cont’d) The following resolutions endorsed by TCICA members:  That TCICA demands the Federal and State Governments expedite a final decision on the NPARIH (National Partnership Agreement on Remote Indigenous Housing) funding for social housing in Indigenous communities within .  That the Federal and State Governments be urged to recognise the legitimate role of democratically elected Indigenous local governments in shaping the future for their communities, and to engage directly with those governments rather than deal with non-elected third parties.  Other matters addressed included: . Finalisation of governance arrangements including TCICA Charter. . Acceptance of the Remote Area Board (RAB) for economic development projects over three years. . Working group established to progress the recruitment of TCICA Executive Officer. . The next TCICA meeting is scheduled for September/October, 2018.

Governor-General Sir General Peter Cosgrove and Lady Cosgrove’s Torres Strait Tour – 9-11 August, 2018.  It was a pleasure to meet and engage with their Excellency’s the Governor-General Sir General Peter Cosgrove and Lady Cosgrove during their tour of our Shire. Whilst on Thursday Island they were hosted at various locations which began with a special welcome by schools leaders at the TAGAI Secondary Campus followed by a tour of the TAFE College, a visit to the Sarpeye Defence Barracks and the Green Hill Fort and museum  I took the opportunity to put forward to the Governor-General issues such as: . Cost of living influenced by the monopoly of one major shipping company and the flow effects on affordability of food and goods. . Council’s advocacy efforts to restore and preserve the Japanese cemetery and the challenges with meeting heritage listing requirements.  The Governor-General was particularly interested in receiving further information on the Japanese Cemetery proposal so he can pursue this matter with Minister Josh Frydenberg, Minister for the Environment and Energy.

Follow-up Action: Provide Governor-General’s office with the Thursday Island Japanese Cemetery Plan/Submission.

Consulate-General of Japan Visit – 14 August, 2018  Consulate-General Keiko Yanai and colleague Mr Andrew Carter’s visit coincided with the annual OBON Japanese ceremony. Council met with the Consulate-Genera beforehand to give her an appreciation of the rich and unique history of the Japanese connection to our region stemming back to the 1800’s. This is cemented by the 2011 Sister City Agreement with Kushimoto. Council also sought further commitment from the Japanese Government to contribute towards the restoration and preservation of the approximately 800 Japanese graves.  On conclusion of the OBON ceremony Consulate-General Yanai was able to walk through the area and was moved by the state of the graves, as the majority have deteriorated considerably over time. It was proposed that joint advocacy efforts with the Qld and Commonwealth Government is required to address heritage listing issues. Ms Yanai also made a commitment to relay to the Japanese Government the need for initial immediate first stage restoration of the graves.

Follow-up Action: Provide Consulate General of Japan’s office with the Thursday Island Japanese Cemetery Plan/Submission.

Liquor Accord Meeting – 15 August, 2018  Qld Police facilitate the quarterly Liquor Accord Meeting with proprietors. Matters discussed included: . Increased after-hours public disturbance and drinking at the main wharf area after sporting events. . Suggest TSC put a timer on the stage lighting so that it is operating earlier in the evening to deter crowds. . Areas of the main CBD area and BBQ areas have no bins including outside the Royal Hotel.  TSC was commended implementing the ANZAC Park sprinkler timing system which has greatly assisted police to disburse crowds.

Follow-up Action: 1. TSC to undertake a bin audit and install bins in highly used areas including in front of the Royal Hotel. 2. TSC to provide updated advice to the Liquor Accord Committee of when the solar lighting for ANZAC Park will be installed.

Right To Information Application Mrs Susannah Salam, Torres Strait Tours Pty Ltd Torres Shire Council has received a Right to Information Application (RTI) from Mrs Susannah Salam, Torres Strait Tours Pty Ltd on 2 August 2018.

The subject matter of the documents the RTI applicant is seeking includes the following:

I am seeking results of tenders received for the Torres Shire Council’s 2018/2019 Inter Island Travel Submissions. Specifically copies of submissions received and the winning ferry tender documents. As stated on the oic.qld.gov.au website tender information is accessible as part of Queensland procurement policy and contract disclosure guidelines. Agencies must publish details about successful tenders for projects over $10,000, including the value of the contract or standing offer arrangement. As documents have not yet been published or are not available in Council website, I hereby request this via RTI application.

The time frame requested is from 1st May to 30th June 2018.

In accordance with Section 18 of the Act, Council has a period of 25 business days from the day of the application is received to process the application.

Library Petition Council received a Petition regarding its library space and services. The petition was signed by 748 people – 362 of whom signed the paper copy and 386 were online signatures from change.org.

Petitioners expressed concern that the Council library on Thursday Island was too small to service “3,500 people”; that there was only one small table to sit and read; there were only three computers and no space to undertake activities or host events and no area for children to sit and read as well as insufficient reading chairs for patrons. Petitioners support improved literacy within the Shire.

Petitioners were keen to ensure that not only was there increased library space but increased ability to display more books, particularly cultural resources and books to encourage children/young people with their families to become avid readers; the provision of online courses; increased activities including First 5 Forever; that the library be open every day and the librarian be available to run activities.

They seek that Council engage two librarians to ensure the library is open every day and that librarians are available to run activities.

INFORMATION Council operates the library on Thursday Island on a Monday to Saturday morning, the same as other Far North Queensland council libraries. It is staffed by one librarian. A full cost-benefit analysis would be required to determine whether an additional librarian was required and this additional position would have to be included in Council’s approved budget, which currently it is not.

As part of Council’s business planning, the librarian has within her WorkPlan the provision of computer literacy courses for older residents and conducting the First 5 Forever program. Council is actively pursuing increased space for the library.

Currently there are five (5) libraries in the Shire -

1. Council library - Thursday Island - staffed Monday to Saturday morning (similar to other Council libraries in Far North Queensland) 2. Horn Island State School library 3. Catholic Primary School library 4. State Primary School library 5. State Secondary College library

as well as  Montessori School library on Thursday Island for school-aged students  Day Care Centre library on Thursday Island for pre-school aged children

Library Petition (cont’d) It is heartening to note how many members of the community are committed to increased literacy and learning resources and it is recommended they be thanked for their petition and interest and be advised that:

 Council is actively seeking increased library space  Council has included in its relevant Work Plan the provision of computer skills for older residents and the First 5 Forever program  Council’s library opening and closing Monday-Saturday morning is the same as other Far North Queensland Council libraries  Council is required to undertake a cost-benefit analysis regarding the request for an additional librarian. To date the conditions to warrant funding another staff position was not present and neither is there currently the budget item to support this additional resource. Nevertheless, Council will undertake a cost-benefit analysis after the library space has been increased to further assess staffing requirements  Council, as a matter of course, assesses it resources and an audit of current library resources and resource requirements form part of that assessment. This is undertaken in preparing the Council’s budget.

Governor-General of visit to Torres Shire – Their Excellences the Governor-General and Lady Cosgrove Their Excellencies the Governor-General and Lady Cosgrove visited the Torres Strait region including Torres Shire from Thursday 9 to Saturday 11 August 2018. Their visit was part of the Governor-General’s broader and ongoing outreach and engagement with regional Australia. Their Excellencies visit to Torres Shire included:

Torres Shire Council hosted a community civic function to commemorate Their Excellencies during this official visit to the Torres Strait. Masig Island Dance Team performed for Their Excellencies during the reception at the Gab Titui Cultral Centre.

Request for an exemption from Passenger Charges In the 2016/17 financial year Budget, Council introduced a series of Passenger Charges to apply to aircrafts using the Horn Island Airport and other Council operated facilities where aircrafts could take-off and land.

In the 2018/19 Schedule of Fees and Charges adopted as part of the 2018/19 Budget in June 2018, there is a clause under Passenger Charges which allows certain aircraft operators an exemption from the Passenger Charges if they land only once in a month and their aircraft is less than 3,000Kg MTOW. However, it also states that other operators may also apply for an exemption.

Macquarie Air have applied in writing for an exemption from the Passenger Charges based on the fact that they are a freight only service and do not carry passengers to the Horn Island Airport or any other Council facilities. Only the pilot is on board the aircraft for the scheduled visits to deliver freight, and does not enter or exit the passenger terminal.

NOTE: Chair Deputy Mayor Loban, on behalf of the community, request CEO make enquiries regarding access and non-availability of agent’s office of QANTASLink located at Pearl Island Seafoods, 11 Douglas Street with regards to on-going bookings for the Local Airfare Scheme.

Drinking Water – Testing Normal Test samples of drinking water carried out each week. Due to Turbidity Spikes the Boiled Water Alert will remain in place until the temporary filtration plant is installed.

Major Capital Works Update

POW Safe Landing Facility The project is still waiting on State Government Town Planning, there will be a 3 week further delay as a description of the facility had to be slightly modified and the fees paid in advance before they will proceed with the application.

Ken Brown Oval Project Tenders have been called for the Field Lighting which closed on the 10 August 2018.

Shared Cycleway Project (Stage 2) Stage 2 has been let out to tender and will be evaluated during the week of the 13 August.

Loggy Creek Water Filtration Plant The Tenders for the temporary water filtration facility will be posted on 17 August and will be let by 9 September. The power upgrade tenders will be posted in the week of 13 August.

MIP6 Sewerage Treatment Plant upgrade The Tenders & Quotations for subcontractors and materials closed on 10 August and 31 August respectively 2018.

JCU link road This project is proceeding well and 20% complete.

Prince of Wales Island Calling tenders for the construction of 300m of concrete road on the week of 13 August.

Pilot Street Drainage Has been slowed down because of road patching

2018 Winds of Zenadth Cultural Festival The Winds of Zenadth Cultural Festival will be held on Thursday Island from 11 to 14 September 2018. The festival is a significant biennial gathering and the only unique Torres Srait Cultural event in the national calendar.

The festival has been celebrated in the Torres Strait over the past thirty (30) years. This year’s theme is – Stand Strong Culture is our Foundation Murugyuw Kupay Ngalpun Gataboeradhar – Kala Lagaw Ya, Merbi Tonarge Nabakue – Meriam Mer

Building Better Regions Round 4 Council’s project for Sadies Beach has been successful in being shortlisted under the Building Better Regions Round 4.

Local Government Association of Queensland (LGAQ) – Annual Conference The 122th LGAQ Annual Conference will be held at the Convention and Exhibition Centre from 29 to 31 October 2018.

2018-2019 National Aboriginal and Torres Strait Islander Health Survey The NATSIHS collects information about the health and wellbeing of Aboriginal and Torres Strait Islander people all over Australia. The Australian Bureau of Statistics will be carrying out a survey in the Torres Shire in August.

LGAQ Membership Costs 2018/2019 Membership costs for year 2018/2019 is $23,550.00 (excluding GST).

Cr. Abednego  Requesting a feasibility study be carried out on upgrading the Veterinary Services currently provided on Horn Island and Thursday Island and upgrade the present facility for our community CEO advised Council provides contracting veterinary visits every two months

Cr. Loban  For safety reasons, concerned about a tree on a lean at the entrance to Quarantine Estate

Deputy Mayor Loban  Asking Council to install showers in the Toilet Block at the Engineers Wharf  Enquiring about the Cemetery Masterplan Funding application and bring updated information to the next Council meeting  Advised Cr. Bani and himself will be on the yet to be established Committee for the Japanese Cemetery section in the Thursday Island Cemetery
