Karen Rolton Oval Lighting Gladys Elphick Park, Narnungga (Park 25) – Karen Rolton Oval Lighting 1. BACKGROUND Karen Rolton Oval located within Gladys Elphick Park Narnungga was originally developed with the objective of delivering a multi-use sports hub in the heart of the city. An upgrade of facilities, which included the construction of a new Oval Pavilion, car park and redevelopment of the main oval was completed by the SACA in January 2018. This investment by SACA was undertaken on entering a new lease (21 years + 21-year extension option) over the new pavilion and license for use of the four ovals located within Park 25. The redevelopment forms part of a Sports and Infrastructure Master Plan for Adelaide’s west and south parklands has delivered a major recreational, sporting and natural open space, containing a mix of formal and informal sporting facilities and associated catering. To optimise the ongoing sustainable use of the main oval, SACA is proposing the installation of oval lighting to provide some training and matches in the evening for cricket and football. The lower lux level of the lighting would exclude usage for all domestic and international cricket in the evening hours, such as the T20 World Cup, Women’s Big Bash League, Women’s National Cricket League and Sheffield Shield. Adelaide Oval will continue to be the primary site for all domestic and international cricket played under lights. However, the proposed lighting on Karen Rolton Oval will meet Cricket Australia Community Cricket Facility Guidelines for the majority of scheduled usage. PROPOSED LIGHTING The proposed LED sports lighting will be to Class 1 Standard (top level competition) for cricket grounds, illuminance level = horizontal 750 lux (infield) 500 lux (outfield). It is designed to be suitable for all forms of (non-televised) cricket. Specifications for the lighting system will comprise the following scope of works: Sports Lighting - Supply and installation of 4 x 30m light towers - Supply and install of 27 - x 1.2kW LED sports light fittings per light tower - Earthing of new light towers - Full commissioning auditing of sports lighting system Electrical: • Supply & install of new distribution boards 1 x per light tower, with the addition of: o Rear cabinet to house all LED light fitting drivers o Thermostat controlled fan units 3 Adelaide Park Lands Authority - Board Meeting - Agenda - 19 September 2019 - Linked Document 2 Licensed by Copyright Agency. You must not copy this wthout permission. • Supply & install of 1 x 3phase power outlet. • Supply & install of 1 x 1phase 20amp power outlet. • Supply & install of 1 x 1phase 10amp power outlet. • Supply & install of power to isolators. • Directional bore conduit pathways for electrical & communications from light tower located by the clubhouse (LT2) to each remaining light tower (LT1, LT3 & LT4) • Test, label & commission. Sports Lighting: • Supply & install light fittings per light fittings as per designs supplied by CME. • All drivers to be housed in back to back in each Distribution Board cabinet. • Supply & install of light poles as per designs supplied by CME. • Lightning protection earthing system at the base of each light tower • Full commissioning & auditing of Sports Lighting system. Lighting Control System: LCS installation with Inclusions are as follows: • LCS relays. • Dimmer relays. • Dali interfaces. • Dali power supplies. • Cabling, installation, certification and testing of system. • Lighting control will be interfaced to smart devices for full control by a mobile device (Tablet/Phone), operator can be in the middle of the oval controlling the lighting Other: • Supply & install aviation lights on the top of each light tower to meet CASA standards 3. LANDLORD APPROVAL APPLICATION This document has been prepared for application for formal Landlord approval prior to DA application. We understand this will be tabled with the Adelaide Parklands Authority and Adelaide City Council. Initial correspondence has been undertaken with the Civil Aviation Services Authority (CASA). They indicate formal assessment and approval will be undertaken as part of the DA approval process. Correspondence is included in Appendix A. 4. DEVELOPMENT APPLICATION DOCUMENTATION The following supporting documentation will be provided in support of the Development Application to Adelaide City Council: 4 Adelaide Park Lands Authority - Board Meeting - Agenda - 19 September 2019 - Linked Document 2 Licensed by Copyright Agency. Formal DA submission will be made pending Landlord Approval for lighting installation 5. DESIGN AND INSTALLATION SCHEDULE Design of the lighting system is currently in progress and SACA is planning to appoint CME Group to undertake the detailed design and installation of the lighting system. Appointment is scheduled in early April and lighting planned for installation in October 2019, pending Development Application approval. 6. OPERATIONS Typical proposed operating hours for lights during football season will be rotated between the back oval No 2 and Karen Rolton oval between 5pm and 8:30pm on Tuesdays and Thursdays for training purposes by Old Ignations Football Club. This period typically runs between April and September. There may be future opportunities to host other football carnivals and matches under lights. Identification of cricket usage for both matches and training suitable to be played under lights is currently under review by SACA. However, the proposed operating hours for lights during cricket training would be limited to the months of September and March at the beginning of and end of the season due to bad light. There would also be opportunity for adhoc training for High performance teams to train under lights in preparation for matches played at Adelaide Oval under lights.
