    Chief Executive’s Report February 2021 1 Economic Development & Planning: Economic Development Covid 19 Supports €25.5 million The Covid 19 financial grant aid supports approved for businesses in County Wexford across the range of Covid 19 Measures by the economic department was €25.5 million in 2020 during an unprecedented year. A number of SME’s embraced the e-commerce supports to move their business online and increase their customer base. Small businesses generate significant employment to the local economy and demonstrated great resilience during these challenging times. A number of LEO clients in the export area actually buckled the trend and increased their market share particularly in the life sciences and technology sectors. It is hoped to have the final LEO Wexford 2020 performance metrics report for job creation and enterprise development for the members next month. Restart Grant Schemes Report The Restart Grant Scheme was introduced in May 2020 by the Government to assist businesses who operate from rateable premises, with the cost of re-opening or keeping a business operational. The Restart scheme has been replaced by the Covid Restrictions Support Scheme (CRSS) implemented by Revenue. The following is the final report on the scheme following the final returns to the Department 31st December 2020. Two schemes were in place in 2020 with 4,458 applications, an approval rate of 94% and €22.5 million allocated to support SME’s in County Wexford. With the subsequent 30% top up for those businesses affected by business closure 6,655 payments were made. 1. Restart Grant 1 Scheme was open for applications from 22nd May 2020 to the 22nd July 2020.

It offers information on many aspects: causes and context, a timeline of events, the aftermath, profiles of some local leaders, the role of women, and arts and literature inspired by the Rising, among others. Extracts from original documents of the period - letters, newspaper accounts, and witness statements are included. The selection provides a flavour of life in the late nineteenth and early twentieth centuries in Ireland and in County Wexford. It is intended to encourage and enable students to embark on further study. The pack includes references for all sources quoted and offers guidance to sources and resources for further research. The 1916 Rising and County Wexford pack cannot and does not attempt to tell the story of the Rising in its entirety. Rather, it introduces the reader to the wealth of information available in primary sources - an essential starting point for all reliable research- and in books, websites and other e-sources. The pack focuses in particular on local supports - the materials in the Wexford Studies Collections located on the top floor of the County Library in Mallin St., Wexford town, and in the Wexford County Archive collections in Ardcavan, Wexford.     Chief Executive’s Report April 2021 1 Economic Development & Planning: ECONOMIC DEVELOPMENT Small Business Assistance Scheme for Covid (SBASC) The Small Business Assistance Scheme for Covid (SBASC) aims to assist rateable commercial businesses with operating costs who do not qualify for other covid support schemes such as CRSS and Failte Ireland Business Continuity Grant. The first phase of the scheme will open for applications from the 11th March to 21st April 2021. Wexford County Council has been allocated €1,104,692 for the first SBASC scheme. Phase two will have a closing date of 21st July 2021. Eligibility Criteria: • Must be ineligible for CRSS and other sector specific grants • Down 75% or more in turnover • Operate from a premises where business rates are payable. • Have a minimum turnover of €50,000.00 for each rateable premises. • Must have a current eTax Clearance Certificate Businesses can check for full eligibility criteria and make an application at www.wexfordcoco.ie/sbasc. Queries to: [email protected] It is envisaged that grant payments will commence in early April once funds are received from the Department of Enterprise Trade and Employment and the relevant checks are carried out with the Revenue Commissioners. To date since within the first two weeks of the scheme there are 67 applications submitted. Home For Life Mortgage to Rent Scheme Presentation The Chairman invited Representatives from Home For Life, a Government Approved Mortgage to Rent Scheme Provider to address the meeting. Mr. Stephen Curtis explained that the scheme is available to distressed mortgage holders eligible for social housing, where the property is sold to Home For Life and then leased back to the local authority, enabling the borrower to remain living in their home as a social housing tenant, paying an affordable rent to their local authority.
