U – NIEWS The Official Government of Uganda Inter- Ministerial/Agencies Monthly National Integrated Multi-Hazard Early Warning Bulletin Vol. 02 15th MARCH to 15th APRIL 2018 Issue No. 17 CROP & PASTURE CONDITIONS MAP OF UGANDA Source: Crop Monitor of Uganda. This crop conditions map synthesizes information for crops and pasture as of 05 March 2018. Crop conditions over the main growing areas are based on a combination of national and regional crop analysts’ inputs along with remote sensing and rainfall data. Early Warning for Regions! According to Uganda National Meteorology Authority (UNMA), by late February, rain had covered the entire country with the peak ex- pected around mid to late April through early May in most of the regions. Land preparation and planting is ongoing in all regions except for some districts in Karamoja region where there is delayed planting. Acholi & Lango: Pasture conditions have improved in most districts to “favourable” due to early start of the rains. Central I: Crop and pasture conditions have improved to "favourable” in all districts including part of the central cattle corridor. Central II & East Central: “favourable” pasture conditions reported in both regions with planting ongoing as the rainfall is increasing. Elgon & Teso: Irregular rain started in late February and the region is entirely under “favourable" for pasture conditions. Karamoja: Pasture conditions in the region have improved to “favourable" with rainfall increasing in early March with exception of Amudat, Moroto, Kotido and Kaabong districts that are under “watch”. Land preparation still underway in all districts. South western: The region is under "favourable" pasture conditions and it is among the regions expected to receive substantive rainfall during this season. -

National Population and Housing Census 2014 Area Specific profiles – Mitooma District FOREWORD Demographic and socio-economic data are useful for planning and evidence-based decision making in any country. Such data are collected through Population Censuses, Demographic and Socio-economic Surveys, Civil Registration Systems and other Administrative sources. In Uganda, however, the Population and Housing Census remains the main source of demographic data, especially at the sub-national level. Population Census taking in Uganda dates back to 1911 and since then the country has undertaken five such Censuses. The most recent, the National Population and Housing Census 2014, was undertaken under the theme ‘Counting for Planning and Improved Service Delivery’. The enumeration for the 2014 Census was conducted in August/September 2014. The Uganda Bureau of Statistics (UBOS) worked closely with different Government Ministries, Departments and Agencies (MDAs) as well as Local Governments (LGs) to undertake the census exercise. -

Investments in key human development areas have reaped benefits in poverty reduction, and seen some improvements on a range of socio-economic indicators: but is everyone benefiting? Ugandan women and girls have partially benefited from these trends. New laws and measures to protect and promote women’s economic, political and human rights have been accompanied by impressive reductions in gender gaps in primary and secondary education and greater female political participation. Yet, wide gender gaps and inequalities remain, including in control of assets, employment and health. Economic development may have improved the status quo of women in Uganda, but full equality with men remains a distant reality. Tackling the discriminatory social norms that drive such gender inequalities and ensuring that women can equally benefit from Uganda’s development were twin objectives of this first in-depth country study of the OECD Social Institutions and Gender Index (SIGI). -

Literature has, however, shown that in most of the cases the process is used as a strategy by the incumbent president- Museveni for his political survival. As such, new district creation is seen as a process driven by central political elites. The role of local policy entrepreneurs (actors) has thus been given limited attention. Basing on thirty five elite interviews and document review, we established that local policy entrepreneurs do matter in policy change processes and can at times challenge the position of central political elites. Focusing on the new district of Sheema in western Uganda (split from „mother‟ district of Bushenyi in 2010), we found out that president Museveni who initially „opposed‟ the idea of a new district had to finally give in to peoples‟ demands. REC-QI focuses on district and health facility management processes and applies methods from the field of quality improvement (QI) to help increase coverage and reach every child with immunization services that are effective, safe, responsive to community needs and sustainable. MCSP Uganda continues work started by USAID’s predecessor project, Maternal and Child Health Integrated Program (MCHIP) and is implemented side-by- side with the Bill & Melinda Gates Foundation (BMGF)-funded Stronger Systems for Routine Immunization (SS4RI) Project in ten additional districts. -
