    LITHUANIAN HISTORICAL STUDIES 13 2008 ISSN 1392-2343 PP. 75–100 THE TREATY OF BREST-LITOVSK: RUSSIA AND ­UKRAINE Aleksandr Shubin ABSTRACT Communist strategy combined anti-imperialism and the ­programme of building a planned non-market economy. Until 1918 the conjunction of these two aspects –conquering imperialism and building a new society on its ruins – was undoubted. As long as there were no victories, there could be no socialism. The proposals of a democratic peace put forward by the Bolsheviks in Brest had to ensure a moral victory over imperialism and at the same time to create conditions for the implementation of a construc- tive programme of socialism. The course of events confronted the Bolsheviks with an appalling dilemma leading to a severe internal crisis. In this article the confrontational motives of factions are discussed from the viewpoints of ‘dogmatism’ and ‘pragmatism’, and utopia and realpolitik. Attention is also drawn to the differences of the political stances time and again emerging in the history of Russia after the rise of St Petersburg. From the northern capital the situation was often seen differently than from Moscow. In Moscow the strategic threats from the Baltic region and from Ukraine were treated as equally dangerous. From the point of view of the northern capital the situation in Germany was more vulnerable and the loss of St Petersburg would mean ‘the end of the play’. Such a viewpoint, differing from Lenin’s position after the transfer of the government to Moscow (when Denikin and Kolchak presented a greater danger than Yudenich), strongly conditioned the strategic ‘blindness’ of the Bolsheviks overlooking the potential menace posed by the Ukrainian Central Rada.

It appeared for a long time that the Central Powers would be victorious. In the fall of 1917 they succeeded in eliminating Russia from the war and also hit the Italian front hard (the so-called 12th battle of the Isonzo). It was in this critical period, however, that the true impact of the OPEN ACCESS United States’ participation in the war became apparent. The U.S. provided material and military aid to the Entente, thereby deciding both the military and the political outcome of the conflict. The United States of America played an undeniably pivotal role during the disso- lution of Austria-Hungary. After the end of the First World War, President Woodrow Wilson was termed one of the architects of the new Central Europe. In the “victori- ous” successor states, his participation in the dismemberment of Austria-Hungary was highly appreciated. Namely in Czechoslovakia, many public places and buildings, including Prague’s main train station, bear the name of Woodrow Wilson. Neverthe- less, it remains to be answered whether the role of the USA and its President corre- sponded to this veneration which was encouraged by the highest authorities. One of the principal objectives of the present article is to shed light on this issue. This article demonstrates the fact that President Wilson was, until the last months of the war, hesitant to support the dissolution of Austria-Hungary. He gradually changed his standpoint over the spring and summer of 1918.

While the German Empire’s preeminent role in the policies and campaigns that determined the outcome of the First World War cannot be denied, the independent nature of Austro-Hungarian policy initiatives — not infrequently at odds with those pursued by its German ally — stands out in any detailed examination of the subject. Similarly, the complexity and durability of internal loyalties to the Habsburg state, apparent in any number of contexts, argue for a more optimistic assessment of its viability well into 1918. While specialized scholars focusing on the Habsburg state have been more likely to grant the Empire the benefit of the doubt, somehow this is not percolating out to the more general studies of the war that have been appearing in abundance in recent years. By examining the complex range of issues envelo- ping the wartime Austro-Hungarian state from the vantage point of the institution charged with their management, namely the Habsburg government itself, some deficiencies can be remedied. This central perspective provides context for wartime decision-making as well as post-war assessment of those decisions.

It explores Britain’s motives for seeking increased influence in the country and traces the most significant British attempts to shape Bulgarian politics. It examines British strategic decisions and diplomatic activities in Bulgaria against the background of the evolving domestic political situation and of Soviet objectives in the Balkans. Evidence from British archives is tested against recently released Bulgarian and Russian sources. The study clarifies problems central to the interpretation of post-war Bulgarian developments and addresses the question of British attitudes to the whole of Eastern Europe.

Aiming to look beyond the traditional notion of Brest-Litovsk as a settlement imposed by Germany on Russia, Chernev meticulously explores the course and backgrounds of the peace negotiations as well as the implications of the diplomatic proceedings on a number of different actors apart from the obvious Russo-German bilateral negotiation dynamic. With a focus on the entire region of East-Central Europe in 1917-18, Twilight of Empire ultimately seeks to explain imperial dissolution and the rise of the concept of national self-determination. Analyzing various historiographical traditions (British, German, Ukrainian, Ukrainian Soviet, Russian, Soviet, post-Soviet, Belarusian, and Bulgarian) in evaluating Brest-Litovsk peace, Chernev formulates his chief approach in this study by choosing to treat negotiations outcomes from multiple perspectives since they went “beyond influencing any single nation, affecting rather the wider region of East-Central Europe thus ushering in an era of unparalleled ideological struggle which dominated Europe’s twentieth century” (p.
