Dental Auxiliaries 10 Article 1. General Provisions 11 § 1067. Definitions. 12 As used in this subchapter: 13 14 (a) “Dental auxiliary” means a person who may perform dental supportive procedures 15 authorized by the provisions of these regulations under the specified supervision of a licensed 16 dentist. 17 18 (b) “Dental assistant” means an unlicensed person who may perform basic supportive dental 19 procedures specified by these regulations under the supervision of a licensed dentist. 20 21 (c) “Registered dental assistant” or “RDA” means a licensed person who may perform all 22 procedures authorized by the provisions of these regulations and in addition may perform all 23 functions which may be performed by a dental assistant under the designated supervision of a 24 licensed dentist. 25 26 (d) “Registered dental hygienist” or “RDH” means a licensed person who may perform all 27 procedures authorized by the provisions of these regulations and in addition may perform all 28 functions which may be performed by a dental assistant and registered dental assistant, under 29 the designated supervision of a licensed dentist. 30 31 (e) “Registered dental assistant in extended functions” or “RDAEF” means a person licensed as 32 a registered dental assistant who has completed post-licensure clinical and didactic training 33 approved by the board and satisfactorily performed on an examination designated by the board 34 for registered dental assistant in extended function applicants. 35 36 (f) “Registered dental hygienist in extended functions” or “RDHEF” means a person licensed as a 37 registered dental hygienist who has completed post-licensure clinical and didactic training 38 approved by the board and satisfactorily performed on an examination designated by the board 39 for registered dental hygienist in extended functions applicants. 40 41 (g) “Oral prophylaxis” means the preventive dental procedures including complete removal of 42 explorer-detectable calculus, soft deposits, plaque, stains, and the smoothing of unattached 43 tooth surfaces. The objective of this treatment shall be creation of an environment in which 44 hard and soft tissues can be maintained in good health by the patient. Page 1 of 161 MEETING MATERIALS Page 50 of 343 WORKING DOCUMENT: DRAFT PROPOSED REGULATORY LANGUAGE 1 2 (h) “Coronal polishing” means a procedure limited to the removal of plaque and stain from 3 exposed tooth surfaces, utilizing an appropriate rotary instrument with rubber cup or brush and 4 a polishing agent. 5 6 (i) “Direct supervision” means supervision of dental procedures based on instructions given by a 7 licensed dentist who shall be physically present in the treatment facility during performance of 8 those procedures. 9 10 (j) “General supervision” means supervision of dental procedures based on instructions given 11 by a licensed dentist, but not requiring the 12 physical presence of the supervising dentist during the performance of those procedures. 13 14 (k) “Satisfactory educational qualification” means theory, laboratory and/or clinical experience 15 approved by the board. 16 17 (l) “Basic supportive dental procedures” means fundamental duties or functions which may be Formatted: Strikethrough 18 performed by an unlicensed dental assistant under the supervision of a licensed dentist 19 because and are of their technically elementary characteristics, completely reversible Formatted: Strikethrough 20 reversibility and inability unlikely to precipitate potentially hazardous conditions for the patient Formatted: Strikethrough 21 being treated. Posting of Dental Auxiliary Duties. 38 All dentists utilizing the services of dental auxiliaries shall post a notice in a common area of the 39 office which delineates duties and functions deemed by the board as delegable within 40 stipulated settings and/or circumstances. General Provisions Governing All Dental Assistant Educational Programs and Courses. 8 9 (a) The criteria herein shall be met by all registered dental assisting (RDA) programs, registered 10 dental assistant in extended functions (RDAEF) programs, orthodontic assisting permit courses, 11 dental sedation assistant permit courses, pit and fissure sealant courses, coronal polishing 12 courses, ultrasonic scaling courses, infection control courses, and radiation safety courses to 13 secure and maintain approval by the Board as provided in this Article. 14 15 (1) All Board-approved programs and courses shall be reevaluated by the Board 16 approximately every seven years but may be subject to reevaluation and inspection by 17 the Board at any time to review and investigate compliance with this Article and the 18 Dental Practice Act (Act). Reevaluation may include a site visit or written documentation 19 that ensures compliance with all regulations. Results of reevaluation shall be reported to 20 the Board or its designee for final consideration and continuance of program or course 21 approval, provisional approval, or denial of approval. 22 23 (2) Program and course records shall be subject to inspection by the Board at any time. 24 25 (3) The Board may withdraw approval at any time that it determines that a program or 26 course does not meet the requirements of this Article or any other requirement in the 27 Act. 28 29 (4) All programs and courses shall be established at the postsecondary educational level 30 or deemed equivalent thereto by the Board. 31 32 (5) The Board or its designee may approve, provisionally approve, or deny approval to 33 any such program. Provisional approval shall not be granted for a period which exceeds 34 the length of the program. When the Board provisionally approves a program, it shall 35 state the reasons therefor in writing. Provisional approval shall be limited to those 36 programs which substantially comply with all existing standards for full approval. A 37 program given provisional approval shall immediately notify each student of such status. 38 If the Board denies approval of a program, the specific reasons therefor shall be 39 provided to the program by the Board in writing within 90 days after such action. 40 41 (b) Requirements to Obtain and Maintain Board Approval. Method and materials: Fifty extracted human teeth were air polished for 5 seconds. Results: Ali root surfaces showed a circular defect visible wifh fhe naked eye. Scanning elecfron microscope examination showed smooth crater wails and a few open denfin fubules, but most seemed fc be obliterated. Laser profilomefry of the exposed areas revealed defecfs wifh an average depth of 484 ym, whereas fhe unexposed root surfaces showed irreguiarifies wifh an average depth of 323 gm. The depths of fhe abraded areas were evaluafed in relafion fo the values for the unexposed surfaces, and an average depth of 161 |jm was found.The difference befween the exposed and unexposed surfaces was statisticaliy significanf. Conclusion: The presenf sfudy indicates that the air polisher has a strong abrading effect on exposed roof surfaces and should therefore be used with caution on patients with gingival retractions. ABSTRACT Subcutaneous emphysema is a rare complication of dental procedures and can occasionally give rise to potentially life- threatening complications. We describe three cases of subcutaneous emphysema diagnosed in the same dental clinic. All ® cases occurred during tooth or implant cleaning using air polishing (KavoProphyflex ) with a sodium bicarbonate pow- ® der (Air-N-Go Classic ). The diagnosis was based on clinical findings and was confirmed radiologically. The cervical and facial regions were affected in all three cases, and spread to the mediastinum occurred in one case. All the episodes resolved within 3–5 days. Tooth cleaning using air polishing combined with an abrasive powder is a risk factor for sub- cutaneous emphysema, especially when the powder and device are from different manufacturers. Radiological assessment must be performed to rule out involvement of deep tissue planes. Keywords: Abrasive
