Hi Nick The Odour Assessment submitted as Appendix 11 ( which you helpfully attached) was superseded by an updated odour report dated November 2020. Without knowing the concerns raised by Public Health England it may be that the updated report addresses some of these issues. My comments in relation to the application related to the potential for odour nuisance. If the basis of the concerns raised by Public Health England were potential impacts on health I would defer to them. In justification of my response I would provide the following comments: My understanding was that the site had previously been granted permission for the proposed activity (although now expired) and therefore I assumed this was because it had been determined that this was an appropriate land use given the locality and nature of the proposal. Control of odour from the intensive poultry unit, will ultimately be conditioned through requirements of an Environmental Permit issued by the Environment Agency. Such permits set conditions to achieve BAT (Best Available Technique), which is a higher standard than prevention of nuisance and is intended to protect both the environment and human health. If it has been determined that the land use is appropriate, planning conditions should not be used to replace or replicate existing environmental controls. By raising no objections was not to suggest that I had no concerns. Given the nature of the development there is likely to be some odour impact but if property managed this should not be at a duration or frequency to be adversely significant. By the nature of the activity there will be odour from time to time and this will cause some inconvenience and disturbance to sensitive receptors. This will be dependent upon a number of factors including the nature (offensiveness) of the odour and the sensitivity of the population as not all odours are equally offensive and not all receptors are equally sensitive. The submitted odour assessment identified that the highest impact was likely at Lodge Farm and Greenfields where odour may be perceived, particularly during cleaning out of the buildings at the end of the cropping cycle. It was acknowledged that there are 3 private residences located on the Manor Farm site but as these will benefit from and are associated with the scheme these were not considered sensitive receptors for odour nuisance. Dispersion modelling was completed using a relevant threshold for acceptability (i.e. 3.0OUE/m3). This predicted that occasional odour may be perceived but not at a frequency or duration that would be regarded as unacceptable. When operated in accordance with BAT, I would agree with this assessment and expect that operation of the site in accordance with the Environmental Permit will minimise but not prevent nuisance.
