Welcome and Introductions The Chairman welcomed Members, Officers and Guests present. 2. Apologies Apologies had been received from Councillor A Jackson Declarations of Interest There were no declarations of interest pursuant to the Council’s Code of Member Conduct. 2 3. Minutes RESOLVED: That the minutes of the meeting held on the 18 January 2021, were agreed by the Panel as a true record. 4. Matters Arising from Minutes of the previous meeting There were no matters arising from the last meeting 5. Funded Schemes 2020/21 The HLO updated Members on the current position of all schemes which the EF Local Highways Panel had recommended for the inclusion in the 2020/21 programme. Members were reminded that the costs supplied were budget estimates only and there was a possibility that the final scheme could change dependant on any issues which may arise during the detailed design and construction. The HLO would inform the panel of any budget adjustments that were required. LEPP192044 Grange Crescent j/w Manor Road Chigwell – Councillor A Lion reported that although this scheme had been completed there was a problem in that the bollards had been knocked down twice. SA RESOLVED: That the HLO would inform the Panel Members of any budget adjustments to any of the schemes for 2020/21. 3 6. Schemes Awaiting Funding The Schemes Awaiting Funding list (pages 15-36 on the agenda) identified all the scheme requests which had been received for consideration of the EF Local Highways Panel. Members are asked to review these schemes and consider funding recommendations for those they wish to see delivered in the 2021/22 financial year and to remove any that would not be considered going forward for funding. RESOLVED: SA • LEPP172035 – Roebuck Lane, Buckhurst Hill – Speed humps; • LEPP193009 – Willingale Road, Loughton – Zebra crossing; • LEPP182020 – Chigwell Lane j/w Oakwood Hill, Loughton – Traffic management improvements; • LEPP182028 – Lindsey Street, Epping – Traffic calming; • LEPP172025 – Fiddlers Hamlet j/w Stewards Green Road and Coopersale Street, Epping – Traffic calming; • LEPP202013 – Alderton Hill near j/w Alderton Hall Lane, Loughton – Traffic calming; • LEPP202030 – High Street j/w Harlow Road and Epping Road, Roydon – Route based study; • LEPP173001 – Church Road, Moreton – Footway; • LEPP192040 – Market Place, Abridge – Lining; • LEPP192057 – High Ongar County Primary School, The Street, High Ongar – Longer barrier; • LEPP202029 – Horseshoe Hill/Crown Hill, Upshire – Route based study; 4 • LEPP192054 – A113 London Road, Stanford Rivers – Signage. This scheme will be discussed at the meeting on the 14 June 2021 and moved to priority 1. 7. Any Other Business Councillor P Keska advised that the bollards the bottom of Ongar High Street had been knocked over and never replaced, who would he need to inform to put pressure on to get them replaced. The HLO asked if they had been reported and if they had not to log the issue on Essex Highways online report it tool. Councillor C Whitbread informed the Panel that the bollards in Bower Hill which were knocked over were dangerous to pedestrians as they had metal spikes sticking out of the ground. The HLO asked Councillor Whitbread if he could send a photo to her and that she would see what could be done. 8. Date of Next Meeting The next meeting of the Epping Forest District Local Highways Panel would be on Monday 14 June 2021 at 5pm on Zoom. 5 EPPING FOREST LOCAL HIGHWAY PANEL REPORT 1 - 2021/22 FUNDED SCHEMES LIST This report provides an update on the current position of all the schemes which the Epping Forest Local Highway Panel has recommended for inclusion in the 2021-22 programme. The panel will be informed of any budget adjustments required. It is recommended that any budget remaining for 2021-22 is allocated during the June panel meeting.
