Action Update THE WHITE HOUSE March 1, 1981 TWENTIETH AIWIWERSARY OF THE PEACE CORPS For the last twenty years; more than eighty-thousand American volunteers have fought, and often conquered, illiteracy, hunger, poverty and illness in more than ninety countries. Their efforts, dedicated to world peace through international goodwill, have done much to replace fear and mistrust with mutual understanding. These Americans are past and present Peace Corps volunteers. On this anniversary, and on behalf of all their countrymen, I commend them today for their personal contributions to international friendship and peace. For the most pad, the Peace Corps has present- ed a white face to its host countries. Six percent of the nearly 5,700 volunteers now in the field are minorities. Fewer than two percent of these are Hispanics. Such exclusion hurts the Peace Corps and the United States by promoting an erroneous view of America among people of other countries. We fail to show the diversity of American society - its many races and peoples.

This study explores the history of the ambiguities inherent in this contention, pressure primarily stemming from the organization’s role as both a governmental diplomatic and a popular grassroots development agency. The genealogy of conflict stems from three ill-defined and considered elements: the grassroots volunteer, development, and the discourses of grassroots programming. In bracketing these terms, this study illustrates the ways organizational epistemology is fractured among political actors, staff, and volunteers. Though the Peace Corps organizational rhetoric has shifted these categories over the years, the organization’s political face has remained dominant in organizational attitudes and expressions. This dissertation underscores the disproportionate weight of this side of the discourse, which is simultaneously most at odds with the idea of the horizontal, grassroots rhetoric of the organization. In demonstrating the paradox of the Peace Corps’ simultaneous rhetorical role as a i grassroots development organization and US political theater, I combed archival resources such as pamphlets, reports, internal memos, and posters produced by the organization to better understand the particular messages contained in these documents.

Being the first graduate teacher training institution in the world to embrace the study of education cross-culturally, Teachers College, the largest and most comprehensive graduate school of education in the world, bas been actively committed to improving the quality of education here and in the developing world. The College has been involved in training Peace Corps Volunteers since the initial stages of the program in 1961. In January, 1985, Loret Miller Ruppe, Director of Peace Corps, and P. Michael Timpane, President of Teachers College/Columbia University, signed a letter of agreement initiating a new cooperative project, the Peace Corps Mathematics/Science Fellows Program. The purpose of this new venture is to attract a qualified and experience pool of mathematics and science educators, from the Returned Peace Corps Volunteers, to teach in the inner city schools and to upgrade present levels of instruction in the same subjects in New York and selected Peace Corps countries. David Riesman, the noted social scientist, predicted that "the greatest impact of the Peace Corps may be in the United States when Volunteers return." Nineteen Peace Corps Mathematics/Science Fellows were selected from a large cluster of applicants and are now teaching in the New York City schools, where a critical shortage of qualified mathematics and science teachers exists. According to the Principal of South Bronx High School, Debra Michaud, the Fellow assigned to teach mathematics, is the first licensed mathematics teacher to arrive at his school in almost two years.
