SITREP NO-105/2007 1700 hours 32-20/2007-NDM-I Ministry of Home Affairs (Disaster Management Division) Dated, 13TH September, 2007 Subject: SOUTHWEST MONSOON-2007: DAILY FLOOD SITUATION REPORT SUMMARY OF IMPORTANT EVENTS AS ON 13.09.2007 RAINFALL SITUATION IN THE COUNTRY (during last 24 hours) ASSAM Light to Moderate rainfall with isolated heavy showers has been reported in some parts of the State. Widespread heavy rainfall lashed during last week has resulted in an alarming rise of water levels in all major rivers, including Brahmaputra, causing the third wave of flood in the State. River Brahmaputra is continuously flowing above its danger level in Dibrugarh, Neamatighat, Tezpur and Dhubri inundating low lying areas forcing people living in low-lying areas in lower and upper Assam to vacate their houses and move to higher grounds for shelter. Large areas of human habitation and farmlands have been inundated mostly in lower Assam particularly in the districts of Nalbari, Barpeta, Dhubri, Morigaon, Dibrugarh, Kamrup, Goalpara, Hailakandi and Bongaigaon. In Dhubri district, about 3,30,000 population in 226 villages are reported to have been affected. In Morigaon district, about 5,69,557 population in 430 villages are reported to have been affected. In Cachar district, about 5,1 6,560 population in 340 villages are reported to have been affected. In Dibrugarh district, water level of river Brahmaputra is flowing above danger level. In Kamrup district, about 87,361 population in 115 villages are reported to have been affected. In Goalpara district, about 80,000 population in 67 villages are reported to have been affected. In Lakhimpur district, about 1,64,576 population in 196 villages are reported to have been affected. In Karimganj district, about 1,72,980 population in 344 villages are reported to have been affected. 1 In Barpeta district, about 12.00 lakh population in 800 villages are reported to have been affected. In Hailakandi, about 2,11,900 people in 174 villages are reported to have been affected. In all, 9395 villages in 26 districts with population of 99.13 lakh are reported to have been affected so far in the state. About 820 Relief Camps & 217 relief centres continue to run accommodating about 3,58,555 people. About 2675 boats have been pressed into service in the affected districts. Army and NDRF continue to be deployed in the State. BIHAR Light to Moderate rainfall has been reported in some parts of the State. 10,549 villages in 21 districts with population of 220.11 lakh are reported to have been affected. 588 medical teams continue to be deployed in the affected districts of the State. 1659 Relief Camps continue to run in the State in which about 10,00,100 people have been accommodated. 7153 boats continue to be deployed in the affected areas of the State. WEST BENGAL Light to moderate rainfall with isolated heavy showers has been reported in some parts of the State. 16 Relief camps still continue to run in the State in which about 975 persons have been accommodated. 264 Cattle camps continue to run in the State in which about 207816 cattle have been accommodated. Loss of Human lives • As per provisional information received from the affected States, 17 human deaths have been reported during the last 24 hrs. The cumulative number of people who have lost their lives during the South West Monsoon so far is 2614. IMD • A low pressure area has formed over north-west Bay of Bengal and adjoining coastal areas of West Bengal and north Orissa. Under its influence, fairly widespread rainfall with isolated heavy to very heavy fall is likely to occur over north Orissa, West Bengal, Sikkim and northeastern States and Scattered to fairly widespread rainfall activity over Bihar and Jharkhand during next 3 days. • Scattered to fairly widespread rainfall activity is likely over south peninsular India during next 3-4 days. • Subdued rainfall activity is likely to continue over northwest 2 & Central India during next 4-5 days. CWC There are 01 unprecedented, 03 High Flood, 29 Moderate and 22 Low flood situation sites. Warning (for next 24 hours) • Isolated heavy to very heavy rainfall is likely over north Orissa, West Bengal, Sikkim and northeastern states. Outlook (for subsequent two days) • Fairly widespread rainfall is likely over northeast and adjoining East India and extreme south peninsular India. CENTRAL WATER COMMISSION According to the Central Water Commission (CWC) report dated 13TH September, 2007, there are 01 unprecedented, 03 High Flood, 29 Moderate and 22 Low flood situation sites. The details of Unprecedented flood situation site are as under:- In Assam, river Kushiyara at Karimganj is flowing at 16.47m with rising trend against the danger level of 14.94m and the previous highest flood level (HFL) of 16.39m on 13.06.2006. ASSAM Light to Moderate rainfall with isolated heavy showers has been reported in some parts of the State during last 24 hours. 05 human deaths have been reported in Cachar district of the State during last 24 hours. In Bongaigaon district, in North Salmara Sub-Division, water level of rivers Aie and Manas are flowing above danger levels. ¾ About 1,14,924 population in 101 villages are reported to have been affected. ¾ About 4,983 ha land area is reported to have been damaged. 3 ¾ 02 relief centres continue to run in the district. ¾ Road communication continues to be disrupted at various places due to damage or submergence under water. In Dhubri district, about 3,30,000 population in 226 villages are reported to have been affected. ¾ About 35,775 ha land area and 29,420 ha crop area are reported to have been damaged. ¾ 27 relief camps continue to run in the district. In Morigaon district, about 5,69,557 population in 430 villages are reported to have been affected. ¾ About 66,720 ha land area and 35,494 ha crop area are reported to have been damaged. ¾ 08 relief camps have been opened in the district ¾ 11 breaches in the river embankment at different places in the district has occurred. ¾ Road communication continues to be disrupted at various places due to damage or submergence under water. In Cachar district, about 5,16,560 population in 340 villages are reported to have been affected. ¾ About 67,782 ha land area and 38,113 ha crop area are reported to have been damaged. ¾ 11 breaches in the river embankment at different places in the district have occurred. ¾ Road communication continues to be disrupted at various places due to damage or submergence under water. In Dibrugarh district, water level of river Brahmaputra is flowing above danger level. ¾ About 9,800 population in 11 villages are reported to have been affected. ¾ 07 relief camps have been opened in the district in which about 8,965 people are accommodated. ¾ About 5,000 ha land area has been damaged. In Kamrup district, about 87,361 population in 115 villages are reported to have been affected. ¾ 12 relief camps have been opened in the district in which about 11,083 people are accommodated. ¾ 02 persons are reported to have been washed away in the flood water. 4 In Goalpara district, about 80,000 population in 67 villages are reported to have been affected. ¾ 07 shelter camps have been established in the district in which about 2100 people are accommodated. ¾ 15 dwelling houses have also been damaged. ¾ About 22,000 ha land area and 18,000 ha crop area have also been damaged. ¾ Gratuitous relief is being distributed to the affected people. ¾ Road communication continues to be disrupted at various places due to damage or submergence under water. In Lakhimpur district, about 1,64,576 population in 196 villages are reported to have been affected. 03 relief camps continue to run in the district in which about 420 people are accommodated. About 7,155 ha land area is reported to have been damaged. 13 Health camps have also been set up for providing medical care to the affected people. Speed boats are being used to ferry the people as the county boats could not be used due to high intensity of river Brahmaputra. Gratuitous relief distributed to the affected people. In Karimganj district, about 1,72,980 population in 344 villages are reported to have been affected. 56 relief camps have been opened in the district About 22,495 ha land area has been damaged in the district. A flood wall in Badarpur town has been breached at 4 places due to which the NH-44 from Badarpur Ghat to Srigoari and some other villages in the town are reported to have been submerged under water. The road communication on this highway still continues to be suspended for heavy vehicle. Medical teams with medicines have also been deployed to the relief camps as well as to the flood affected areas. Gratuitous relief distributed to the affected people. The crop fields in the district continue to be submerged under water. In Barpeta district, about 12.00 lakh population in 800 villages are reported to have been affected.
