In recent years, the legislature has decided to get lean and mean with the local government appropriation process. Both the Florida House of Representatives and the Florida Senate have strict rules andT regulations regarding local municipalities receiving State funds. The past several legislative sessions have been challenging for many munici- palities; many local governments continue to do what they have always done expecting a different result. Team NMB has charted a new course that State Representative and Appropriations Committee Chair, Carlos Trujillo, (center) with NMB will result in legislative success! Our message is clear and precise, by having our team all speak with one voice – we are able to advocate in the most effective way in our State Capi- tol. We research the best possibilities for funding by planning early with our government relations team and bringing projects that have best possibili- ties for funding! Our team of elected and appointed officials and City Legislative advo- cates all travel to Tallahassee to sit face to face with key decision makers in both the Florida House and Florida Senate. This advocacy strategy has been instrumental in our success. Our ongoing efforts have led to North Miami Beach receiving close to a million dollars for sewer projects, historic preservation and park enhancements. THE SUN RISES ON THE FLORIDA LEGISLATURE: THE CONSTITUTIONAL AMENDMENT ON OPEN LEGISLATIVE MEETINGS THOMAS Ross McSwAN* URING the 1989 and 1990 legislative sessions, the Florida Legis- lature fundamentally changed the way the public's business is conducted. This change resulted from a growing willingness of the Legislature to open its meetings to the public, particularly those meet- ings where the most important legislative decisions are made. The impetus for a more open Legislature came in the aftermath of the now-defunct sales tax on services (services tax).' During considera- tion of the services tax in April 1987,2 key legislators and gubernato- rial aides met secretly at a pizza and beer party in a lobbyist's Tallahassee townhouse to iron out the final details of the tax.' The public's reaction both to the tax and to the way it was adopted was fast and furious.
