Introduction 1.1 Background This Sustainability Appraisal (SA) Report has been written by officers at Wycombe District Council, with support from AECOM who have acted both as a critical friend throughout its production and who have also produced parts of the report on behalf of the Council. SA is a mechanism for considering and communicating the likely effects of a draft plan, and alternatives, with a view to avoiding and mitigating adverse effects and maximising the positives. SA of Local Plans is a legal requirement.1 1.2 SA Explained It is a requirement that SA is undertaken in line with the procedures prescribed by the Environmental Assessment of Plans and Programmes Regulations 2004, which transposed into national law EU Directive 2001/42/EC on strategic environmental assessment (SEA).2 In accordance with the Regulations, a report (known as the SA Report) must be published for consultation alongside the draft plan that essentially ‘identifies, describes and evaluates’ the likely significant effects of implementing ‘the plan, and reasonable alternatives’.3 The report must then be taken into account, alongside consultation responses, when finalising the plan. More specifically, the SA Report must answer the following three questions: 1. What has Plan-making / SA involved up to this point? Including in relation to 'reasonable alternatives’. 2. What are the SA findings at this stage? i.e. in relation to the draft plan. 3. What happens next? What steps will be taken to finalise (and monitor) the plan? 1 Since provision was made through the Planning and Compulsory Purchase Act 2004 it has been understood that local planning authorities must carry out a process of Sustainability Appraisal alongside plan-making. The centrality of SA to Local Plan-making is emphasised in the National Planning Policy Framework (2012). The Town and Country Planning (Local Planning) (England) Regulations 2012 require that an SA Report is published for consultation alongside the ‘Publication’ plan document. 2 The SA process incorporates the SEA process. Indeed, SA and SEA are one and the same process, differing only in terms of substantive focus. SA has an equal focus on all three ‘pillars’ of sustainable development (environment, social and economic). 3 Regulation 12(2) of the Environmental Assessment of Plans and Programmes Regulations 2004 1 Wycombe District Local Plan SA Report (September 2017) 1.3 This SA Report4 This document is the SA Report for the Publication Draft of the Wycombe Local Plan (hereafter referred to as the ‘draft plan’), and, as such, each of the three SA questions is answered in turn below, with a ‘part’ of the report dedicated to each. Before answering Question 1, two initial questions are answered in order to further ‘set the scene’: i) What is the plan trying to achieve?; and ii) What is the scope of the SA? 1.4 What is the plan seeking to achieve? 1.4.1 Overview Wycombe District Council is preparing a new Local Plan, the Wycombe District Local Plan (WDLP), sets out policies and proposals to address the District’s growth needs for the period 2013-33. The plan is being prepared under the Planning and Compulsory Purchase Act (2004, as amended) and the Town and Country Planning (Local Planning) (England) Regulations 2012, and once adopted will have the status of a Local Plan. A separate Area Action Plan for Princes Risborough was being prepared in advance of the WDLP. Consultation took place on a Draft Town Plan for Princes Risborough from February to March 2016. Having analysed the comments, it was clear that there was a need for some further work, particularly in relation to the relief road, and that this would result in a delay to the timetable for that Plan. Consequently, a decision was taken5 to include the plan to expand Princes Risborough into the District-wide Local Plan and so the new Local Plan incorporates the expansion of Princes Risborough within it. The new Wycombe District Local Plan will review and replace the existing Wycombe Core Strategy (adopted 2008) and remaining saved policies from the current Wycombe District Local Plan (adopted 2004). It will also address a range of detailed development management policy issues. The only area which the WDLP will not cover is that covered by the Delivery and Site Allocations (DSA) Plan, which has a particular focus on delivering regeneration and improvement to High Wycombe District Centre as well as proposals aimed at supporting and improving Marlow and Princes Risborough town centres and some other development management policies. The DSA Plan was adopted by Wycombe District Council in July 2013. It is intended that the Wycombe District Local Plan will sit alongside the Delivery and Site Allocation Plan when adopted. 4 See Appendix I for further explanation of the regulatory basis for answering certain questions within the SA Report, and a ‘checklist’ explaining more precisely where within this report certain regulatory reporting requirements are met. 5 Cabinet 12th December 2016 2 Wycombe District Local Plan SA Report (September 2017) The Plan will be in general conformity with the National Planning Policy Framework (NPPF) and in-line with planning legislation and regulations, including the Localism Act 2011. This Act places a duty on the Council to cooperate with various organisations, including neighbouring local authorities and other specified stakeholders such as Highways England. The Local Plan is seeking to bring forward sustainable growth in the District, in line with the Corporate Plan’s objective of sustainably regenerating the area. A key objective of the Local Plan is in delivering the Place priority of the Corporate plan, including bringing forward the infrastructure provision to support that growth in line with the current emphasis on ensuring that new development is supported by the right infrastructure. It is also critical that there are clear mechanisms for the delivery of this infrastructure, and that housing is also bought forward in a timely way. The extensive engagement with the community and stakeholders in the preparation of the plan is in accordance with the ‘People’ priority for the Corporate Plan, which focuses on engaging and working with our communities. 1.4.2 Plan vision and objectives The Local Plan vision is, “Wycombe District: economically strong and the place to live work and visit.” The eight strategic objectives are to: 1. Cherish the Chilterns Cherish the Chilterns by conserving and enhancing the natural beauty of the landscape of the Chilterns Hills. 2. Strengthen the Sense of Place Strengthen the sense of place throughout Wycombe District by: protecting and enhancing the District’s natural and built environment, including landscape, biodiversity, green and blue infrastructure, historic and cultural assets; maintaining place identity by using Green Belt to keep main settlements separate; securing high quality, bespoke responses in the design of new development. 3. Foster economic growth Foster the economic strength of the M40/A404 location and that of the rural economy. 3 Wycombe District Local

    Vatural Area: 33. East Anglian Plain Geological Sigaificance: Outstanding (provisional) General geological character: The solid geology of the East Anglian Natural Area is mainly underlain by Jpper Cretaceous chalk. This very pure limestone was laid down on the floor of a tropical sea between 97 md 74 Ma. Locally the chalk is rich in fossils including sea-urchins and bivalves. Overlying much of the ;halk is a complex sequence of Quaternary deposits (deposited over the last 2 Ma) showing changes in Aimate and environment from both cold (glacial) and temperate (interglacial) periods. These sediments hostcompletely obscure the underlying chalk and it is their composition which gives the Natural Area its :haacter. The base of the Quaternary sequence is the early Pleistocene Crag deposits which are marine jcdiments of*shelly muds and sands, often containing temperate marinc molluscan faunas. However, the nost extensive and thickest Quaternary sediments consist of glacial sands, gravels and clays deposited by the 4nglian ice sheet as it advanced across the area around 300,000 to 250,000 years BP. These deposits are ;ollectivcly known as 'boulder clay' and their calcareous nature reflects glacial erosion and transportation of he chalk bedrock beneath. The Anglian glaciation interrupted a well-developed fluvial network of eastward flowing rivers, and patches of these preglacial river gravels are still found within the area. Many localitites show river gravels related to the early development of the River Thames, which crossed this area prior to jiversion by the Anglian ice sheet. These sites are important for Quaternary stratigraphy (including records Jf climate change) because they can be correlated with sedirnents in other parts of Britain and abroad.

A desk study has drawn on information derived from OS map sheets, historical and biological data sources, and from professionals with local knowledge, to identify wood-pasture and parkland habitats of importance, or potential importance, for veteran trees. The aim of the study was to provide baseline information that can be used to develop a prioritised programme of site survey and assessment, to identify the extent of the veteran tree interest of the three counties, in terms of biological interests, and to promote their conservation. The results demonstrate the current poor knowledge of the veteran tree resource in the three counties. Out of a total of 423 sites identified with actual or potential interest for veteran trees, 155 (37%) could only be identified as having possible interest, and a further 26 (6%) as of probable interest.

In its role as ’Guardian of the Water Environment’, the NRA is placing particular emphasis on planning for environmental sustainability through an integrated approach to river catchment management. This Consultation Report is the first stage in the catchment management planning process for the River Thames (Benson-Hurley), Pang and Wye catchment. It provides a framework for consultation and a means of seeking consensus on issues, and options for action from those involved, to realise the full environmental potential of the catchment. It also identifies the scope of a subsequent strategy by including a draft vision. We look forward to receiving comments and contributions from interested organisations, local authorities and members of the public. These will enable a final Action Plan to be produced, balancing the conflicting demands placed upon the natural water environment. Development of the site is required to: 1. Placemaking a) Adopt a landscape-led positive approach to design and layout to limit its impact on the landscape; b) Have special regard to the conservation of nearby Heritage Assets and their settings, including the Hedsor Road and Riversdale Conservation Area; c) Maintain a sense of separation between Harvest Hill and the new development site; d) Ensure satisfactory relationship to the industrial buildings at Millboard Road Employment Area on the western boundary. 2. Transport a) Provide a link road through the site linking to the Cores End Road roundabout and Ferry Lane; b) Provide a redirected bus service and enhanced provision through the site; c) Provide contributions to off-site highway improvements as required by the Highway Authority; d) Provide and enhance footpath and cycle links to the village centre. 3. Green Infrastructure/ Environment a) Provide on-site high quality open space; b) Provide S106 contributions to mitigate recreational impacts at Burnham Beeches SAC; c) Maintain north south connectivity for Public Rights of Way through the site; d) Protect and enhance the biodiversity and green infrastructure value of the former orchard in accordance with Policy DM34, providing public access and ongoing management as part of the overall development.
