Page 3 GUIDANCE NOTES * Declaration of Group Decisions and Members Interests - The Chair of the meeting shall seek declarations from any individual or political group at the beginning of a meeting whether any prior decision has been reached on how the individual or members of the group will vote on any item(s) of business on the Agenda, and if so on which item(s). A prior decision shall be one that the individual or the group deems to be mandatory on the individual or the group members such that the individual or the group members will be subject to sanctions should they not vote in accordance with the prior decision. Any such prior decisions will be recorded in the Minute of the meeting. ** Written Questions - Any Member can put one written question about any relevant and competent business within the specified remits not already on the agenda, to the Chair provided it is received by the Proper Officer or Committee Services by 12 noon two working days prior to the day of the meeting. A copy of any written answer provided by the Chair will be tabled at the start of the relevant section of the meeting. The Member who has put the question may, after the answer has been given, ask one supplementary question directly related to the subject matter, but no discussion will be allowed. No supplementary question can be put or answered more than 10 minutes after the Council has started on the relevant item of business, except with the consent of the Chair. Paragraph Number of Minute Paragraph Number of Schedule 7A 16 8&9 17 8&9 5 Minute of Meeting dated 4 December 2018 The minute of the meeting of this Committee dated 4 December 2018 was submitted and approved. 6 Written Questions The Committee noted the following written question that had been submitted by Councillor Macrae: Parking Notices Following on from the report to Policy and Resources Committee on Tuesday 12th February 2019 “Charging for Services”, I would be grateful for answers to the following. How many parking notices were issued in 2018? How many of these notices were paid within 14 days at the lesser rate of £60? How many notices were paid at the standard rate of £80? How many notices remain unpaid? RESPONSE i. There were 1,391 excess charge notices issued in 2018 ii. 747 excess charge notices were paid within 14 days (£60) iii. 219 excess charge notices were paid at the standard rate (£80) iv. There are 425 excess charge notices unpaid that are pursued through debt recovery. As a supplementary question, Councillor Macrae asked, of the 425 pursued through debt recovery, how many of these had been successfully recovered and at what cost to the Council. Page 8 In response, the Corporate Director (Economic Development, Planning and Infrastructure) advised that the 425 unpaid excess charge notices would have been passed to a debt collecting company, Scott & Co who pursue low level civil debts and advised that she would enquire if that specific information is available and, if it was, circulate to members of the Committee. 7 Roads Asset Management Planning A report by the Corporate Director (Economic Development, Planning and Infrastructure) informed the Committee of the latest road network information and how it compares following the 2016 condition modelling forecast. The report highlighted that reduced capital investment into the roads network is having an impact on the Council's road condition index (RCI) and its ranking position in comparison with other Scottish authorities which is resulting in a deterioration in the road network, placing the Council on target to be at mid table position by the end of 2021-22.

    transport guide FOREWORD The Moray Forum is a constituted voluntary organisation that was established to provide a direct link between the Area Forums and the Moray Community Planning Partnership. The Forum is made up of two representatives of each of the Area Forums and meets on a regular basis. Further information about The Moray Forum is available on: www.yourmoray.org.uk Area Forums are recognised by the Moray Community Planning Partnership as an important means of engaging local people in the Community Planning process. In rural areas - such as Moray - transport is a major consideration, so in September 2011 the Moray Forum held its first transport seminar to look at the issues and concerns that affect our local communities in respect of access to transport. Two actions that came from that event was the establishment of a Passenger Forum and a Transport Providers Network. This work was taken forward by the Moray Forum Transport Working Group made up of representatives of the Area Forums, Moray Council, NHS Grampian, tsiMORAY, and community transport schemes. In September 2013 the Working Group repeated the seminar to see how much progress had been made on the actions and issues identified in 2011. As a direct result of the work of the Group this Directory has been produced in order to address an on-going concern that has been expressed of the lack of information on what transport is available in Moray, the criteria for accessing certain transport services, and where to go for further advice. The Moray Forum Transport Working Group would like to acknowledge the help of all the people who provided information for this Directory, and thereby made a contribution towards the integration of public, private and community transport services within Moray.

    2000 Jan 4 Moray Council Chief Executive to leave - The Moray Council has agreed to differ with its suspended Chief Executive and will allow him to leave its employment to take up a position in England. The move has not come as any great surprise to those who have been keeping an eye on affairs . Mr Stewart who moved to Moray from the Western Isles had only been Chief Executive for a short time, being suspended for a matter of months. Until the position of Chief Executive is filled the work will be carried on by acting Chie Executives Alistair Keddie and Ms Karen Williams. Salvation Army , Christmas Day lunch - This proved to be the success it has always been - a day to remember by those who were present. Banffshire Field Club - (see page 7) Mrs Phyllis Goodall gave a talk on names on the landscape of the Cabrach. This being based on a project carried out by Professor Nicolaisen at Aberdeen University. Most of the upland places and water course were Gaelic names filtered through north east Scots pronunciation and the English phonetic spelling of the map-makers e.g. Ardwell, Belcherrie and Craigline. On the other hand Scots/English names appear in Upper Howbog and Broomknowes attached to marshy hollows or bare windswept ridges- not just descriptive of the topography like the Gaelic predecessors but they put a subtle emphasis on the less than attractive nature of the terrain when it comes to prospective agricultural usage as Professor Nicolaisen suggests. It is interesting, said Mrs Goodall that more of the Scots/English names of buildings in the Cabrach have disappeared than have the Gaelic ones.

    Oct 05, 2016 15:29 BST Findochty harbour pontoons consultation event A consultation event is to be held in Findochty on Saturday week (October 15) to give local people and boat owners the opportunity to comment on initial plans for developing pontoon facilities at the harbour. Moray Council is preparing a funding bid to the European Fisheries Fund for the project and is keen to get the views of harbour users and the local community ahead of the bid being submitted. The council has already earmarked £107,000 towards the overall cost and additional funding is being sought from other sources, including the EFF. The harbours team have committed to designing the new pontoon system in conjunction with the harbour users and community of Findochty. People are being invited to share their own ideas during the event which will run from 10am to 12 noon at two venues in Findochty – the Howf at the harbour and at the village hall. Moray Council’s harbours manager, Duncan Brown, said: “The timescale is tight in relation to submitting the funding bid to the EFF and we want to get input from harbour users and local people prior to the detailed application being made.” Moray Council area stretches from Tomintoul in the south to the shores of the Moray Firth, from Keith in the east to Forres in the west. The council and its 4,500 employees respond to the needs of 95,510 residents in this beautiful part of Scotland, which nestles between Aberdeenshire and the Highlands. Famous for its colony of dolphins, fabulous beaches and more malt whisky distilleries than any where else in Scotland, Moray is a thriving area and a great place to live.

So we look at a series of structures starting at the onset of the industrial revolution. I’m not going to go deep into the Industrial Revolution, but there were two major changes that led to the emergence of this new art form of the engineer. One is the change of building material. For example, they were building with wood and stone, and then following the Industrial Revolution, constructions are made with iron. There is also a change of power source from animal and human power to steam power. These two fundamental changes enabled the materials iron, steel and concrete, etc. to come about. Our lecture today is going to focus on engineering in Great Britain.
