In the first stage the expenditure need and revenue capacities are estimated. In the second stage an econometric analysis is attempted to identify the determinants of fiscal health. The nature of relationship between the determinants and the fiscal health indicator is defined by the relative strength of the ‘revenue 12 13 effect’ and the ‘expenditure effect’. We find that the role of the higher tiers of the government is important in bigger and smaller cities in their financial management. For bigger cities, own revenues can also play an important role in improving fiscal health. In smaller cities the role of the demand indicators is not that prominent but the cost indicators are found to be more effective while in case of bigger agglomerations, the demand indicators can play a role. -

It transforms the human group from an agrarian society into an industrial one. The demand for water increases rapidly with the growth of industries. Barrackpore Sub-division has plenty of surface water bodies but the industries depend their required water from the underground water sources. As a result the potentiality of underground water storage decreases rapidly. Besides, the surface water bodies are polluted by the industrial waste water. This study reveals the situation of industrial growth and its impact on water resources both surface and ground water sources. Introduction Water resources are used in various ways, including direct consumption, agricultural irrigation, fisheries, hydropower, industrial production, recreation, navigation, environmental protection, disposal and treatment of sewage, and industrial effluents (William.et.al, 2010). Barrackpore Sub-division depends largely upon South
