1 Introduction

1.1.1 DHA has been commissioned by 33 London Ltd. to provide transport planning advice in relation to the proposed residential development at St Georges Garage, Harold Road, Margate.

1.1.2 This Transport Statement (TS) has been produced in accordance with the National Planning Practice Guidance (March 2014). Following this introduction the TS is structured as follows:

 Section 2 summarises the existing transport conditions local to the site;

 Section 3 sets out the development proposals;

 Section 4 provides an assessment of transport planning policy;

 Section 5 looks at forecast trip generation and impacts; and

 Section 6 provides a summary and conclusion.

1.1.3 DHA previously worked on an application for the site in 2020 and this was for the development of 41no. flats and 4no. houses (Planning Application Reference: F/TH/20/08020), however this application was subsequently withdrawn. The comments provided by KCC Highways on the previous application have been taken into consideration when updating this Transport Statement.

2 Existing Transport Conditions

2.1 Overview

2.1.1 The site is located to the east of Harold Road approximately one kilometre east of Margate town centre. The location of the site in local context is shown in Figure 2-1 below.

Figure 2-1: Site Location Plan (Courtesy of Google Earth) 2.1.2 The site is currently occupied by St Georges Garage which is a car sales and also an MOT station / servicing centre. The site has a total floor area of approximately 1,950sqm. Three access points are currently provided into the site, two to the east of Harold Road which provide access to the car sales and one to the west of Norfolk Road which provides access to the MOT station to the rear of the site.

2.1.3 The site is bound to the north, east and south by residential dwellings and to the west by Harold Road.

2.2 Local Highway Network

2.2.1 Harold Road routes in a general north / south alignment, measures approximately six metres in width and is subject to a 30mph speed restriction. To the north Harold Road connects with the B2051, Eastern Esplande and to the south with Northdown Road. Double Yellow line parking restrictions are implemented along the majority of Harold Road, however it is noted that some parking bays are provided on sections of the road to allow for on street parking.

2.2.2 Norfolk Road routes in a general north / south alignment, measures approximately eight metres in width and is subject to a 30mph speed restriction. To the north Norfolk Road also connects with the B2051, Eastern Esplande and to the south with the B2055, Northdown Road. Norfolk Road forms a one way street, restricting

movements to southbound only. It is noted that parking takes place on both sides of Norfolk Road along the length of the carriageway.

2.2.3 The B2055, Northdown Road provides a route towards Margate town centre to the west and to the east Northdown Road provides a connection with the B2051.

2.2.4 Further to the west the B2055 meets with the A254 which provides a connection with the A28. To the south the B2055 also connects with the A255. To the west the A28 provides a connection with the A299 which continues west providing a route towards and Whitstable, as well as providing a connection with the M2 and A2 at junction 7.

2.3 Walking and Cycling Infrastructure

2.3.1 Footways measuring approximately 2.5 metres in width are provided on both sides of Harold Road and Norfolk Road. To the south these footways provide a connection with the footways on Northdown Road, which provide a connection with Margate town centre to the west. The footways in the vicinity of the site are maintained to a good standard and provided with street lighting throughout.

2.3.2 It is noted that the Viking Coastal Trail can be accessed to the north which routes from Sandwich to Reculver, as shown by Figure 2-2 below.

2.4.1 The nearest bus stops are located 150 metres to the north of the site on the B2051, approximately a two minute walk. It is also noted that further stops are provided to the south on Northdown Road, approximately 350 metres from the site frontage. A summary of the services accessible from the local bus stops is shown in Table 2-1 below.

2.4.2 Margate railway station is located approximately 2.4 kilometres to the south west of the site, a 30 minute walk time or an eight minute cycle time. This station provides services to St Pancras International, London Victoria and Ramsgate at a

frequency of one to two trains per hour in either direction throughout the weekday.

2.5 Site Accessibility

2.5.1 The site enjoys access to a number of local facilities and services which are within a reasonable walk distance. These include schools, nurseries, local shops, healthcare, employment and public transport links. A summary of the walking distance to a selection of local amenities (measuring along walking routes and not taken ‘as the crow flies’) is provided in Table 2-2 below. Please note that these details are taken from the site frontage on Harold Road.

Table 2-2 : Access to Local Facilities on Foot 2.5.2 The walk times provided above are based on a walk speed of 80 metres per minute, a figure which is widely used to estimate walk times and used within the London based Public Transport Accessibility Level (PTAL) analysis. It aims to provide a typical average value that estimates it takes five minutes to walk 400 metres, 10 minutes to walk 800 metres and so on.

2.5.3 Given the details outlined above it is noted that the proposed development site provides the opportunity for everyday trips to take place without a high reliance on car travel. Future residents of the site will be able to purchase groceries, take their children to school and access local shops without the need to use private transport.

2.5.4 In addition to this, although some residents will clearly need to travel to other locations in the course of a typical working day, which cannot be reached on foot (employment further afield for example), it is noted that there is the potential for these trips to be made by public transport. As noted above, bus services can be accessed from the site within a two minute walk.

2.5.5 It is concluded that the development site is well located in terms of sustainable transport access and would afford future residents a choice as to the mode of transport they use to access everyday services, amenities and facilities.

2.6 Road Safety

2.6.1 The Crash Map website has been utilised to provide information on the personal injury accidents that have occurred within the local area of the site in the latest three year study period. The Crash Map record for the area surrounding the proposal site can be seen below in Figure 2-4

2.6.2 Figure 2-4 demonstrates that only three incidents have been recorded in the study area, two of which were deemed to be ‘slight’ and one as ‘serious’ in severity. Given the limited number of incidents recorded, it is not considered that the proposed development will have a negative impact on the existing safety record.

3 Proposed Development

3.1 Overview

3.1.1 The proposals comprise the demolition of the existing garage and the development of 39no. two bedroom flats and 3no. four bedroom terraced houses at St Georges Garage, Harold Road. The proposed site layout is included at Appendix A.

3.2 Access

3.2.1 Access to the site will continue to be achieved via the access to the east of Harold Road, which will serve the 39 flats. The existing access to the west of Norfolk Road will also be retained to serve the three terraced houses proposed. It is also noted that four parking spaces will be accessed directly from Harold Road.

3.2.2 The Harold Road access will be provided with an onsite road which measures approximately 4.2 metres in width, narrowing to 3.2 metres within the site. The Norfolk Road access road will vary between 3.2 and 3.5 metres in width. The access road has been reduced within the site as has been requested by Council, it is however considered that there is adequate forward visibility for vehicles entering and exiting the site to avoid any conflict on this section of the access road.

3.2.3 The Norfolk Road access road is narrow in width and therefore two cars would not be able to pass, however this is an existing situation whereby vehicles would have previously needed to wait at either end of the access road to pass one another. It is further noted that this access will only serve three dwellings and will only generate a minimal number of trips, it is therefore not considered that the width of the access is a material concern.

3.2.4 Visibility splays of 2.4 x 43 metres can be achieved to the north and south of both access points, which is compliant with Manual for Streets (MfS) guidance. The visibility splay drawings are included at Appendix B.

3.3 Parking

3.3.1 The proposals will provide a total of 39 parking spaces for the flats and also 40 cycle parking spaces which will be provided in a shared storage facility, which will be double stacked. It is noted that ten percent of the spaces will be provided with active Electric Vehicle (EV) charging points and ten percent as passive spaces. It is also noted that four of the spaces will be designated disabled bays.

3.3.2 The proposals will also provide six parking spaces for the terraced houses. It is noted that adequate space will be provided within the private curtilage to accommodate cycle parking.

3.3.3 As part of the previous application KCC Highways raised concerns over the loss of on street parking at the frontage of the site and requested that contact was made with Thanet Parking Services to confirm this is acceptable. Contact has been made with Thanet Parking Services and they have confirmed that they have no concerns

with respect to the loss of parking. The email correspondence with Thanet Parking Services is included at Appendix C.

3.4 Servicing

3.4.1 It is proposed that both the flats and the three terraced houses will be served from the roadside. The three terraced houses will be served off Norfolk Road with a refuse store and refuse collection point provided on the access road to ensure the bins are within the stipulated drag distance of the highway.

3.4.2 The previously submitted application for the site included a refuse store within the flat block and KCC requested that contact was made with the waste team from Thanet District Council to confirm if collecting the bins from within the building was acceptable. The waste team advised that the bins would need to be at the frontage of the site and therefore the bin store is now proposed on the site access road which serves the flats, which is deemed a suitable location as it is within the stipulated 10 metre drag distance for euro bins.

3.4.3 A fire tender would be able to stop on the roadside and serve the flat block from Harold Road. It is proposed a fire tender would be able to drive into the Norfolk Road access to serve the three dwellings and then reverse back onto the highway. The associated swept path drawings are included at Appendix D.

3.5 Construction Traffic

3.5.1 Wheel washing equipment will be provided as necessary for the construction phases. Access to the construction site will be secured and operated in accordance with current health and safety legislation.

3.5.2 Third party suppliers and contractors visiting the site will be made aware of the construction access and routeing arrangements at the start of the project. Site management will ensure compliance with the construction access arrangements at all times.

4 Transport Policy

4.1 National Planning Policy Framework (NPPF)

4.1.1 The NPPF has recently been updated and sets out the Government’s planning policies for England and how these should be applied. It provides a framework within which locally-prepared plans for housing and other developments can be produced. The NPPF is a material consideration in planning decisions.

4.1.2 Paragraph 109 states that “development should only be prevented or refused on highways grounds if there would be an unacceptable impact on highway safety, or if the residual cumulative impacts on the road network would be severe”. It then goes on to note that applications for development should:

a) “Give priority first to pedestrian and cycle movements, both within the scheme and with neighbouring areas; and second – so far as possible – to facilitating access to high quality public transport, with layouts that maximise the catchment area for bus or other public transport services, and appropriate facilities that encourage public transport use;

b) Address the needs of people with disabilities and reduced mobility in relation to all modes of transport;

c) Create places that are safe, secure and attractive – which minimise the scope for conflicts between pedestrians, cyclists and vehicles, avoid unnecessary street clutter, and respond to local character and design standards;

d) Allow for the efficient delivery of goods, and access by service and emergency vehicles; and

e) Be designed to enable charging of plug-in and other ultra-low emission vehicles in safe, accessible and convenient locations”.

4.2 National Planning Practice Guidance (NPPG)

4.2.1 In conjunction with the NPPF, the NPPG was established in March 2014 as a supporting resource which is also a material consideration in determining planning applications. With respect to transport, the NPPG includes a section titled ‘Travel Plans, Transport Assessments and Statements in Decision-Taking’.

4.2.2 The NPPG states that Transport Statements, Transport Assessments and Travel Plans can positively contribute to encouraging sustainable travel; lessening traffic generation and its detrimental impacts; and reducing carbon emissions and climate impact. In doing so developments can create accessible, connected, inclusive communities with improved road safety, health and quality of life.

4.2.3 The guidance states that Transport Statements, Transport Assessments and Travel Plans should be proportionate to the size and scope of the proposed development; be tailored to particular local circumstances; and be established at the earliest practicable possible stage.

4.3 Local Transport Plan 4 (LTP4): Delivering Growth without Gridlock 2016-2031

4.3.1 The LTP4 was prepared by Kent County Council (KCC) and runs from 2016 to 2031. The Plan includes details on how KCC will meet their ambition for Kent, which is:

“To deliver safe and effective transport, ensuring that all Kent’s communities and businesses benefit, the environment is enhanced and economic growth is supported.”

4.3.2 This ambition will be realised through five targeted, overarching policies which will aim to deliver specific outcomes for the county:

“Outcomes 1: Economic growth and minimised congestion

Policy: Deliver resilient transport infrastructure and schemes that reduce congestion and improve journey time reliability to enable economic growth and appropriate development, meeting demand from a growing population.

Outcome 2: Affordable and accessible door-to-door journeys

Policy: Promote affordable, accessible and connected transport to enable access for all to jobs, education, health and other services.

Outcome 3: Safer travel

Policy: Provide a safer road, footway and cycleway network to reduce the likelihood of casualties, and encourage other transport providers to improve safety on their networks.

Outcome 4: Enhanced environment

Policy: Deliver schemes to reduce the environmental footprint of transport, and enhance the historic and natural environment.

Outcome 5: Better health and wellbeing

Policy: Provide and promote active travel choices for all members of the community to encourage good health and wellbeing, and implement measures to improve local air quality.”

4.3.3 Within the LTP4, KCC outlines strategic, countywide and local strategies for achieving the above outcomes, whilst continuing to promote and deliver ‘Growth without Gridlock’.

4.4 Thanet Local Plan (saved policy)

4.4.1 The Thanet Local Plan was adopted in June 2006. Following this, and in accordance with the Planning and Compulsory Purchase Act 2004, the Council has saved several Local Plan policies beyond June 2009 as agreed with the Secretary of State. These ‘saved’ policies remain as the strategic policies in the decision-making process for Thanet until such time that these are replaced by

policies contained within the Council’s new Local Plan. The transport objectives of the Local Plan include the following:

(1) “To promote safe and efficient transport systems supporting sustainable economic regeneration and enabling Thanet’s citizens to conveniently access services and facilities;

(2) To introduce effective traffic management to safeguard Thanet’s environment and quality of life;

(3) To guide location of new development and infrastructure in order to reduce the need to travel, promote the use of environment-friendly means of travel and reduce reliance on private cars especially for local journeys;

(4) To support development promoting sustainable travel;

(5) To secure the provision of satisfactory transport infrastructure to meet existing and future patterns of movement; and

(6) To promote high standards of road safety, accident reduction and safe, convenient movement of pedestrians and cyclists.”

4.5 Draft Thanet Local Plan to 2031

4.5.1 The Draft Local Plan sets out the development aspirations of Thanet District Council until 2031. The Local Plan has been submitted for Examination by the Planning Inspectorate and the hearings have now concluded. Section 6 of the Draft Plan considers the District’s Transport Strategy. Draft Policy SP41 relates to sustainable transport, stating that:

“The Council will work with developers, transport service providers, and the local community to manage travel demand, by promoting and facilitating walking, cycling and use of public transport as safe and convenient means of transport. Development applications will be expected to take account of the need to promote safe and sustainable travel. New developments must provide safe and attractive cycling and walking opportunities to reduce the need to travel by car.”

4.5.2 Draft Policy SP42 relates to accessible locations, stating that:

“Development generating a significant number of trips will be expected to be located where a range of services are or will be conveniently accessible on foot, by cycle or public transport. The Council will seek to approve proposals to cluster or co-locate services at centres accessible to local communities by public transport and on foot.”

4.5.3 Draft Policy SP43 states that:

“Development proposals will be assessed in terms of the type and level of travel demand likely to be generated. Development will be permitted only at such time as proper provision is made to ensure delivery of relevant transport infrastructure. Where appropriate, development will be expected to make a

proportionate contribution to the provision, extension or improvement, of walking and cycling routes and facilities and to highway improvements.

Subject to individual assessments, schemes maybe required to provide or contribute to:

1) Capacity improvements/connections to the cycle network

2) Provision of pedestrian links with public transport routes/interchanges

3) Improvements to passenger waiting facilities

4) Facilities for display of approach time information at bus stops along identified quality bus corridors

5) Improvement and expansion of public transport services

6) Improvements to the road network in line with schemes identified through the Transport Strategy

7) Provision of electric vehicle charging points, in accordance with Policy SP12.”

4.6 Kent Parking Policy

4.6.1 Parking policy is set out in the Kent Design Guide: Interim Guidance Note 3 (IGN3, 2008) for residential development. For sites in ‘Suburban’ locations, the guidance sets minimum parking standards based on dwelling type, as outlined below:

 For 1 and 2 bed flats – 1 space per unit (unallocated);

 For 1 and 2 bed houses – 1 space per unit (allocation possible);

 For 3 bed houses – 1.5 spaces per unit (allocation of 1 space possible); and

 For 4+ bed houses – 2 independently accessible spaces per unit (allocation of both spaces possible).

4.6.2 Further to this, an additional 0.2 spaces per unit should be provided for visitor parking. It is however noted that visitor parking is not always necessary for flats.

4.6.3 Cycle parking requirements are set out in the Kent and Medway Structure Plan: Supplementary Planning Guidance 4 (SPG4). The minimum requirement for individual dwellings is one space per bedroom or one space per unit for flats, which is normally provided within the dwelling’s curtilage or within a secure communal facility for flats.

4.7 Policy Compliance

4.7.1 The proposed development is seen to comply with all levels of transport planning policy. The site is easily accessible by sustainable means, with a number of local facilities and services within walkable distance and bus stops located within the near vicinity, with frequent services provided throughout the day.

4.7.2 The PIA data for the latest three year study period has shown that only three incidents were recorded. It is therefore considered that there are no existing safety concerns that could be exacerbated by the proposals.

4.7.3 The three terraced houses proposed will be provided with a total of six parking spaces which is in accordance with the IGN3 standards (two per unit) and is deemed adequate to meet the demands of the site. The proposals will also provide cycle storage facilities within the curtilage of each houses, accommodating one cycle parking space per bedroom.

4.7.4 The proposals will also be provided with a communal cycle storage area within the building to accommodate 40 cycle parking spaces which is compliant with the SPG4 standards.

4.7.5 It is acknowledged that the proposed level of visitor parking does fall short of the parking requirements set out in IGN3. It is however noted that given the sustainable location of the site that the proposed level of parking is adequate to meet the demands of the proposals.

4.7.6 A review of 2011 census data for car ownership in the local output area demonstrates that 55 percent of residents do not own a car, 38 percent own one car, 6 percent own two cars, one percent own three cars and zero percent own four or more cars. Based on the above percentages it is considered that the proposals would require a much lesser provision of parking than that proposed. It is therefore considered that the level of parking proposed is adequate to meet the demand of the site as well as providing adequate visitor parking.

4.7.7 It is noted that the proposed development will have a minimal impact on the surrounding highway network as shown in the next section of this report. Therefore, the proposed development is not expected to cause ‘severe’ residual impacts, as per paragraph 109 of the NPPF.

5 Trip Generation

5.1 Overview

5.1.1 This section outlines the methodology employed to calculate the likely vehicle trip generation as a result of the proposed residential development at St Georges Garage, Harold Road, Margate. The proposed development trip generation is offset against the potential trip attraction of the existing garage.

5.2 Existing Vehicle Trip Attraction

5.2.1 It is noted that the existing garage is unlikely to be operating at full capacity and therefore an assessment of the TRICS trip rate database has been undertaken to identify the trips that could be attracted to the existing development. It is noted that the garage is both a car showroom and also an MOT station / servicing centre, however the use type that provided the most representative survey sites is ’14 – Car Show Rooms / A – Car Show Rooms’, and therefore this has been used for the trip assessment.

5.2.2 Sites under this use type were examined for England, Scotland and Wales, excluding Greater London. Only sites within ‘Suburban’ locations were considered in order to provide a representative assessment of trips. The resulting trip rates are summarised in Table 5-1 below, while the full TRICS data is included at Appendix E.

5.3 Proposed Vehicle Trip Generation

Flats

5.3.1 An assessment of the TRICS trip rate database has been undertaken to identify the trips that could be generated by the 39 flats proposed. The use type that provided the most representative survey sites is ’03 – Residential / C – Flats Privately Owned’, and therefore this has been used for the trip assessment.

5.3.10 The above demonstrates that the development as a whole is likely to generate 11 vehicle trips in the morning peak hour and 11 vehicle trips in the evening peak hour, with a total of 97 vehicle trips generated across a 12 hour day.

5.4 Residual Traffic Impact

5.4.1 The residual impact can be calculated to understand the net traffic impacts of the three houses and 39 flats proposed. The vehicle trip attraction associated with the existing garage has been subtracted from the proposed development vehicle trip generation to provide the residual traffic impact. The results of this are shown below in Table 5-8.

A total reduction of 126 vehicle trips across a 12 hour day could be expected. Given the overall net reduction in trips, it is not considered that the proposals would result in ‘severe’ residual impacts on the local highway network as per paragraph 109 of the NPPF.

6 Conclusion

6.1.1 This Transport Statement has been prepared on behalf of 33 London Ltd. in relation to the proposed residential development at St Georges Garage, Harold Road, Margate.

6.1.2 The proposals comprise the demolition of the existing garage and the development of 39no. two bedroom flats and 3no. four bedroom terraced houses.

6.1.3 Access to the site will continue to be achieved via the access to the east of Harold Road, which will serve the 39 flats. The existing access to the west of Norfolk Road will also be retained to serve the three terraced houses proposed.

6.1.4 The proposals will provide a total of 39 parking spaces for the flats, four of which will be disabled bays and also 40 cycle parking spaces which will be provided in a shared storage facility within the building. It is noted that ten percent of the spaces will be provided with active Electric Vehicle (EV) charging points and ten percent as passive spaces.

6.1.5 The proposals will also provide six parking spaces for the terraced houses. It is noted that adequate space will be provided within the private curtilage to accommodate cycle parking.

6.1.6 It is proposed that both the flats and the three terraced houses will be served from the roadside. The three terraced houses will be served off Norfolk Road with a refuse store provided and also a second location where residents will drag their bins to on collection day. The flat block will be provided with a refuse store on the site access road which will contain a number of euro bins.

6.1.7 It is proposed a fire tender would be able to drive into the Norfolk Road access to serve the three houses and then reverse back onto the highway. A fire tender would be able to stop on the roadside and serve the flat block from Harold Road.

6.1.8 The proposal is seen to comply with all levels of transport planning policy. The site is afforded good access to local services via modes of transport other than the private car. Many facilities are located within walking distance, and the proximity of bus stops means that the site is well connected to the surrounding area.

6.1.9 A review of road safety has been completed, which identified only three incidents within the latest three year study period within proximity of the site. It is therefore not considered that the development proposals will worsen the existing safety record.

6.1.10 The proposals will result in a reduction of 15 vehicle trips in the morning peak and 10 vehicle trips in the evening peak. A total reduction of 124 vehicle trips across a 12 hour day could be expected. Given the overall net reduction in trips, it is not considered that the proposals would result in ‘severe’ residual impacts on the local highway network as per paragraph 109 of the NPPF.

6.1.11 It is therefore concluded that the proposals should not result in any detrimental impacts in transport terms and therefore there should be no sound transport based objections to the proposals.

As part of these proposals we will be providing a new access and a number of private drives on Harold Road, as a result of this the four exiting on street parking spaces at the frontage of the site will be lost. The use of these parking spaces is primarily linked to the existing garage and therefore the loss of parking is deemed acceptable. However we have been advised by KCC Highways to confirm that you would be accepting of this loss of parking.

This section displays the trip rate results based on the selected set of surveys and the selected count type (shown just above the table). It is split by three main columns, representing arrivals trips, departures trips, and total trips (arrivals plus departures). Within each of these main columns are three sub-columns. These display the number of survey days where count data is included (per time period), the average value of the selected trip rate calculation parameter (per time period), and the trip rate result (per time period). Total trip rates (the sum of the column) are also displayed at the foot of the table.

To obtain a trip rate, the average (mean) trip rate parameter value (TRP) is first calculated for all selected survey days that have count data available for the stated time period. The average (mean) number of arrivals, departures or totals (whichever applies) is also calculated (COUNT) for all selected survey days that have count data available for the stated time period. Then, the average count is divided by the average trip rate parameter value, and multiplied by the stated calculation factor (shown just above the table and abbreviated here as FACT). So, the method is: COUNT/TRP*FACT. Trip rates are then rounded to 3 decimal places.
