THE FRAGMENTS AND THEIR NATION(S): SENSITIVE SPACE ALONG THE INDIA-BANGLADESH BORDER A Dissertation Presented to the Faculty of the Graduate School of Cornell University in Partial Fulfillment of the Requirements for the Degree of Doctor of Philosophy by Jason Cons January 2011 © 2011 Jason Cons THE FRAGMENTS AND THEIR NATION(S): SENSITIVE SPACE ALONG THE INDIA-BANGLADESH BORDER Jason Cons, Ph.D. Cornell University 2011 Borders are often described as “sensitive” areas—exceptional and dangerous spaces at once central to national imaginaries and at the limits of state control. Yet what does sensitivity mean for those who live in, and those who are in charge of regulating, such spaces? Why do these areas persist as spaces of conflict and confusion? This dissertation explores these questions in relation to a series of enclaves—sovereign pieces of India inside of Bangladesh and vice versa—clustered along the Northern India–Bangladesh border. In it, I develop the notion of “sensitivity” as an analytic for understanding spaces like the enclaves, showing how they are zones within which postcolonial fears about sovereignty, security, identity, and national survival become mapped onto territory. I outline the politics of sensitivity and the production of sensitive space through both historical and ethnographic research. First, I explore the ways that ambiguity and vague fears about security and citizenship emerge as forms of moral regulation within and in relation to the enclaves. Specifically, I interrogate the processes through which information about the enclaves is regulated and policed and the ambiguity, suspicion, and insecurity that emerge out of such practices. -

India Institutions, Publications and Eminent Individuals Working on Minority Rights Preface This collection of the India related material in the directory seeks to bring together the names of national-level institutions, non-governmental organisations and scholars working in the area of minority rights in the country. On a surface view, this would seem an easy task as minority rights has emerged as a clearly defined area of academic and practical work in many parts of the world. However, in the Indian context, any attempt to prepare a compendium of institutions, organisations and scholars working on minority rights issues comes up with several difficulties. First, the term minority is problematic in the Indian context. At one level, it refers to many marginalised and disadvantaged groups and communities which share three characteristics, namely, they are numerically small, are concentrated at the bottom of the economic scale in occupational terms, and are stigmatised. From this perspective, even the Scheduled Castes and Scheduled Tribes are sometimes characterised as a minority. -

481 Chapter-7 Political Changes The changing pattern of demography of North Bengal also led to the changing nature of political development of this region. With the coming of the British neo politico-administrative structure the led to an end in pre-colonial periodic political stature of this region and Cooh Biahr –Baikunthpur-Bhutan political complications on the one hand on the other the permanently settled area of Southern North Bngal began to develop in their own ways. However, in this apolitical development of this region the large volume of demographic constriction happened and with this new political ideas also infiltrated. Thus the peoples’ reaction and responses in national political development came to notice. The different trends of movements differently influenced the different communities. Thus the Congress, Nationalist, Communist, politics of the Planters’ association tried to mobilize the people from their own ideology. With this the partition came down upon and the continuous process of in-migration led to the changes in political orientation of the migrants and he people of this region. Here in this chapter I shall examine the political orientation, participation, mobilization and move of the people of this region from colonial period to post-colonial period to post-Bangladesh liberation period. I The district of Malda was influenced by the wave of national movement and that was led by the people originally from other parts of Bengal or India. However, the Hindus and Muslims both moved unified against the British rule. This trend was found in the spread of Wahabi movement in Malda under the leadership of Rafique Mandol and his son Moluvi Amiruddin. -
