This report summarizes our SMPL activities for the year encompassing the beginning of July 2006 through the end of June 2007.

History of SMPL The (UCC) is a non-profit organization working to preserve, protect, and restore urban streams and their riparian habitat. We act as advocates on behalf of creeks in urban and other areas, and offer support and technical advice to grassroots organizations. The Streamside Management Program for Landowners (SMPL) was started with the Contra Costa Clean Water Program in 2001.

Phone Consultations Phone consultations are sometimes conducted for landowners when they prefer not to receive a site visit, such as for a permitting or regulation question or when they need a referral to a design/build firm or creek group. Many landowners are simply in need of information, which UCC can provide via email or regular mail. UCC fields several dozen of these types of calls from Contra Costa residents per year. An example of a phone consultation from this fiscal year: • Lafayette (Lafayette Creek): A renter called concerned that about the planned removal of 24 mature redwood trees from a nearby creek bank. UCC called the City of Lafayette and found that they did not have a problem with the removal of the trees due to the lack of an ordinance that protects redwoods. UCC advised the occupant to contact the RWQCB and CA Dept of Fish and Game if they wanted to pursue the matter beyond the aforementioned local jurisdiction.

Site Visits This year, the Urban Creeks Council conducted 25 site visits through the SMPL program. Site visits generally consist of a preliminary phone call, an onsite assessment (usually 1 to 2 hours), and a follow-up letter summarizing recommendations. We promote bioengineering techniques over traditional engineering solutions to address bank erosion. During our visits, we also promote other ecologically sensitive “creek care” practices, such as replacing invasive plants with native species, using integrated pest management, and minimizing impervious surfaces. SMPL program participants are also provided appropriate reference materials for their situation, such as “how to” guidance on installing live willow cuttings and other bioengineering techniques, riparian plant lists, consultant lists, and agency permitting information.

A more detailed summary will be included in the upcoming presentation that we will give to the CCC Clean Water Program Management Committee. Many projects are in the development/implementation phase and are beginning to unfold this fall as direct results of SMPL visits.

Community Workshops and Meetings

• An educational field tour was conducted where we visited Wildcat Creek (San Pablo) and Poinsett Park (El Cerrito) restoration projects with professionals from various Regional Water Quality Control Boards, different private watershed consultants, and several local, state, and federal regularity community officials. The tour was conducted in an effort to demonstrate the benefits of multi-objective restoration projects and in an effort to share UCC’s experiences and lessons learned with relevant officials. • Unincorporated Moraga (Bollinger Creek): UCC conducted a hands-on workshop as a result of a previous neighborhood-wide set of site visits. The neighborhood, a homeowners association, voted on a pilot project site and a bank stabilization project was implemented with help from neighborhood volunteers. These volunteers placed native seeds under an erosion control blanket and added various live willow and dogwood cuttings throughout the entire bank. • Pleasant Hill (Pleasant Hill, Grayson and Murderer’s Creeks): UCC staff performed a talk on general creek care and restoration principles at the Friends of Pleasant Hill Creeks’ monthly meeting, attended by 15 people. The FOPHC subsequently requested a workshop by UCC, which was held in March.

• Pleasant Hill (Grayson Creek): Approximately 12 community members participated in an erosion control workshop, hosted by residents stewarding a long reach of Grayson Creek. FOPHC and UCC collaborated in gathering willow, erosion control fabric, tools and other supplies in order to stabilize a 15 foot stretch of creek bank. Participants learned about willow staking, use of native grass seed, fascines, and proper use of erosion control blankets. UCC also discussed creek dynamics and offered a historical perspective to the current condition of Bay Area Creeks. The workshop also served to raise creek awareness among neighbors, and pique interest in SMPL consultations for other residents along Grayson Creek. • In partnership with the Martinez Adult Education staff, UCC staff participated in a school planting day along Alhambra Creek on school property. • UCC attended monthly meetings for the Alhambra Watershed Council. This group is identifying funding sources, prioritizing tasks, and visioning the restoration of 1 mile of Alhambra Creek, including the historic Site. • UCC continued to participate and actively engage in the Contra Costa County Watershed Forum, and gave a presentation to the group on soil bioengineering.

PROGRAM ADMINISTRATION/PLANNING Administrative work this quarter included: • UCC updated our visits database to better track our geographic presence, recommendations, and referrals.

3 • UCC created a phone survey (to be implemented first quarter FY07-08) in order to assess site visit effectiveness in terms of projects implemented, and to identify barriers to project implementation. Considerations for the Future Urban Creeks Council is very pleased with the success of the SMPL program. The scope of work for Fiscal Year 06-07 will allow UCC to continue providing comprehensive services to homeowners, communities, and municipal agencies.

Conclusion The SMPL program continues to grow and improve each year. We feel that together with the Clean Water Program, we are effectively bridging the gap between homeowners and various governments and municipalities. As a non-profit organization, we are perceived as an impartial entity and landowners seem to feel comfortable discussing their concerns with us.

UCC experienced an increase in referrals from city officials, as well as regulatory agencies such as CA Department of Fish and Game. We anticipate that in upcoming years, with potentially more severe rainy-seasons than the mild storms of this year, this program will reach an increasing number of homeowners throughout Contra Costa County. In lieu of budgetary expansion for the approaching fiscal year, UCC hopes to develop ways of reaching more property owners undertaking individual stewardship efforts.

UCC is very much looking forward to this next year, the SMPL program’s seventh year. We were excited to learn that the Committee had authorized program renewal for the next 3 years (FY07-08, FY08-09, FY09-10), and see this partnership as a model for county efforts throughout the Bay Area. As always, we appreciate the Clean Water Program’s commitment to its residents and creeks through the SMPL program.
