Approved: March 15, 2016 MINUTES OF THE HOUSE VETERANS, MILITARY AND HOMELAND SECURITY COMMITTEE The meeting was called to order by Chairperson Mario Goico at 9:00 am on Tuesday, February 16, 2016, 152-S of the Capitol. All members were present except: Representative Henry Helgerson – Excused Representative Roderick Houston – Excused Representative Louis Ruiz, appointed substitute member to the committee Committee staff present: Tamera Lawrence, Office of Revisor of Statutes Jenna Seematter, Office of Revisor of Statutes Cindy Lash, Legislative Research Department Natalie Teemer-Washington, Legislative Research Department Rich Mergen, Kansas Legislative Committee Assistant Conferees appearing before the Committee: Evan Holt, Retired Lt. Col., United States Marine Corps Blake Flanders, President & CEO, Kansas Board of Regents Wayne Bollig, Deputy Director, Kansas Commission on Veterans Affairs Office Representative Tony Barton, Leavenworth, 41st District Larry Dedeke, Mayor, City of Leavenworth Terry Rogers, Lansing Sheriff Andy Dedeke, Leavenworth County Sheriff's Office Others in attendance: See Attached List Vice-Chair Les Osterman opened the meeting, welcomed everyone, and announced that Chair Goico was running a few minutes late. Committee Meeting Minutes Representative Lonnie Clark made a motion that the committee minutes for January 28, February 2 and February 4, 2016 be approved. Representative John Rubin seconded the motion and the motion passed. Hearing on: HB2567 — Reinstating resident tuition ad fees for certain military veterans and dependents. Col., United States Marine Corps, (Attachment 1) spoke in support of HB 2567. Others in support included: Blake Flanders, President & CEO, Kansas Board of Regents, (Attachment 2); and Wayne Bollig, Deputy Director, Kansas Commission on Veterans Affairs Office, (Attachment 3). Hearing on: HCR5024 — Urging the U.S. President to not send terrorist detainees to Kansas or elsewhere in the U.S. Chair Goico opened the hearing on HCR 5024. Tamera Lawrence, Assistant Revisor of Statutes, presented a brief overview of HCR 5024. Proponents - Representative Tony Barton, District 41, Leavenworth, passionately spoke in support of HCR 5024, (Attachment 4). Others included Mayor Larry Dedeke, City of Leavenworth, (Attachment 5); and Terry Rogers, Lansing, (Attachment 6). A question and answer period followed. Proponents, written only - Sheriff Andy Dedeke, Leavenworth County, (Attachment 7) provided written testimony supporting HCR 5024. Opponents - none Opponents, written only - none Neutral - none Chair Goico closed the hearing on HCR 5024. Possible action on bills previously heard Chair Goico announced his interest in working the two (2) bills previously heard, with no objections and unanimous support of the committee, proceeded with final action on HB 2567 and HCR 5024. Final action on: HB2567 — Reinstating resident tuition ad fees for certain military veterans and dependents. Representative John Rubin made a motion to favorably pass HB 2567 . Representative Diana Dierks seconded the motion. Bill was opened for discussion. Representative Rubin made a motion to amend HB 2567 with a prepared balloon amendment. (Attachment 8) The motion to amend was seconded by Representative Les Osterman. There was discussion on the amendment. Representative Rubin closed on his motion to amend HB 2567 with the balloon amendment and the motion passed on a voice vote. Representative John Rubin made a motion to favorably pass HB 2567 as amended, s econded by Representative Dierks and passed on a voice vote. Final action on: HCR5024-Urging the U.S. President to not send terrorist detainees to Kansas or elsewhere in the U.S. Representative Becky Hutchins made a motion to favorably adopt HCR 5024 , seconded by Representative Adam Lusker and passed on a voice vote. HCR 5024 adopted. The next Veterans, Military & Homeland Security Committee meeting will be on Thursday, February 18, 2016. A hearing on HB 2692 is scheduled along with possible action of bills previously heard. The meeting was adjourned at 10:20 am.
