To The Divisional Forest Officer, Kalahandi North Division, Bhawanipatna. Sub:- Resubmission of Proposal for diversion of 6.08 ha. of forest land for construction of Turpi M.I. P in Bh.patna Block of Kalahandi (North Division)- online submission (Reg. proposal No. /OR/IRRRIG/27182/2017) Ref:- Your lr. No.3046 dt.08.08.17. Sir, In inviting a letter to the reference cited above, it is to resubmit herewith the online proposal as mentioned above after due compliance of the 25 points as desired as follows for favour of kind necessary action. 1. The check list has been filled up with mentioning the page number with all necessary undertakings and enclosed in the Index. 2. All papers/pages have been signed by the authorized signatory of User Agency. 3. “Employment likely to be generated” will be covered during execution period to the local people by engaging them temporarily. 4. The applied area delineated in the 1:50,000 scale topo sheet signed by the User Agency has been identified by the concerned Range Officer and Tahasildar, Bhawanipatna duly signed at Page-78. 5. Layout plan of the project has been enclosed in the proposal at Page 75 (Annexure-XX) 6. The land schedule of Non-forest land of each Revenue village with abstract and grand abstract signed by the User Agency and duly authenticated by the concerned Tahasildar has been enclosed at Page-14. 7. The land schedule of Revenue forest and DLC forest of each village along with abstract separately for DLC forest and Revenue forest land signed by the User Agency duly authenticated by the Tahasildar concerned has been enclosed and the DLC status of the Land has been mentioned in the remarks column at Page- 60. 8. As per the lr. No.R&DM-GE(GL)-S-63/13-4822/CS dt.12.02.2015 of the Chief Secretary of Odisha addressed to all Collectors, the necessary certificate has been furnished by the Tahasildar as regards status of total land involves in the project both Forest and non-forest land as per Govt. record as on 25.10.1980 at page-60. 9. Necessary undertakings for payment of compensatory afforestation has been attached in the proposal at Page-36 of (Annexure-XIII) 10. Undertakings for payment of non-forest value (NPV) and additional net forest value (PPV) has been attached at Page-36 in sl. No.2. 11. The DGPS maps along with co-ordinates of the area applied in the diversion has been authenticated duly signed by the concerned Range Officer & concerned Tahasildar and attached at Page 76,77. 12. The list of enumeration of trees for both forest and non-forest has been enclosed (Page 15-17) land should be completed within 15 days. 13. The authenticated DGPS Maps of the applied area duly signed by the User Agency, Tahasildar & Ranger has been enclosed to the Diversion proposal as per lr. No.11-9/98-FC dt.08.07.2011 of the MoEF, Govt. of India. 14. The catchment area treatment plan (CATP) of the project may not be required being a minor project with small catchment but if & when required the catchment treatment plan cost will be bearded by the User Agency as certified in the proposal vide page- 37. 15. The statement wise break of the project is to be enclosed at Page-60. 16. No spiral binding has been done for necessary convenience as required. 17. The environmental clearance certificate from State Pollution Board has been enclosed at Page-12, 13. 18. The compensatory afforestation plan has been prepared with 10 years maintenance & enclosed at page 68-69(A) 19. The KML file for which area uploaded in the web portal area has been submitted with proper verification & identification and the area tallied as proposed fund, and signed by the User agency, Tahasildar & Ranger concerned. 20. The compensatory afforestation land has been identified “1:50,000 Topo sheet to 65M/6 duly signed by concerned Tahasildar & Ranger. 21. The alternative studies of the project does not arise. 22. The acknowledgement slip of the proposal has been attached. 23. Alternative analysis is not required in this project as there is no alternative proposal. 24. The project site has been located at forest area which connects to both side hillock area which comes under DLC & reserve forest land and suitable for dam project site as per the approved alignment. 25.     EXTRAORDINARY PUBLISHED BY AUTHORITY No. 2031 CUTTACK, THURSDAY, OCTOBER 31, 2019 /KARTIKA 9, 1941 HIGHER EDUCATION DEPARTMENT NOTIFICATION The 25th October, 2019 No.22523-PT1-HE-FE1B-POLICY-0006/2019/HE.—Whereas, the State Government have established a new unitary University at Bhawanipatna, called the Kalahandi University, by altering the territorial jurisdiction of the Sambalpur University, vide their notification in the Higher Education Department No.5789-HE-FE1B-POLICY-0006- 2019/HE, dated the 6th March, 2019; And, whereas, the Sambalpur University is overloaded with the affairs of about 240 colleges located within its territorial jurisdiction having affiliated to it; And, whereas, it is felt necessary to disaffiliate the Colleges of Kalahandi and Nuapada Districts from the Sambalpur University and affiliate those Colleges to the Kalahandi University at Bhawanipatna so as to reduce the workload of Sambalpur University; And, whereas, it is felt necessary to commence the academic activities of the Kalahandi University at Bhawanipatna from the academic year, 2020 starting from 1st June, 2020; Now, therefore, in exercise of the powers conferred by sub-sections (1) and (2) and clause (g) of sub-section (3) of Section 32 of the Odisha Universities Act, 1989 (Odisha Act 5 of 1989), the State Government do hereby alter the territorial jurisdiction of the Sambalpur University by excluding the Revenue Districts of Kalahandi and Nuapada Districts and by including the same in the Kalahandi University at Bhawanipatna with effect from the 1st June, 2020 and direct that the Colleges located within the Revenue Districts of Kalahandi and Nuapada shall disaffiliate from the Sambalpur University and be affiliated to the Kalahandi University at Bhawanipatna with effect from that date.
