From the Deputy General Manager NABARD Letter No. NB.TN.SPD/3189/RIDF-6/RIDF XXVI/2020-21, dated: 20.7.2010 3. From the Managing Director, Tamil Nadu Water Supply and Drainage Board, Letter No.F.40618-1/CWSS-Salem/AE3/PDC/ 2018, dated 27.7.2020. Order: in The Managing Director, Tamil Nadu Water Supply and Drainage Board guidelines of the letter 13 read above, has stated that as per the latest of India, supply level has to be enhanced from 40 to 55 Ipcd and the Government Scheme are chances of improvement of the existing Combined Water Supply considering that one Combined Water Supply Scheme already very remote are ultimate stage and other two Combined Water Supply Scheme reached for Municipal nearing ultimate stage. The Managing Director, Tamil Nadu Water Supply and Drainage Board has stated that the Public Works Department and Tamil Nadu Water Supply and Drainage Board schedule of rates for the year 2019-20 and have been adopted in the preparation of Detailed Project Report rates approved by competent authority have been adopted in the preparation of estimate of the Combined Water Supply Scheme for the items not covered in SoR. The estimated cost of the project is Rs.762.00 Crore to install and Rs.19.36 Crore to maintain annually and requested for implementation of the scheme through NABARD-NIDA funding. After completion the Combined Water Supply Scheme will be maintained by Tamil Nadu Water Supply and Drainage Board. 4. The Managing Director, Tamil Nadu Water Supply and Drainage Board has informed that the Board in its resolution No.519, dated 22.11.2019, has resolved to recommend to Government through the Empowered Committee for according administrative sanction to the above Combined Water Supply Scheme at an estimated cost of Rs.762.00 Crore to install and Rs.19.36 Crore to maintain annually through NABARD-NIDA funding, subject to the condition that the difference in Annual Maintenance cost and recovery through water tariff for Town Panchayats and Rural Habitations has to be met out by the Government. The Empowered Committee in its resolution No.7.1, dated 23.12.2019, has resolved to recommend to Government for according administrative sanction at an estimated cost of Rs.762.00 Crore to install and Rs.19.36 Crore to maintain annually through NABARD-NIDA funding, subject to the condition that the difference in Annual Maintenance cost and recovery through water tariff for Town Panchayats and Rural Habitations has to be met out by the Government. 5. The Managing Director, Tamil Nadu Water Supply and Drainage Board has requested to accord administrative sanction for the above Combined Water Supply Scheme based on the recommendation of the Empowered Committee. 6. The Government after careful examination of the proposal of the Managing Director, Tamil Nadu Water Supply and Drainage Board have decided to accordadministrative sanction for the Combined Water Supply Scheme to Ilampillai, Attayampatti, Panamarathupatti, Mallur and Edanganasalai lowNn Panchayats and 778 Rural habitations in Veerapandy, Panamarathupatti and salem Unions in Salem District at a total cost of Rs.65284.12 lakh, with the following funding pattern, subject to the conditions that i) any project cost increase in future shall not be provided by Government, ii) 0&M of the scheme to be met from regular annual maintenance. Any additional amount required in future will not be provided by Government, ii) the state share of the above said scheme shall be met from Minimum Needs Programme 2020-2021: i. NABARD RIDF-XXVI -2020-21 Rs.52574.94 lakh ii. State Government funds Rs.12709.18 lakh Total Rs.65284.12 lakh 9. In Salem district, 11 uzhavar santhais are functioning at Suramangalam, Ammapet, Attur, Dadagapatti, Mettur, Hasthampatti, Attayampatti, Elampillai, Thammampatti, Jalagandapuram and Edapadi with an average arrival per day of 938 farmers and 42257 consumers. Regulated Markets: Regulated Markets act as a common platform between farmers and traders. Agricultural produce brought by the farmers to the regulated markets are sold by adopting secrete tender. No charges are collected from the farmers for the services rendered by the regulated market. In Salem District 14 regulated markets are functioning in Uthamasolapuram (Salem), Valapadi, Attur, Thalaivasal, Gangavalli, Thammampatti, Karumandurai, Sankagiri, Konganapuram, Kolathur, Mecheri, Omalur, Kadaiyampatti and Edapadi.18 godowns have been constructed in the regulated markets with capacity of 16000 MT for the welfare of farmers and traders. To avoid distress sales during glut seasons by the farmers, pledge loan up to Rs.3,00,000/- have been provided to the farmers at the rate of 5% interest (1st 15 days free) upto 180 days.
