.............................................................. 49 E XECUTIVE 2009 Long-Range Plan Baseline Survey Executive Summary Overview Purpose. ETC Institute conducted a survey of residents in the St. Louis S metropolitan region. The purpose of the survey was to gather input from area UMMARY residents to help set long-range transportation priorities for the region. Methodology. In August of 2009, a seven-page survey was administered to a random sample of 508 residents in the St. Louis region. A total of 5,892 calls were made to households in the City of St. Louis, St. Louis County, Madison County, and St. Clair County. Of the 5,892 calls that were made, contact was established with 1,309 households. Of these households, 801 refused to participate in the survey, whereas 508 actually completed the survey in its entirety (38% response rate). The results for the random sample of 508 residents have a 95% level of confidence with a precision of at least +/- 4.2%. This report contains: o A brief summary of the methodology and major findings; o Charts depicting the overall results of the resident survey; and o Tables that show the results for all questions on the resident survey. Top Line Findings of the Resident Survey How Important Residents Thought Various Public Transit Issues Are for the Region. Ninety-six percent (96%) of the residents surveyed thought that providing transportation to the disabled and elderly was “very important” or “important” for the region; 95% thought it “very important” or “important” that public transportation was provided to residents who could not afford to drive themselves, and 93% thought it was “very important” or “important” to provide public transportation to residents who need it to access jobs. How Well Metro is Doing Running the Metro Transit System. Forty-eight percent (48%) of the residents surveyed thought Metro was doing an “excellent” or “good” job running the transit system. Forty-three percent (43%) of residents surveyed in St. Louis County thought Metro was doing an “excellent” or “good” job running the transit system. Furthermore, 53% of residents within the City of St.

If approved, MCT will conform to Illinois Public Act 96-1527 and only provide free rides on its fixed route for seniors who qualify based on age and income level. The change would take effect in August 2011. In January 2008, the Illinois General Assembly approved former Governor Blagojevich’s amended Mass Transit Bill, which provided free rides on transit for Illinois residents, age 65 and up. In February of this year, Governor Quinn signed legislation to reform the Senior Free Rides program, limiting the program to only those seniors who earn less than $27,610 for a one-person household, $36,635 for a two-person household and $45,657 for a three-person household.     Local TV personality is back at WSIE. Can he save jazz radio? BY ELIZABETH DONALD [email protected] It was 1972, and the fledgling Southern Illinois University Edwardsville had only had its radio station for two years when Steve Jankowski first came to work. SIUE is one of the few universities to have a full 50,000-watt radio station license, Jankowski said, which gave those early mass communications students experience working on a real radio station. Often lauded as the only true jazz station in the St. Louis market, WSIE has been operating since Sept. 4, 1970, a jazz station for at least 30 of those years, much of that time as an NPR affiliate and always with a mixture of students and staff behind the microphones and sound boards. “This is where my broadcast career began 45 years ago,” Jankowski said. “I love radio and I deeply love this radio station. It provided me the educational platform I needed to launch a successful career.” Jankowski’s career took him into St. Louis radio as a sports announcer, then news radio, and eventually to television, where he rose to Illinois bureau chief for KSDK before leaving in 2006. He returned to SIUE as director of alumni affairs, but in November, he moved to WSIE. He became interim general manager of the radio station in January with a new challenge: Save the radio station. Most analyses of public radio listening examine the performance of individual stations within this large mix, the contributions of specific national programs, or aggregate numbers for the system as a whole. This report takes a different approach. Through an extensive, multi-year study of 228 stations that generate about 80% of public radio’s audience, we review patterns of listening to groups of stations categorized by the formats that they present. We find that stations that pursue different format strategies – news, classical, jazz, AAA, and the principal combinations of these – have experienced significantly different patterns of audience growth in recent years and important differences in key audience behaviors such as loyalty and time spent listening. This quantitative study complements qualitative research that the Station Resource Group, in partnership with Public Radio Program Directors, and others have pursued on the values and benefits listeners perceive in different formats and format combinations. Additionally, from time to time it is necessary to change channel line-ups as well as television package contents. The programming changes set forth below may occur as follows: July 2019 As previously noticed, the AT&T contract with the programmer for the following channels is set to expire. While these channels will continue to be available to U-verse members so long as AT&T has the rights to carry them, if a reasonable agreement cannot be reached with the programmer the programming will no longer be available.
