    Paula Kerger, PBS, President and CEO [email protected] Sara Just, Executive Producer, PBS NewsHour [email protected] Dear Ms. Kerger and Ms. Just, We, the undersigned, write to express concern about the PBS NewsHour segment on dyslexia, broadcast on April 30. As experienced senior scholars in the field of reading and literacy education, we found this segment to be inconsistent with the NewsHour’s stated aim of balanced and trusted reporting. Our professional work is devoted to studying literacy and how it can be developed in schools to enrich the lives of all students. So, we well understand and share parents’ and others’ anguish and frustration when children are identified as experiencing reading difficulties. Competent reading and writing are fundamentally important in and out of school, and difficulties can shape children’s concepts of themselves as learners, while affecting virtually every aspect of their everyday experience. Our concern is that the NewsHour received inadequate and incomplete scientific advice when producing the segment on dyslexia. The result perpetuates inaccuracies, misconceptions, and distortions related to reading, how it is taught, and the complexity of reading difficulties. It suggests erroneously that there is scientific certainty about dyslexia and how it should be addressed instructionally. In fact, the research evidence is equivocal and there is much room for debate about whether dyslexia is an identifiable condition, whether it can be reliably diagnosed, and whether there are instructional approaches that are uniquely effective in ameliorating it. That ambivalence is reflected in the American Psychiatric Association's decision to drop dyslexia as a diagnostic category in the current edition of its Diagnostic Statistical Manual, that field's most respected and widely used reference source.

    TOS Pt.3 PBS Technology & Operations TECHNICAL OPERATING SPECIFICATIONS Satellite Uplinks 2013 Edition 1. SCOPE AND PURPOSE This specification defines uplink performance requirements for the Public Television Interconnection System. These parameters will address the settings for uplink MPEG-4 and MPEG-2 encoders, multiplexer, DVB-S and DVB-S2 modulators, and any redundant systems. The goal is to provide consistent quality performance among multiple uplink providers serving the Public Television Satellite Interconnection System. It is essential that all parameters be set correctly. It is vital that all uplink operators meet these performance requirements and protocols. Most stations rely on consistent signals from the satellite system and member stations do not have the manpower or means to compensate for variations. This specification prescribes standards that uplink operators must meet, and informs receiving stations what signal standards they should expect. This document is especially important for uplink operators working with other satellite services, since some of these specifications are unique to the PBS system. 2. SYSTEM INFORMATION PBS currently uses transponders on satellite AMC-21 for Ku service to member stations and on satellite AMC-1 for C-Band service for home consumers. The modulation formats in use are DVB-S2 for all MCPC services and HD SCPC services and either DVB-S or DVB-S2 for all SD SCPC services. Users are encouraged to utilize DVB-S2 modulation on SD transmissions whenever possible. DVB-S2 modulation will become a requirement on all services at a future date TBD All of these services have a payload contained within a standard MPEG transport stream.

In partnership with WORLD Channel and PBS’s Independent Lens, The History of White People in America looks at the history of race in the United States, in particular how the crafting of the idea of the White race — of whiteness — helped shape the nation’s history, designating other groups for subjugation and having wide-ranging ramifications on social class and life experience that exist to this day. The series of digital short films will premiere on Monday, July 6, at 3 p.m. ET on WORLD’s YouTube channel. Comprised of three short episodes with musical/spoken word narration and animated dramatizations, The History of White People in America takes the audience on a journey through American history, starting in the 17th century. The story begins in Jamestown, Virginia, where an uprising of poor indentured Europeans and enslaved Africans against rich landowners leads to new laws designed to undermine unity between the poor of all backgrounds, and how “skin became color, color became race and race became power.” Each episode explores a critical juncture in race in the United States, from the Virginia Slave Codes which made marriage between Whites and non-Whites illegal to the complicated truths of Sally Hemmings, who was both enslaved by, and mothered the children of, American forefather Thomas Jefferson.
