Ashburton Zone Committee Report

Date 28 November 2017 Report to Ashburton Water Zone Committee From Olivia Smith Subject Hinds Drains Working Party Update

10 Hinds Drains Working Party Update

Purpose To update the committee on a recent meeting of members of the Hinds Drains Working Party (HDWP).

Report The HDWP were established by the Zone Committee in 2014 to develop recommendations to improve freshwater management in the Hinds drains area. The group, made up to community members and stakeholders, worked collaboratively to develop a package of recommendations to present to the zone committee for endorsement in early 2016.

Members of the Hinds Drains Working Party met on the 2nd November 2017 to discuss what progress had been made with implementing the recommendations. The key discussion points are outlined below:

 Boundary Drain Variable Flow Regime A consent has been granted which enables water users on Boundary Drain to take water in accordance with a new variable flow regime. Members said that getting the consent from Ecan was a difficult, frustrating process. Mark Webb from Fish and Game presented results of fish species monitoring on Boundary drain- these results will be presented to the zone committee in early 2018. It is expected that some cultural and economic monitoring will be undertaken in the new year to help better understand the implications of the new flow regime. This information will help inform the development of future flow regimes for other drains in the area.

 Habitat Enhancement Monitoring Mark Webb presented the monitoring results of the habitat enhancement work that Fish and Game have undertaken in Windermere Drain and Taylors Drain. The work involved constructing small weirs to enhance the habitat for aquatic species. There have been visible improvements in habitat, particularly post recent the flood events. It was suggested that Mark present the findings to the zone committee in the New Year.

 Community Water Quality monitoring Adrian Meredith presented the results of the water quality monitoring that has been undertaken as part of community monitoring programme. The group agreed that a conversation with Dairy NZ, Beef and Lamb and FAR is needed to secure support to continue the monitoring programme. There was also discussion about the benefits of have a real-time nitrate logger installed on one of the drains as currently it is difficult to understand how nitrate levels fluctuate with rainfall events etc.

Ashburton Zone Committee Meeting 9 28 November 2017

A letter has been sent from the HDWP to Ecan recommending that Ecan consider the Hinds Drains as a priority for a real-time Nitrate logger.

 Managed Aquifer Recharge A brief update on the MAR Pilot Project and the MAR governance group was provided. The MAR governance group are in the process of initiating a number of MAR and TSA trials in the Hinds Catchment.

 Planning The HDWP have identified some recommendations that may potentially require a plan change to implement. A senior planner spoke to the group about the process for assessing what, if any, recommendations may need to be incorporated into a future plan change. The planning team now have a dedicated resource who will work through each of the HDWP recommendations and identify options for delivering them. The planner will meet with members of the HDWP again in February 2018.

In 2018, the group will focus on working with the planning team. The group hope that the zone committee will continue to prioritise the implementation of the HDWP recs in 2018.

Recommendation The committee note the update.

12 Advance Ashburton

Purpose To understand the role of the Advance Ashburton Foundation and the opportunities the Foundation presents for delivering CWMS in the Ashburton Zone.

Background Advance Ashburton is a Community Foundation that accepts donations, invests the money and distributes earnings for the benefit of the Ashburton community.

In late 2016, representatives from Advance Ashburton contacted the Zone Committee Chair to discuss opportunities to use a fund left by the late Ian Glassey to support freshwater research in the Ashburton Zone.

Subsequently, it was agreed that the fund could be used to support a Masters Student to undertake a study to better understand groundwater and surface water interactions in the Ashburton River (story in attached newsletter).

Sandi Wood, the Executive Officer for the foundation, will attend the zone committee meeting to discuss the work of the trust. It intended that this conversation will help both the trust and the committee identify further opportunities to work together to deliver CWMS in the Ashburton Zone.
