    CATESBY ESTATES HOLLANDS FARM PRE-APPLICATION CONSULTATION 18th February 2021 to 11th March 2021 KEEP BOURNE END GREEN DRAFT CONSULTATION RESPONSE 1st March 2021 Keep Bourne End Green (“KBEG”) is a Charitable Incorporated Organisation (charity no. 1169057) that was set up in 2016 to conserve and improve the natural and physical environment and to promote sustainable development within Bourne End and its surrounding areas. KBEG actively campaigned during preparation of the Wycombe District Local Plan (the “LP”) and afterwards to resist the unnecessary release of land from the Green Belt. During this period, KBEG received signed mandates from over 3,000 residents and households to represent their interests in pursuit of our charitable objectives. 1 Registered Charity No. 1169057 1 Response 1.1 This response is provided in reply to Catesby Estates plc (“Catesby”) pre-application consultation on its outline proposals for the southern part of Policy BE2 site at Hollands Farm (the “Site”). 1.2 Necessarily, the first order of business is to address the fundamental criticism and overarching matter that the scheduling of this pre-application consultation is prematurely timed following the Buckinghamshire Council (the “Council”) public consultation on the draft Development Brief for Hollands Farm which concluded on 17th February 2021 - the day before this Catesby consultation opened. It is unwelcomed that Catesby has afforded no breathing room following the Council’s consultation which resulted in confusion amongst the local community as Catesby actively promoted its own consultation in parallel with the Council’s consultation. This recent course of action has amply demonstrated Catesby’s scant regard for the principles and important role which the Development Brief and local community play for the successful development of Hollands Farm.

Background 1.1 Wycombe District Council is currently progressing work on preparing a new planning framework, including a new Local Plan for the District. This work comprises a range of studies to explore options for accommodating new development requirements. 1.2 As part of the Council’s technical work which has already taken place, particularly as part of the Local Plan Options Consultation in 2014, it has already become clear that the requirements for new development are likely to be considerably higher than previous targets. Consequently the Council is likely to be faced with significantly greater challenges in terms of finding options to meet these needs. 1.3 To put this into context, the Council’s Adopted Core Strategy was based on a housing target of 402.5 new homes per annum, a quantum which was capable of being delivered predominantly through brownfield development and the limited pool of greenfield reserve sites in the south of the District. The early indication of significantly higher growth levels in the District means, however, that for the first time in many years, there is the prospect of a significant level of greenfield development being required to be explored in the Local Plan, to help meet the District’s development requirements.

    Wycombe District Local Plan Local Plan – Regulation 19 Version October 2017 5.4 Bourne End and Wooburn 5.4.1 Bourne End and Wooburn lie at the south east end of the River Wye as it joins the Thames. Bourne End has a bustling village centre with good local amenities and there are significant areas for local business making it an important local centre for jobs. The proximity of the Thames is an attraction but also raises concerns about flood risk, as does the River Wye. The area is surrounded by the Green Belt but not Area of Outstanding Natural Beauty, but the landscape is also important, particularly the hillsides overlooking the valley that provide an important setting to the villages. There are traffic congestion issues through the village and at Cookham Bridge. 5.4.2 The Sustainable Communities Strategy seeks to ensure that the Wye Valley including Bourne End and Wooburn retains its character and reputation as an attractive, vibrant and accessible place and that through careful stewardship the River Thames continues to attract many visitors. 5.4.3 Bourne End and Wooburn Parish Council has applied to be designated as a Neighbourhood Area. Any neighbourhood plan has to be in conformity with the Development Plan. 5.4.4 Neighbourhood Plans can allocate sites. However, two sites are allocated in this Local Plan. This is because they are strategic in nature. The sites BE1 (Slate Meadow) and BE2 (Hollands Farm) make an important contribution to the District’s housing supply. They also contribute to providing key open space and educational requirements for the wider area.
