9 Immediate Steps Projects Update The Upper Rangitata and Upper Rakaia predator control project is now in year three of its four year funding term. A request was made for a report on how many predators had been captured in each of the areas.

10 Carters Creek Community Project – Follow Up Report Lachie Ashton Following a request from the May meeting a report outlining further water quality data was tabled at the meeting The report detailed:  Monthly water quality data from 16 August 2018 to 18 January 2019 (six monthly samples at six sites)  Faecal source tracking sampling on three occasions to determine likely bacteria sources

Plans are being made to make Carters Creek a community project and a project team is currently being established to progress the catchment/restoration project.

Currently, the project team is composed of Willie Leferink (Hinds and District Lions), Angela Cushnie (Community Member) and Lachie Ashton (Ecan). Discussions are also being undertaken with the Extension Trust. An invitation will be extended to the Ashburton District Council to have a representative on this team.

11 Mahinga Kai and Fit for Future Sub Section Goals Brad Waldon-Gibbons (2.15pm to 2.53pm) Presentation outlining what mahinga kai encompasses and its relevance to the CWMS fit for future target and goals review that was completed in 2019 and to explore what opportunities there may be for the Zone Committee in the future.

Future thoughts: - What do we need to further discuss as a committee - What are the other decision we make, and what are their effect on Mahinga Kai - Is there a role for the Zone Committee

An invitation is to be extended to Rosemary Clucas - Pou Mātai Kō (Cultural Land Management Advisor) for the South Zones to attend the next Zone Committee meeting

12 Facilitators Update Zone Committee Review Environment Canterbury have developed a draft report outlining suggestions for improvements and changes to the role and functions of zone committees. These will now be put to Territorial Authorities, Rūnanga Reps and Zone Committee representatives for discussion and review. The aim is to have this review completed by the end of July 2020.

Consent Reviews Following a query at the previous meeting a report by Bianca Sullivan outlining the support processes that are in place for consent holders who may be experiencing stress during the Hakatere Ashburton River Consent Review process was tabled.

13 Other Business Regenerative Farming The subject of regenerative farming and the possibility of a farm trial being undertaken in the Ashburton district was discussed.

It was agreed that a sub committee consisting of the Chair Bill Thomas, Deputy Chair Chris Allen, Facilitator Dave Moore and Janine Holland Ecan Zone Delivery Lead-Ashburton be appointed to produce a balanced report to the Zone Committee for consideration.

Ashburton - Work Programme Progress Update for Quarters 3 & 4 (Jan-Jun) FY2019/20

Ashburton Work Programme Summary:

The first half of 2020 saw a focus on three work programmes primarily in Ashburton Zone; the instigation of on the ground investigations for the Carters Creek catchment project, the shaping up of the Ashburton Lakes project including collaborations with stakeholders, and progress on the implementation plans for the Ashburton Rivermouth Management Strategy. Partners involved in these conversations include the Hinds Plains Lions, Kanuka Trust and Lake Hood Extension Trust alongside Environment Canterbury and Ashburton District Council (ADC) for the Carters Creek project. The Ashburton Lakes project saw Arowhenua and Ngai Tahu host a hui in January involving Environment Canterbury, Ashburton District Council, DOC, CSIFG and LINZ. The Ashburton Rivermouth Strategy implementation saw affected landowners including ADC, DOC, ECan and LINZ, as well as stakeholder groups CSIFG, Hakatere Huts Residents and Ashburton Forest & Bird, kept informed of implementation plans including signage, track creation and fencing at the river mouth. The Covid 19 lockdown affected the community and statutory authorities’ abilities to implement work on the ground for three months, but progress was made in June particularly on the rivermouth project with operational signage installed and the commencement of track creation.

Good management practice (GMP) Achievements: Continuous meetings with banks in Ashburton to keep them up to date with relevant topics. Covid-19 cancelled some of these meetings but are now back on track. The banks have been working with us on individual queries in the time between meetings. Phone calls and individual meetings with consultants, as well as input from seniors and principal advisors in Christchurch. Farming Land Use campaigns still underway very few to still get consents in, some abatement notices have gone out with some more underway from the

number of audits done on farm. These include audits of irrigation systems. Still Irrigation Efficiency - Work with individual high numbers getting pass grades in the audit, but we are now seeing a few consent holders, industry and schemes to On more C/D grades coming through.
