Sports Venues Executive Summary Stadiums and arenas are essential components in the fabric of sports and they serve a significant role in communities across America. At the same time, many communities, organizations and sectors of the economy are prioritizing the need to reduce energy and water use. By bringing together expectations for energy and water efficiency goals with the powerful influence of sports, American communities can achieve significant savings while also inspiring an enormous number of fans to take action. By many accounts, stadiums and arenas represent an important link to the nation’s values and priorities. Over 240 million fans visit these venues annually and viewers spend 31 billion hours watching sporting events on TV each year. Total square footage of these facilities easily reaches into the hundreds of millions. With at least 1,500 such sports facilities around the country— many bearing the names of iconic brands or the communities they are tied to, and sports teams and clubs employing nearly 60,000 people and generate $22.6 billion in annual revenue—the sports sector is a significant influence on the national economy and culture. Many of these venues and teams have undertaken actions to improve energy and water performance of venues, reduce operating costs and engage their communities. Over six years, the Seattle mariners saved approximately $1.5 million in utility costs through investments in energy and water savings. The University of Minnesota saves $412,000

Provide a world-class civic arena (the “Arena”) to attract and present music, entertainment, and sports events, potentially including NBA and NHL events, to Seattle and the region. This is a definite strength for this Proposer. By lowering the bowl, and developing a structural plan to transfer load from the four buttresses, they have created essentially a new building, with a large event floor and concourses at new levels. Figure #1 shows the current KeyArena floorplan in red overlaid on OVG’s floorplan. You can see the increased area on all 4 sides of the building. With a large entry at the south end, from the upper level, all patrons drop down into the various building levels (Figure 2). Loading begins at John St, with a tunnel on the 1st Ave N Garage lot, which allows for the needed 50’ drop before entering the new south end space. They have provided a new seating bowl and are using 34” riser treads and 20” seating in the lower bowl and 33” treads and 20” seats in the upper bowl. There are multiple upper bowl levels, with the north upper bowl beginning at the suite level, a south seating “party deck” and stacked seating above the upper bowl on the east and west sides.

The Capital Improvement Program (CIP) is the City's Five-Year Plan of proposed capital expenditures to be incurred each year over a period of five years to meet the City’s anticipated capital needs. The CIP is revised annually and adopted by the City Council typically with the first year converting into the annual capital budget. The Capital Improvement Program is part of the City's budget and management process, which helps to implement the City’s Comprehensive Plan. To that end, Chapter 163 Florida Statutes, requires that the CIP must reflect the goals, objectives and policies of the Comprehensive Plan (Capital Improvement Element) and its implementation strategies. Additionally, State law requires that the five-year schedule of capital improvements be “financially feasible”. Financial feasibility means that sufficient revenues are available or will be available from committed funding sources for the first three years, or will be available from committed or planned funding sources for years 4 and 5, of a five-year capital improvement schedule for financing capital improvements. Staff is of the opinion that the proposed CIP is financially feasible in accordance with statutory requirements.
