We agree with parts of the proposed rates review, that we should be rated on land value, and that there needs to be less categories, however we believe there needs to be a “rural residential” (or similar) category for those who live in rurally zoned areas but have less than 10ha of land.

We are currently rated as a rural small holding 161. Our property is zoned rural according to the Buller District Plan, but under the rates proposal is going to be rated as residential. On our rural road, there is no water, no wastewater, no fibre, and no footpaths. We should not be rated as a residential property, if we are not treated like a residential property by any other measure.

We have had to invest significantly in developing our land so that we can live there, due to a lack of available services. While we accept that our rates may need to increase, a major increase (we are looking at a ~400% increase) and treating our property as residential, is not fair to rural lifestyle blocks like ours.

We believe that a “rural residential” category should be included that has a differential factor of say 0.5-0.7, compared to a rural factor of 0.25 and a residential factor of 1. This would make the proposed rates review much fairer.

I do not agree or disagree with a change in my rates as I believe rates should be apportioned fairly and I do not believe the archaic system that is currently in place does this. I agree to pay a fair proportion of the rates collected. I do believe that rural rates in many areas have been significantly lower than they should be and thus I support the council's changes.

There needs to be a differential for rural properties. I do not agree with being under a general "residential" catergory when I have a gravel road, no street lighting, no footpaths, no fibre network, no water or average connection and pay extra for postage as a rural property according to NZ Post. Rural addresses should be acknowledged as that - not simply residential - and the rates should reflect that.

Changing rural small holdings less than 10 hectares to residential zoning does not reflect that rural properties have to maintain their own water supplies unlike town supplied properties. It looks like the rural residents are being asked to pay extra money for services we don't have easy access to. For example the resident would not utilise ammenties in Westport as regularly as someone in town, and the cost of travelling to those ammenities and travel time limits people's ability to be high users. This is not an equal playing field and can not be seen as comparable properties. The rating differential of rural smallholding goes some way to may rural living more affordable and in fact comparable to town dwellers

We have a property in Palmer Road that is planned for residential zoning at 10ha and therefore attracting residential rates - this is unfair and offers no services, including road upkeep or water, rubbish, recycling etc. The 10ha rule for residential zoning is not equitable at all, we don't have a dwelling there yet and the council is not offering any value for this. I find your "Agree/Disagree" questions very superficial, simplified and not in context of what is being proposed.

I strongly disagree with my property being rezoned as residential from rural residential. We have no footpaths or streetlighting but will end up paying more than a property in town with full facilities. Every residential address should be charged the same rate for services regardless of the size of a property. Why should someone with a large property pay more for services than the person next door on a smaller property who are using the same services. Stick with the current system.

I strongly disagree with the reclassification of all properties that are less than 10 hectares as residential regardless of whether or not they are being used for agricultural and/or horticultural purposes. As owners of an organic horticultural enterprise we have concerns regarding how the reclassification of land may impact upon the future utilisation of our properties. Under the current classifications I am sure that farming/rural property owners operate under some different restrictions than those who reside within built up areas and have residential classification only. We believe that it would be unethical (if not illegal) to change the classification of properties until definitions of what constitutes rural or residential, and appropriate restrictions are identified and disclosed under the proposed One District Plan. Both of our properties contribute towards the growth of our business and both were purchased with the long term goal of establishing a sustainable range of organic produce. We strongly believe that the classification of our properties should not change, and be rated at the same level as those that are classified as Farming and Rural or that the council introduces another category for properties that fall between 1.5 acres - 10 hectares for those who have utilised the land for the purpose of horticultural business enterprises (and be rated equivalently as properties over 10 hectares). On the surface the current proposal appears to financially favour those land owners who are able to afford the purchase of larger tracts of land at a subsidised rating level than those who cannot. Actions like this contribute to the division of wealth within the community. On the matter of increasing the rates of property owners who let out dwellings as short term accommodation, a blanket increase of rates is not acceptable. We pay tax to central government on income earned on the letting of our short term accommodation, not on the ownership of it. As the house is situated on only a fraction of the land, to increase the rates on the whole value of the title is unacceptable. The rest of the land is used to house free-ranging poultry, graze sheep and includes multiple fruit and nut trees. This dwelling also contains the kitchen in which is audited and verified under NP2 and, and it is not appropriate to have permanent tenants residing in the house. Buller District Council receive payment for the registration of our business for the sale of goods. The rates we pay for the ownership of the land already cover the use of public amenities provided by the council. The only advantage that may be gained is the promotion of the region by Tourism West Coast, so a small levy could be added to the rates of those who choose to continue letting out properties.

Our rate has changed for some reason from rural residential to multi residential resulting in a substantial increase.

Considering our location (no street lighting, no sewerage, no water, in fact that amounts to nothing at all, the rates are simply ridiculous.

We effectively get nothing except a bi weekly recycling collection, we even have to pay to make use of the library and our local

roads get hammered by Westland dairy trucks and large contractors who don’t contribute at all so needless to say the existing rates are

completely unfair let alone proposing an increase.

I strongly do not agree with the proposal to change of my property from rural residential to the residential rate.

The proposed rates increase is from $2289.30 for the two titles

to $4460.50 for the two titles

an increase of $2171.20

I own 10 hectares of rural land which is in two titles , the smaller 2.5 hectare title has one 2 bedroom cottage. the rear 7.5 hectare title has no dwellings.

I operate the property as one unit.

The total land is comprised of approximately 1 3rd pasture 1 3rd native bush 1 3rd protected wetlands.

There is no way you can class the back 7.5 hectares as residential land! there is a house site that I have created and some potential grazing land.

The front 2.5 hectares is coastal and has a house site with an over 30 yr old dwelling which needs replacing and the rest is pasture land, It is not possible to build with in 150 mtrs of the front of the property.

I recently purchased the property the second title was applied for by the previous owners.

When I purchased the property it was extremely over grown and run down! it has taken 1000s of hours and money to tidy up and still requires investment to replace boundary fencing, fertilizer, weed control, new tree plantings and property access.

I personally have little use of the facilities in Westport that I am currently rated for, I don`t even have use of the refuse collection as I recycle almost everything on site. I also maintain the council road reserve in front of my property by mowing and controlling the gorse and blackberry the reserve is approximately 20mtrs by 100mtrs

I support the local Westport community with donations also purchasing most of my personal and property supplies, I also create employment by using local tradespeople and rural supply contractors.

My investment in the two titles is far greater than any urban residential title and I believe that should be recognized by council the rear title without a dwelling and is mostly native bush and protected wetlands should be zoned as rural and the front title as lifestyle or rural/residential as it currently is.

I have no problem paying the $307 annual general rate on both titles. the waste management fee for the front title.

I object to the General rate being set as residential!!

This land before I purchased it would have been considered non productive mainly due to the lack of investment and knowledge of previous owners who simply used and abused the place, I have currently uncovered over 16 marijuana plots and close to 8000 used tyres.

I have invested heavily in time and money to clear gorse and unwanted vegetation and re establishing pasture and improve property access and fencing, My intention is to hopefully eventually generate an income from the property and will be an asset to the area, and possibly inspire others that they can do something similar.

The coast is a difficult area to grow grass and produce due to the salt and strong winds. the soil mainly sand requires greater investment to improve and increase the soil fertility [ I use mainly organic means to do this] but it is possible!

I believe there is currently not enough demand for property in the local area to warrant changing the land rating if anything it will deter further interest and investment, the cost to improve and build in the local area is far greater than any capital gain so any current investment is more of a liability than an asset.

The proposed increase in council rates adding to that liability!!

I disagree with the proposed changes to the rates on our property at Punakaiki, which result in a net increase of $414 per year (15% up on last year’s rates], based on an increase in the general rate from 0.55342c to 0.89073c [despite the drop in the uniform annual rate from $500 to $307]. Comparing properties with the same land value is not comparing ‘like with like’. It takes no account of proximity to council facilities and services, or the number of occupants who may be utilising them. Punakaiki is remote from the council-funded facilities and services located in Westport and we never use them. Our water rates are already excessive due in part to ongoing council mismanagement over the last 20 years or more. We mostly use SH6 not the local roads, other than immediate access to our property. I live in a small, old house in Punakaiki village and (like others that live in this small area) pay more rates than anyone else in Buller. AND get nothing at all for all that money, not even the fire service. The only thing I get from the list of items that BDC spends my money on is collection of recycling. Why am I paying for everybody else's services yet get none myself? I think this is grossly unfair but know my submission will count for nothing. On top of this, the new Rates Assessment would increase my rates even more: you have got to be kidding. Thus, I strongly object to this proposed change. Rates should be charged according to access/usage of facilities.

I disagree with the proposal. This proposed plan appears to be a flawed attempt at a quick fix. After moving away from Westport over 40 years ago, I have recently purchased land in Karamea with the intention of building. I was stunned to learn of the new proposed rates! It seems preposterous to make such drastic changes, and I am left doubting the experience and expertise of those responsible for dreaming up the changes. In addition to some of the sudden large rate increases, I also have concerns about the ramifications of changing rural residential zoning to residential. I find it quite bizarre and inappropriate.

After the rating proposals were received, many local people expressed their concerns on our local Facebook page. There were rate increases ranging from 20% to 170% under this rating proposal.

The implementation of a rating system is one reason why we have elected Councillors. They need to ensure that rates are collected in a fair and equitable manner and that those rates are spent on required services in a measured and cost-effective way. There needs to be fairness and equity in Council’s approach to rating.

The change in this proposal that was discussed most was to small rural properties, up to 10 hectares, being recategorized to residential. This affects our household. If we are to be classed as residential, why are we tolerating the gravel road outside our house, drenching the inside and outside of our house in dust throughout the summer as the milk tankers and transport trucks go by?

Why is the rural sector to be given rates reductions under this proposal at the expense of other ratepayer groups? This is neither fair nor equitable.

Has any though been given to the inability of the majority of these households, living simply off their land with no amenities, to pay these rates. This will break many of the families here. The social and financial impacts to those in our community are dire.

I strongly suggest that Buller District Council maintain as rural, those holdings up to 10 hectares, and implement fair and equitable outcomes for all rate payers by applying appropriate differentials. The final rates structure should take the social and financial needs of our community into consideration, along with the ability to pay said rates.

The key word here is fairness. This needs to re-evaluated so that everyone pays their fair share of rates.

Our rates are proposed to increase dramatically, almost doubling if the proposal goes ahead. Except a rate increase if need be to make things more fair, but this should be rolled out slowly, not in one huge jump, Thanks.

I think the redistribution of rates does not fairly reflect how people should be charged. I don't think land is a fair way of assessing the wealth of a person. A $500k house on a $100k plot of land, vs $150k house on a $200k plot of land is a good example of that, and you'll see that everywhere in Buller. Although money can be made on small plots of rural land, it's usually not enough to be of much benefit, which is why it's a lifestyle. Many times that money is used to recoup costs of maintaining the land. Either it should be a uniform charge to everyone, relative to where they live in relation to Westport, or done on Capital value to reflect the wealth of a person. Land value does not reflect wealth. I don't believe that everyone living outside of Westport will benefit from the increase in rates the same way that those living inside of Westport are benefitting from their current rates. I believe that people living in similar areas should pay similar rates which is then reflected by how the rates are spent on them. Rural people, and those living in small towns outside of Westport, will use less of the benefits that people in Westport get; such as sports, recreation, and cultural expenses. There are obvious water and sewage rates that those people won't pay, but that doesn't mean that planning and management of those amenities won't go on the general land based rate charge. Transport and infrastructure is another area that won't fairly be distributed, as when rural people get charged "residential" rates, we won't be seeing street lights and footpaths on our roads. There are no bike paths to town, and there is no room on the road for a biker to have it's own space. Bikers have to travel on the same bit of road that a car does. And because I live on a private road I also have to pay to upkeep the road (which I understand, but it's still an additional cost that I can't claim back); this was a an unfortunate addition that came with buying the plot of land I wanted. I do believe fair rate paying is necessary, and shouldn't be split up into so many categories. I currently pay around 40% more than my neighbour simply because they are classed as Rural Small Holding and I am Rural Residential. I also pay 40% more than another neighbour who has enough land to be considered Rural. So I do believe that we should all pay the same rates. The same goes for towns on the outskirts of Westport, paying relative to how much rates improvements they get in their towns relative to Westport. If something does go ahead, it should be done over a period of 5 years (for example) so that people have time to budget for the change. It can be a significant change to people's lifestyles. I do believe that if there are people struggling to pay rates, there should be initiatives to help them.

This survey disingenuous. Pity some intelligent thinking was applied to generate worthwhile feedback.

Land value rating is out of the ordinary for most of NZ. It creates weird anomalies where Low vale properties like home basic holiday homes are paying same rates as fully occupied executive homes or similar for high density developments.

The proposal to include a category to charge extra rates for short term accommodation is disingenuous. It will introduce extra costs to tourism sector and hamper economic growth in the tourism sector. The scale of short term accommodation providers in BDC is so low the cost and effort to introduce these changes will exceed the extra revenue generated. What a stupid idea during Covid International travel is forecast to take 10 years to return to 2019 levels.

My rates went up last year when the council had my property revalued by QV. I had an increase of nearly 50% without warning, so I don't want another increase. I wasn't offered any more services with that increase. Now I find my neighbours are being faced with a rezoning as residential which will increase their rates substantially which is rediculous. We live 70km from Westport and I visit only every 2 weeks or so. People who live in the towns and use services every day should be paying higher rates. Where we live we don't expect a higher level of service than we get now, but I don't think we should be subsidising town dwellers through higher rates.

I have no problem with the idea of our rates being land value based. What I do have a problem with is the changing from a rural small holding to multi residential ( whatever that means ) which means our rate/charge goes from 0.29123cents per unit to 1.78146cents per unit. This is an increase from $422.20per annum to $2583.10 per annum for our general rate. An increase of $2160.90 per annum on a 4.57 hectare lifestyle block. Bloody ridiculous comes to mind. A farmer with 300 ha gets a reduction, really!!!!

Our property is affected by the removal of the 'small rural holdings up to 10 hectares'. We are facing a rate increase of 34.1% as we have been re-categorised as 'residential' in the proposed rates assessment. Our property is not 'residential'. We don't have footpaths or street lights & the speed limit is 100km for a considerable distance either side of our driveway. Our family cannot safely walk/ride to School/Karamea/Market Cross. The title on our property states that we cannot subdivide or have more than one residential dwelling to protect the rural aspect of our area, so again we are not 'residential'. Our property is surrounded by land that is classed as 'rural' - farms, golf course & the aerodrome, yet we in the middle have been classed as 'residential'. I would like to see the 'rural small holdings under 10 hectares' category remain or be re-instated. Whilst I would've happily spoken at the hearing, unfortunately I cannot attend as am having surgery at that time.
