SIR, I have the honour to submit the Forty- second Annual Report on the Births, Still births, Deaths, and Marriages registered in Northern Ireland, together with Abstracts of the particulars of such registrations. The Report relates to the year ended 31st December, 1963 at which date the civil registration of Births, Deaths and Roman Catholic Marriages had been in operation in Northern Ireland for 100 years. The Abstracts have been prepared for pre sentation to Parliament, pursuant to the pro visions of statutes governing the registration system. The Report draws attention to the salient features of the vital statistics contained in the Abstracts, and information is given relating to notification of infectious diseases, migration and the weather. Infant Mortality Rates in Northern Ireland, England and Wales, Scotland and the Irish Republic 30 6 General Notes The figures contained in this Report may be regarded as superseding the provisional figures already pubUshed for the year 1963 in the Registrar General's weekly and quarterly returns. The value of the statistical information concerning deaths contained in the Registrar General's Annual Reports and other publications is to a large extent dependent on the degree of care and accuracy with which the members of the medical profession enter the required particulars on the form of medical certificate of the cause of death. Rates are assessed per 1,000 of the estimated home population as at the 30th June unless otherwise stated. Marriage rates relate to the number of marriages solemnised, not to the number of persons married. Comparisons with rates (births, deaths, etc.) recorded in other parts of the British Isles are included in several tables and diagrams. These comparisons are substantially correct but it should be remembered that (with the exception of Diagram 3) they are crude rates only and take no account of changes in or differences between the age and sex structure of the populations. Generally speaking, the classifications adopted for the purposes of this Report are the Intermediate and Abbreviated Lists contained in the "Manual of the International Statistical Classification of Diseases, Injuries and Causes of Death, 1955." Where more than one cause of death is reported, the death is classified according to the underlying cause, i.e. the disease or injury which initiated the train of morbid events leading directly to death. This method of class ification is followed even if the deceased may have recovered from the underlying cause long before the date of death. In the text and tables the term "Neo-natal MortaUty" relates to deaths of children under 4 weeks of age and the term "Infant Mortality" to deaths of all children (including Neo-natal) under 1 year of age. Perinatal deaths include deaths of infants under one week plus still-births. The term Cancer, where used, refers to all malignant neoplasms and neoplasms of the lymphatic and haematopoietic tissues, except Hodgkin's Disease, Leukaemia and Aleukaemia (I.S.C. Nos. 140-200, 202, 203 and 205). In general in the tables and abstracts, dots (•) are used to indicate "none", and dashes (—) are used to indicate that information cannot be given or that the headings are not applicable. Throughout the Report, births and deaths have been recorded accord ing to date of registration and not to date of occurrence. They have also been allocated to the district of normal residence, if in Northern Ireland, births having been assigned to the districts containing the normal resi dence of the parents, and deaths to the districts containing the normal residence of the deceased persons. Events occurring in Northern Ireland relating to persons whose normal residence is outside Northern Ireland have been assigned to the district of occurrence. 7 Report 1963 SUMMARY The rates for births, deaths and marriages were higher than in 1962 and the still-birth rate was lower. The following figures indicate the general trend of marriages, births and deaths over the past thirty years.
