Arnprior Buchanan Strathblane Councillor Lambie Report

• Roads Inspection Trip: I went on a round trip on 29th July around the Forth and Endrick ward and noted all of the recently completed works which looked good and I understand were completed ahead of schedule: A811 Arnprior - Surface Dress; A81 Dumgoyne - Surface Dress; A809 Croftamie – Resurface; A875 – Resurface; B837 Milton of Buchanan - Surface Dress

• Roads Projects 2013: I have asked for confirmation of the following projects scheduled for this year: A81 Strathblane (Glasgow Road) – Resurface (Aug 12th); A81 Duntreath (Up to Spadework Entrance) – Resurface; B8037 Kippen (Fore Road) – Resurface; B8034 Arnprior to – Resurface; B822 Fintry (Clachan) - Footpath Reinstatement prior to Resurface in 2014; C22 Gargunnock Station Rd – Resurface. • Road Safety Mitigation Measures on Glasgow Rd: Brian Roberts and Alan Oglive have been contacted about any planned speed reduction measures on what will be perceived to be a much ‘faster’ stretch of road after the resurfacing.

• Flood Points: On the above visit I noted two pretty significant flood points: A811 - Just before Ballat Junction coming from Stirling; B834 - Leading to Blane Bridge on Killearn side. These have been reported to the flooding officer Ian Young. (See Appendix 1) • Police: I have made my annual request to attend police patrols in the ward with PC McNally to look a range of issues including: speeding; camera safety van; house breaking/thefts; Ironworks operation on Loch Lomondside; impact of Police on the ward e.g. role of former Strathclyde traffic police. The request has also been copied to the new Inspector Gerry McMenemy. • Contaminated Land: As this is now in the public domain it is appropriate for this to be highlighted in the newsletter. I’ve attached the council decision notice from the Environment & Housing Committee – Tuesday 25 June 2013 to this newsletter which is also available on the council website. According to the notice the October 10th Council ‘will consider a suitable loan scheme for the provision of financial assistance’ and a progress report will be presented to the committee in November. I’ve asked for confirmation of dates and times for the November meeting. (See Appendix 2) • Planning 1 - 13/00435/DOM 18 Campsie Dene Road: I have asked the Case Officer if the application can be referred to a planning panel or does the extension DOM indicate it is a house-holder application and delegated to officers. If it cannot be referred where is the relevant policy extract? • Planning 2 - 13/00214/PPP - Garden Cottage Auchineden: This was recommended for approval by the planning officer. The position of the Community Council was made very clear by John in a very professional response, which was of great help.

Page 1 of 3 Councillor Graham Lambie Forth and Endrick Ward Stirling Council • Other Issues from the Village: • New Coop: I’ve bought several products from the shop and asked if there are plans to install any toilets. • Country Park: There are plans to sell/develop the old/ruined castle. To date there has only been one interested party. We would be keen to know if the community have and ideas as to a good use of the building and site. • Bus Service Reductions: I have received a petition from Croftamie re. the reductions on the Balloch service and I have passed them on details about the petition panel process on the council website which also has a link to the Strathblane footpath/pavement petition.

Appendix 1:

Response from Officer re. Flooding

These are not known to me and sound like roads drainage problems due to surface water problems. These would normally be attended to by the Roads Team for the area. I can pass on the information. When they are inspection there may be an issue with water flooding onto the road from adjacent land. This is something the Roads Team would also deal with under their authority from the Roads (Scotland) Act.

I always take an interest in reported flood locations as you do not really know the source and cause until they are properly investigated.

I will see that they are investigated.

Environment & Housing Committee – Tuesday 25 June 2013

Committee Decision(s) The Committee agreed to:

1. Provide financial assistance to affected landowners by way of a grant towards the cost of remediating their property;

2. Invite competitive tenders for the remediation works from suitable contractors to ensure best value;

3. Recommend to the October Council a suitable loan scheme for the provision of financial assistance to the affected landowners towards any remaining costs of remediation, after having received such grant as referred to in decision 1.

4. Adopt the policy statement ‘General Approach to Making Cost Recovery Decisions for the Remediation of Contaminated Land’ (Appendix 1 of the submitted report referred);

5. Receive a further report on progress at the November Environment & Housing Committee;

6. Lobby MSPs, MPs and MEPs on the:- i) potential waiving of all tax obligations related to the removal of contaminated land; and ii) legal reform to allow removal of remediated land from the contaminated land register

7. Determine as being contaminated, the 13 properties on the site of the former Printworks in Strathblane, which meet the statutory definition for contaminated land, and enter details in a public register once a suitable remediation plan has been put in place and it is clear whether a remediated contaminated land site can be removed from the register.
