Last week we asked our first Insider Trivia Question, and we got a winner! The question was: How many bills were we left with after the last deadline? The answer: 699. Our winner: Leslie Blair! By now, she’s probably reading (and hopefully enjoying) the book we mailed her, The Smartest Kids in the World, a New York Times bestseller by Amanda Ripley. Thanks for participating, Leslie! State Superintendent Joy Hofmeister appeared before the Senate Appropriations Committee and House Appropriations and Budget on Education Committee on Wednesday to present the State Department of Education’s budget. The teacher shortage remained a key focal point as she addressed the budget challenges the state agency faces. She said we are already short 1,000 teachers and an anticipated budget cut would only serve to drive up that already crippling number. A 2 percent cut, she said, would translate to 1,781 missing teachers while a 4 percent cut would equal 2,810 teachers short. In light of this teacher shortage, Superintendent Hofmeister remains determined to increase our teacher pay along with instructional days – what’s been dubbed her #OKhigh5 plan – gradually over the next five years. -

Oklahoma History 750 The following information was excerpted from the work of Arrell Morgan Gibson, specifically, The Okla- homa Story, (University of Oklahoma Press 1978), and Oklahoma: A History of Five Centuries (University of Oklahoma Press 1989). Oklahoma: A History of the Sooner State (University of Oklahoma Press 1964) by Edwin C. McReynolds was also used, along with Muriel Wright’s A Guide to the Indian Tribes of Oklahoma (University of Oklahoma Press 1951), and Don G. Hunt (University of Oklahoma Press, 1981) was used as a reference. 751 A Brief History of Oklahoma The Prehistoric Age Substantial evidence exists to demonstrate the first people were in Oklahoma approximately 11,000 years ago and more than 550 generations of Native Americans have lived here. More than 10,000 prehistoric sites are recorded for the state, and they are estimated to represent about 10 percent of the actual number, according to archaeologist Don G. Wyckoff. Some of these sites pertain to the lives of Oklahoma’s original settlers—the Wichita and Caddo, and perhaps such relative latecomers as the Kiowa Apache, Osage, Kiowa, and Comanche. 1443 HOUSE JOURNAL First Extraordinary Session of the Fifty-fourth Legislature of the State of Oklahoma First Legislative Day, Tuesday, September 3, 2013 Pursuant to the Call of the Governor, the Honorable Mary Fallin, the House of Representatives of the Fifty-fourth Legislature of the State of Oklahoma convened in the First Extraordinary Session in the House Chamber at 1:00 p.m. and was called to order by Speaker Shannon. The roll was called with 94 Members present. The following Members were excused: Cooksey, Cox, Dank, Enns, Ritze, Schwartz, Virgin—7. The Speaker declared a quorum present. Prayer was offered by Mrs. Sarah Roberts, Fellowship of Christian Athletes Women's Ministry Director, Edmond. Mrs. Roberts was sponsored by Representative Thomsen. EXECUTIVE ORDER The Governor's Amended Executive Order 2013-30 calling the Fifty-fourth Legislature into First Extraordinary Session was read at length as follows: To the Honorable Members of the House of Representatives and the Honorable Members of the State Senate of Oklahoma: I, Mary Fallin, Governor of the State of Oklahoma, pursuant to the authority vested in me by the provisions of Section 7 of Article VI of the Oklahoma Constitution, hereby convoke the First Extraordinary Session of the Fifty-fourth Legislature to convene at the State Capitol on Tuesday, September 3, 2013, at 1:00 p.m. I recommend the following subject for consideration: 1444 House Journal Legislation related exclusively to House Bill 1603 which was enacted by the Legislature in 2009. Any legislation should be drafted in such a way to ensure that Article 5, Section 57 of the Oklahoma Constitution, or any other Constitutional provision, is not violated.
