In order to give all of you the access to main paperwork which had already been online before the website went down, there will be several attachments to this letter. 2) 39th World Military Parachuting Championships and 6th MWG in Korea Rep. The 39th WMPC was conducted as planned inside 6th MWG and I want to use this opportunity to thank our Korean hosts for the great hospitality we all could experience in Pohang, Yeongcheon and Mungyeong. There were again some few participating nations who did not respect the entry deadlines or who did withdraw at very late stage. Please be aware that registration deadlines are set in connection with logistical preparation and every last minute change can cause problems both for the host and the participants. Pohang provided excellent competition venues inside 1st Marine Division and four CISM world records were broken. The result lists, medal tally and the updated record list are attached to this letter (annex 1-3) 3) CPC composition and CISM parachuting regulations At open meeting in Pohang on 8th Oct the CPC members and tasks were introduced. The contact list is attached as annex 4 to this letter. Please contact me or the continental responsible CPC member if you have any CISM activity in your country or if you have any question about CISM parachuting. The 2016 CiSM parachuting regulations were prepared in Pohang and two smaller changes were added afterwards based on proposals from nations. The list of changes are included in the CPC presentation (annex 5) and the additional changes which are synchronised with IPC S&A committee, are the exit altitude in Team Accuracy (1000m) and the increased period after landing when a rejump is offered after wind above the limit and direction error (15sec) New (see regulations 3.3.1): A total of 2 Juniors (male and/or female) can be added to the mission in addition to the male and female team. Unchanged: All Juniors will be ranked in junior classification (also those who are in the team) and also all juniors are ranked in in the general classification. The 2016 parachuting regulations are attached in annex 6. 4) 40th World Military Parachuting Championship (WMPC) 2016 – Moscow- Kubinka/ Russia 40th WMPC 2016 slides were presented at the open CPC meeting in Pohang and a copy is attached to this letter (annex 7) the final draft of the invitation file is ready for download at http://www.milsport.one/wp-content/uploads/2015/12/Invitation-File-40th-WMPC-2016_final-draft_25112015.pdf The official invitation file for 40th WMPC will be available at http://www.milsport.one in calendar section The usual cism password may be needed (available on request) Schedule 40th WMPC 2016: 17 July Arrival day 18 July Official Training Day, Preliminary Meeting (evening) 19 -27 July Competition days 28 July Reserve competition day (only for minimum rounds or tie-break jumps) Closing Ceremony 29 July Departure Day The Preliminary Entry is due 1st April 2016 and has to include the name of a valid FAI or CISM parachuting judge. “No judge-no team” rule applies and no entry without a judge will be accepted. 5) Other CISM activities 2015: A CISM regional tournament in accuracy landing was held in in Poznan/ Poland with good attendance but unfortunately due to bad weather no conclusion. A CISM regional tournament in formation skydiving was held successfully in Locarno/ Switzerland 2016: CISM Accuracy Landing Tournament (on invitation) 30June- 03 July 2016 Zuerich Switzerland 6) CISM judges The updated CISM judges list is enclosed (annex 8) During 40th WMPC in Kubinka a CISM a beginner seminar will be organized with limited number of participants. Details can be found in the invitation file chapter 2.16 7) Future WMPCs 41st WMPC is planned to be held in Warendorf/Germany 10-21st July 2017. The long term planning for WMPCs (5 years in advance) is still a goal, so as we will have 7th MWG in Wuhan/China in 2019 there is 2018 open for candidature of possible hosts. Please note that a WMPC organizer who did not host a WMPC before, needs to organize a smaller scale championship (tournament-continental CISM) prior to getting approval for hosting a WMPC. 8) WAG Dubai The World Air Games were successfully concluded on 12th Dec 2015. We can see several CISM competitors on top placings, namely in Accuracy landing and Formation Skydiving, but maybe also in other disciplines? Please do not forget to report the achievements of military athletes during civilian championships to your own CISM delegation. CISM Secretary General, Col Dorah Mamby Koita was present at WAG and has awarded a CISM order of merit to our long term CPC member Mohammed Yousuf who was also the WAG. Deputy Director. Understanding climate uncertainties improves adaptation strategies used for investment in flood control facilities. This paper proposes an investment decision framework for one flood zone to cope with future severe climate impacts. This framework can help policy-makers investigate the cost of future damage and conduct an economic assessment using real options under future climate change scenarios. The proposed methodology provides local municipalities with an adaptation strategy for flood control facilities in a flood zone. Using the proposed framework, the flood prevention facilities in the Nakdong River Basin of South Korea was selected as a case study site to analyze the economic assessment of the investments for flood control facilities. Using representative concentration pathway (RCP) climate scenarios, the cost of future flood damage to 23 local municipalities was calculated, and investment strategies for adaptation were analyzed. The project option value was determined by executing an option to invest in an expansion that would adapt to floods under climate change. The results of the case study showed that the proposed flood facilities are economically feasible under both scenarios used.

    EB1-2011-82 Comprehensive Quality Report of National Health Insurance 2010 Comprehensive Quality Report of National Health Insurance 2010 The Health Insurance Review & Assessment Service (HIRA) is dedicated to enhancing the public’s health and the quality of the nation’s medical services, while reviewing the propriety of medical costs. All HIRA members are doing their utmost to ensure that the public receive the highest possible quality of medical service. HIRA has been conducting the work of the quality assessment since July 2000. During the early stages, the assessment was focused on the level of use of medical services. It then began improving its quality by expanding its boundaries to the assessment of clinical quality. In addition, for the purpose of encouraging the use of assessment results, HIRA relays the results to medical service providers and the public, and expands the linkage with a value incentive project and the quality improvement program. “Comprehensive Quality Report of National Health Insurance 2010” is the second report, following the initial one in 2009. The report will be consecutively published each year addressing the changes and accomplishments of the quality assessment. It is with our sincere appreciation and gratitude that we thank all who have made such tremendous efforts in data collection and quality improvement activities.
