And it was his adorable photo in a “featured fos- ter pet” ad in The Pine Cone that caused his family to adopt him. But cute isn’t a breed. And the family can’t quite confirm what kind of dog he is. AFRP said perhaps he is a German shepherd-corgi mix. His black-and-tan coat and his prominent ears, plus his short little corgi-like legs suggest they might be right. Yet, a passerby in the dog’s Mission Fields neighborhood felt sure he is a Swedish vallhund. “I looked up Swedish vallhund, and I could see what she meant,” his person said. “But his tail is wrong. It doesn’t have the right curve. I actually think you could get this look from a German shepherd and a corgi.”

LIKE SHORT-TERM rentals, the Pacific Grove City Council is about to take on another topic that elicits strong opinions: leaf blowers. Those noisy but useful devices are so contentious that they led a Pacific Grove woman a few years ago to slap a gar- dener in the face and unleash a profanity-laced tirade against several of her neighbors. In hopes of settling the debate over leaf blowers, staff with the city recommended the council take up the matter in a future meeting, and on Wednesday night, council members agreed to do so. “Leaf blowers continue to be a source of code enforce- ment complaints, and staff is aware that code revisions are needed to provide provisions that are enforceable and impactful,” according to a staff report by Milas Smith, the city’s environmental programs manager. The city’s current ordinance includes a prohibition on leaf blowers that are “capable of producing continuous airborne sound that exceeds 62 decibels measured at 50 feet in any direction.” The problem is, the city’s police officers haven’t been trained on how to use decibel meters, so when they get a call about noise complaints involving leaf blowers, it’s difficult to determine if a violation has occurred. The city also acknowledges that the ordinance doesn’t work as it was intended. “Over time, staff has been unable to enforce compliance due to lack of proper sound measuring equipment, staff resource response, and reports being generated after the work has been completed,” the staff report said. Though leaf blowers’ effect on the environment would seem to be minuscule compared to the pollution from any number of vehicles that drive through Pacific Grove every day, the city recommended the council also consider environ- mental issues related to the devices, such air and water pol- lution. In 1984 Southern Pacific Corporation merged with Santa Fe Industries. Bill and Marjorie relocated to Redding to set up the Santa Fe Pacific Timber Company which owned 600,000 acres of timberlands in Northern California. He retired as President when the company was sold to Sierra Pacific Industries in 1988. He and Marjorie moved from the heat of Redding to the temperate, coastal climate of Carmel; for the past 29 years their home has been a frequent and favorite destination for large, multi-generational family gatherings where he shared jokes and stories with everyone. Bill was an active board member of several organizations during both his career and his retirement years. He served on the board of the Santa Fe Pacific Timber Company, the boards of the Council of California Growers, The California Water Districts Association, The California Forest Protection (Board Chairman) and The National Forest Industries Council. He was president of The Carmel Highlands Fire Protection District Board, The Carmel Meadows Association and a member of The Pebble Beach SIRS, The California State Chamber of Commerce, The Commonwealth Club and Commercial Club (San Francisco). When he moved to Carmel he became an active member of the International Club of Carmel and the weekly lunches became the basis for the deep and lasting friendships he developed with others in the ICC. After his retirement, he also enjoyed regular getaways with his colleagues from Southern Pacific. Bill was loved and admired by his children, grandchildren and great-grandchildren: daughter Linda Herbert, granddaughter Aleyta Meldrum (Matt), great-grandchildren Sophie, Jack and Parker; son Keith Herbert (Kathryn), granddaughter Hannah; son Jamey Herbert, grandson William; daughter Lisa Jacobs (Brent), grandchildren Sarah, Laura, Ali, Andy; daughter Michele Young, granddaughter Elena; daughter Autumn Young (Scott) grandchildren Genna and Trevor; daughter Vicki Von Arx and son Ron Bishop. He was preceded in death by his parents Paul and Melva Herbert. He was particularly devoted to his mother who spent her last years in Carmel. His sister Marilyn Wheelwright also preceded him in death and is survived by her children and grandchildren: nephew David Wheelwright (Margaret), great-niece Lisa Merritt (Sam), great-great nephews Tom and Nathan and great-nephew Eric; nephew Daniel Wheelwright (Izumi), great-nephew Andy and great-niece Tracy; niece Mary Said (Khaled), great-nephew Zachary and great-niece Nadia. He was also uncle to Gayle Borst (Bob), Stephen Crews (Mary Lou) and Phillip Crews. In the old days, the idea of giving minorities preferences in housing, jobs and educa- tion was seen as a way to remedy past discrimination. But with official discrim- ination having been illegal in all parts of the country for almost 50 years, it no longer seems possible to explain the need for racial preferences as a “remedy.” Instead, we now have a nationwide obsession with diversity, so much so that nearly every government agency, profession and school — not to mention sports team, private club, orchestra and theater company — feels obligated to have a diverse group of employees, members or players. In the 2003 decision, Grutter vs. Bollinger, the U.S. Supreme Court upheld racial preferences in the University of Michigan’s law school admissions process, explaining the need for diversity with these words: “The university’s admissions policy promotes cross-racial understanding, helps to break down racial stereotypes, and enables students to better understand persons of different races.” These benefits were “laudable,” the court said, because “classroom discus- sion is livelier, more spirited, and simply more enlightening and interesting” when the students have “the greatest possible variety of backgrounds.” Which is all very well.
