    A Caste-coded City: Mobility and Marginalization in the Space Politics of Ahmedabad Author: Dyotana Banerjee The dissertation examines how caste operates as one of the principal axes of urban political economy of post-liberalization Ahmedabad. It uses an ethnographic study to capture the major shifts and continuities in the cultural and political production of two distinct kinds of pre and post-liberalization Dalit neighbourhoods in Ahmedabad. Highlighting the politics of identity, aspiration, resistance and marginalization in Dalit engagement with the urban spaces of Ahmedabad, the dissertation situates these local forms of spatial politics against the backdrop of urban political economy in post-liberalization India. It argues that greater economic mobility associated with rapid urbanization produces increasingly homogenous and exclusionary spaces in terms of class within caste and vice versa. In Ahmedabad, middle class and working class Dalit identities are articulated, materially and discursively, through a range of socio-cultural dispositions that are embedded within the dominant Hindutva politics of the state. The emergent Dalit politics and spaces draw on and simultaneously reconstitute hegemonic norms of aesthetics, political aspirations and contestations that reveal the complexities of the urban- caste nexus. The dissertation largely draws from the theoretical understanding on spatial reorganization of social relations in the urban political economy by Henry Lefebvre, Manuel Castell and David Harvey. One of the chapters of the dissertation focuses on how the role of caste is both masked and intensified in the formation of new neighbourhoods in the backdrop of city-remaking projects. What are the mechanisms by which inter-caste (between upper castes and Dalits) and intra- Dalit exclusion get produced in emergent middle-class neighbourhoods? It analyzes the processes that underpin the migration of Dalit communities from Ahmedabad’s old industrial centres such as Gomtipur to the emergent neighbourhood of Chandkheda in the city’s periphery.

While the state government is on the back foot, allegations of incitement by sections close to Hindutva organisations are being levelled by Dalit leaders and the Opposition. A narrative pushed by the apologists of Hindutva suggests that Jignesh Mevani be held responsible for the flare-up because of his speech at a rally at Pune on December 31. At the historic Shaniwar Wada, a fort-cum-palace that was the seat of the Peshwas, Mevani made a plea befitting the Ambedkarite legacy, to end the “peshwai” of both caste domination and capitalist domination. The word peshwai, in common understanding, does refer to Brahmin rule but also has a connotation implying oppressive and illegitimate domination. But the attack on those congregating at Bhima-Koregaon near Pune and the subsequent eruption at Mumbai-Thane has shifted the issue from debate to street violence. Violence does not allow two things to happen. One, there is no upfront recognition of the cracks that are betrayed by such inter-group violence because the entire focus is on restoration of peace and “normalcy”. Two, in the haste to gain political mileage, not much energy is devoted to thinking about the deeper causes and trends that the violence signifies. The recent developments in Maharashtra represent the many cracks in Maharashtra society. Caste mobilisations have marked the politics of brinkmanship. So in many instances, the case is registered under IPC or CrPC than PoA. 1. Cow vigilantism The term “Cow vigilantism” is used to describe the lawlessness happening under the name of Cow protection. Dalits and Muslims are at the receiving end of this vigilantism. Since Dalits are concentrated in the occupation of leather making from hides of the cow, they are invariably targeted by vigilantes. Cow vigilantism has increased since past two years. 2. Honour killing In a society like India, where caste structures are still dominant in the form of endogamy, honour killings are prevalent on a wide scale. Dalits are almost always at the receiving end of the violence. In Lata Singh vs. the State of UP, Supreme Court has opined that inter-caste marriages are in the national interest as they destroy the caste system. Bhagwan Dass v. Delhi deemed honour killings in the “rarest of rare” category of crimes that deserve the death penalty. 3. Social boycott Khap panchayat – caste panchayat often acts as an arena for perpetuating atrocities against Dalits by ostracizing them from the society Ambedkar had recognized the atrocities meting out to Dalits in the form of social boycott. He had often fought against the practice Mahad satyagraha for the opening of community tanks for Dalits He proposed an anti-boycott law He recognized that discrimination occurs in multiple axes like boycott- stigmatization-segregation and try to fight it out on all these axes Maharashtra enacted a law against a social boycott: Maharashtra Prohibition of People from Social Boycott (Prevention, Prohibition and Redressal) Act, 2016.
