Subcontracting goals are placed on contracts and the prime contractor is required to utilize certified firms to satisfy the established goal. Contracting Opportunities

What you Need to Know

. Goals are placed on contracts BEFORE they are solicited. . Prime-Contractors are required to identify MBE/VSBE subcontractors WHEN they submit their bid. . Certified MBEs are encouraged to participate as prime-contractors and may count their own work toward 50% of the goal. . Certified VSBEs are encouraged to participate as prime-contractors and may count their own work toward 100% of the goal. . The Competitive Sealed Bid Process (> $50,000)

1. Bid specifications are created by the using agency and posted on eMaryland Marketplace by DGS. 2. A pre-bid meeting/site visit is held and all interested businesses are encouraged to attend. 3. Vendors submit bids online through eMaryland Marketplace. 4. On the bid opening date, the procurement officer opens and reviews bid submissions. 5. A contract is awarded to the responsible bidder that submitted a responsive bid with the most favorable total bid price. Contracting Process

How Vendors Learn About Opportunities

An Invitation to Bid (ITB) will be advertised on eMaryland Marketplace and made available for all vendors, sub or prime contractors, to review.

Interested vendors will decide whether they wish to bid as a prime contractor or work as a subcontractor on the project. Contracting Process

Where are Bids Submitted?

Prime Contractors Submit bids directly to DGS through eMaryland Marketplace (unless otherwise noted).

Subcontractors Form relationships with prime contractors and follow instructions set by primes on how to submit bids. Subcontractors do not submit bids to DGS. Contracting Process

How Contracts are Awarded

Prime Contractors DGS will award the contract to a single prime contractor.

Subcontractors The prime contractor will award subcontracts to contractors needed to complete the project.

Reminder: Prime contractors are required to select MBE/VSBE subcontractors BEFORE they submit their bid. If awarded, the prime contractor is required to utilized the selected MBE and/or VSBE subcontractors for the portion and percentage of work outlined in the bid submission. Contracting Process

Connecting with Prime Contractors

Pre-Bid Meetings All vendors are encouraged to attend pre-bid meetings for projects they are interested in. This provides an opportunity for prime and sub-contractors to network and build relationships.

Networking Events State, county, and local governments, as well as other organizations hold various FREE events around the state that provide opportunities for vendors to network.
