He completed primary and secondary school at St. James’ High School, Carbonear and in St. John’s where he attended Bishop Feild College and Memorial College, graduating with a Pre-Med Diploma in 1940. From there, he attended Trinity College at the University of Toronto and earned a Bachelor of Arts in 1943. In 1943, Dr. Rusted began his medical education at Dalhousie University and in 1947-1948, interned at the Victoria General Hospital, Halifax after which he was awarded a National Research Council Grant as a Graduate Student in the McGill University Clinic of the Royal Victoria Hospital, leading to his earning a Master of Science from McGill in 1949. On September 8 of the same year, he married Ellen Hansen and on October 1, 1949, he began a Fellowship in Medicine at the Mayo Foundation and Clinic, Minnesota - a position he held until October 1952 when he became the first Newfoundlander to pass the Fellowship examinations of the Royal College of Physicians and return to the province. Upon returning to Newfoundland, Dr. Rusted specialized in Internal Medicine and served as a Consulting Internist to the Department of Health (full-time from 1952-1955 and later, part time until 1967). He also became Director of Medical Education at the General Hospital in St. John’s (1953-1967) where he later became Director of the Memorial University Research Unit (1966- 1974) and Chairman of the Department of Medicine. In addition to this, he also carried out a private practice from 1955 to 1967, and from 1962 to 1964 he created a group practice known as the Medical Consultant’s Group with Dr. P.A. Spurrell and Dr. Hans Epstein, fellow specialists in internal medicine. In 1964, Dr. J.B. Roberts, Dr. D.W. Ingram and Dr. Robert Young joined them. From 1952 to 1967, Dr. Rusted pioneered the development of formal Postgraduate and Continuing Medical Education in Newfoundland. These educational programs received national and international recognition and helped in the careful development of plans, which led to the locating of one of Canada’s four new medical schools at Memorial University of Newfoundland in 1967. In 1966, Dr. Rusted became Director of Post-Graduate Medical Education and Coordinator of Planning for the proposed Medical School at Memorial University. In 1967 he was appointed the first Dean and Professor of Medicine at Memorial. Dr. Rusted was appointed Vice-President of Memorial University (Health Sciences) and in 1979 also of Professional Schools. He was appointed Pro Vice-Chancellor in 1981. Dr. Rusted served as Chairman of the Medical Education Committee of the Newfoundland Medical Association and as Vice-President of the Association of Canadian Medical Colleges. Dr. Rusted, as Fellow of the Royal College of Physicians and Surgeons of Canada for 1953, held the following appointments for that association: Member of Council, 1964-1970 and Vice-President, 1968- 1970. Dr. Rusted also was Executive Member, 1971-1974 and Vice President, 1973-1974 of the Association of Canadian Medical Colleges. In addition, as Fellow and Life Member of the American College of Physicians, Dr. Rusted held the positions of Governor, 1977-1981, Regent, 1982-1988, Vice-Chairman, Board of Regents, 1985-1986, and Chairman, International Medical Activities Subcommittee, 1985-1990. He has also been a member of the Canadian Medical Association, the Canadian Diabetic Association (Clinical and Scientific Section), the Canadian Cardiovascular Society (Member of Council, 1960-1966), the Newfoundland Medical Association, the American Thyroid Association, the American Endocrine Society, the Canadian Society of Endocrinology and Metabolism and the St. John’s Clinical Society. Dr. Rusted is the author of many articles, scientific papers and book chapters including a chapter in Medical Schools at Home and Abroad (Macy Foundation, 1978), in which he gives a detailed account of the development of a Medical School in Newfoundland. He was also a member of the Canadian Armed Forces Active Reserve in the RCAF and was Squadron Leader until 1960. His honours and awards are many, including: Honorary Member, College of Family Physicians in Canada, 1956; Visiting Professor, University of Toronto, 1974-1975; Professor Invite Laval University, 1975; Honorary L.L.D.
