Department of Public Relations, Chandigarh Administration Www Department of Public Relations, Chandigarh Administration www.chandigarh.gov.in Press Release Ambassador of Democratic Republic of Congo, Mr. Alex Kande Mupompa calls on Punjab Governor Chandigarh, April 3: A four member delegation led by the Ambassador of Kasai-Occidental Province of Democratic Republic of Congo, Mr. Alex Kande Mupompa today called on Punjab Governor and Administrator, Union Territory, Chandigarh, Mr. Shivraj V. Patil at Punjab Raj Bhavan and apprised him that they want to explore natural resources of their country and he said our solutions lies with India. He said that they want to expand partnership with India in the field of agriculture and he also requested to send team of farmers and experts to study our potential. In a meeting with Mr. Alex Kande Mupompa, the Punjab Governor said that there was a major scope to further expand economic & business cooperation in agriculture produce, sharing of educational tools & technologies, which can be of immense mutual benefit of people on both sides. Mr. Patil said that Chandigarh is a capital of Punjab and Haryana and both the States are doing well in agriculture. He said land is very fertile and people of this area are very enterprising and they would be happy to go to your country and would be proved helpful. He said that we would be able to send agriculture scientists and agriculture equipments to your country. He said if enough land would be given to them they would be happy to settle down there. Mr. Patil further stressed that Punjab has achieved a major breakthrough in the agriculture sector and allied fields and state is emerging as a progressive and vibrant investment destination. He suggested for strengthening partnerships in agri-related ventures especially forests, dairy and food processing which has a major scope of collaboration. The Punjab Governor presented a set of religious books to the Ambassador.     Kerala Governor misuses his Constitutional Power Why in news? Kerala Governor Arif Mohammad Khan refuses permission to convene special assembly session against farm laws. However, later he accepted the government’s amended request for convening the session. Why he refused to convene the session? He questioned the urgency of the special session and said that the Assembly lacked the jurisdiction to offer a solution to the farmers’ protest. Earlier he questioned a resolution passed by the Kerala Assembly on the Citizenship (Amendment) Act. He also made public statements supporting the CAA and the farm laws. How did the state government reacted to this? Kerala Chief Minister said that the Governor has no discretionary powers in this matter & his actions are unconstitutional. Opposition parties in the state also stood by the state government. What does this action of the Governor indicate? Governor’s refusal to convene assembly undermines duly elected State governments. He has encroached upon the powers of the state legislature and the elected government which undermines the democratic processes. His actions in defending the Centre and questioning the State on sensitive topics portrays him as partisan& can weaken federalism. Such partisan behaviour can tarnish his personal reputation as a fair- minded public figure. This action is comparable to that of Rajasthan Governor who refused to convene a session of the Assembly in July last year as demanded by the Chief Minister. What was done in the special session of the assembly? On December 31, one-day session sought the repeal of the central laws that are at the heart of the ongoing farmer agitation.

    Shah Bano and India’s Postcolonial Predicament: Gender vs. Religion Ishan Prasad Senior Division Historical Paper Paper Length: 2,498 words “And for divorced women is a provision according to what is acceptable—a duty upon the righteous.” - The Qur’an, 2:241 In April 1978, Shah Bano, a 62-year-old Muslim woman from the north Indian state of Madhya Pradesh, filed a suit demanding maintenance payments from her husband after he kicked her out of the family home. Little did she know that her small plea for gender justice would result in sectarian strife on a scale not seen since the birth of the nation. Neither communalism nor misogyny is new to India, but during the Shah Bano case, gender and religion briefly shared the same stage, each staking out competing claims.1 For while Shah Bano petitioned the courts for legal rights promised to all female citizens, her ex-husband, Mohammad Ahmad Khan, asserted that Islamic law exempted him from providing for her. India, then, found itself between Scylla and Charybdis, as women clamored for gender rights and the Muslim minority fought to preserve its religious identity. Women’s rights advocates initially triumphed with a favorable Supreme Court ruling, but their victory was short-lived, as Parliament quickly passed legislation overturning the Court’s decision. Thus, political considerations, in concert with powerful colonial legacies, led to the triumph of religious rights over gender rights. Shah Bano’s loss was decried as a tragedy by women’s organizations, while Muslim leadership hailed triumphant in their quest to safeguard Muslim religious practice.
