MEMORANDUM OF UNDERSTANDING ON COOPERATION IN EDUCATION BETWEEN THE MISSION AUTHORITIES OF CHRISTIAN MISSION SCHOOLS IN MALAYSIA AND THE MINISTRY OF EDUCATION OF MALAYSIA A. PREAMBLE 1. The Mission Authorities of Christian Mission Schools in Malaysia are the owners of the Christian mission schools in the country. They are set out in Schedule I (hereinafter referred to as "the Mission Authorities"). The list of participating Mission schools that are covered in this Memorandum are as set out in Schedule 2 hereto. 2. The mission schools were set up by the Mission Authorities in the pre-Merdeka period to meet the needs of the community in the pre-independence period by providing educational opportunities to the local children, especially to girls, who would otherwise not have had opportunity to receive an education. These schools were owned and initially administered by the respective Mission Authorities who established the schools with English as the medium of instruction in a majority of the schools and a few with Chinese/Tamil as the medium of instruction. 3. Mission schools are characterised by their special ethos that promote unity, love, person-centred education and compassion for the weak which form the underlying philosophy of mission schools with regard to education. They have played a major role in nation building. 4. Following the Report of the Royal Commission of the Teaching Services 1971 (the Aziz Report), the Mission Authorities accepted the invitation of the Government for the mission schools to be absorbed into the National Education System and for them to be run as government-assisted schools. -

ISSUE: 2016 No. 61 ISSN 2335-6677 RESEARCHERS AT ISEAS – YUSOF ISHAK INSTITUTE ANALYSE CURRENT EVENTS Singapore | 3 November 2016 Turning Malaysia off Inter-Faith Strife Maszlee Malik* EXECUTIVE SUMMARY Since 2008, Malaysia has witnessed a series of incidents, which though piecemeal and coincidental, threatens the very fabric of Malaysian multi-ethnic and multi- religious co-existence. Many, including Muslim lawmakers from both the government and opposition camps, have voiced strong concerns over the growing trend of majority Muslim Malaysians imposing their religious beliefs onto citizens belonging to ethnic minorities. MALAYSIA Executive Summary The constitution protects freedom of religion; however, portions of the constitution as well as other laws and policies placed some restrictions on religious freedom. The government did not demonstrate a trend toward either improvement or deterioration in respect for and protection of the right to religious freedom. The constitution gives the federal and state governments the power to “control or restrict the propagation of any religious doctrine or belief among persons professing the religion of Islam.” The constitution also defines ethnic Malays as Muslim. Muslims may not legally convert to another religion except in extremely rare circumstances, although members of other religions may convert to Islam. Officials at the federal and state government levels oversee Islamic religious activities, and sometimes influence the content of sermons, use mosques to convey political messages, and prevent certain imams from speaking at mosques. The approved form of Islam is Sunni Islam; other teachings and forms of Islam are illegal. The government maintains a dual legal system, whereby Sharia courts rule on religious, family, and some criminal issues involving Muslims and secular courts rule on other issues pertaining to both Muslims and the broader population. Government policies promoted Islam above other religions. Minority religious groups remained generally free to practice their beliefs; however, over the past several years, many have expressed concern that the secular civil and criminal court system has gradually ceded jurisdictional control to Sharia courts, particularly in areas of family law involving disputes between Muslims and non- Muslims. Religious minorities continued to face limitations on religious expression, including restrictions on the purchase and use of real property. -

ASIATIC, VOLUME 13, NUMBER 2, DECEMBER 2019 Dialogical Intersections of Tamil and Chinese Ethnic Identity in the Catholic Church of Peninsular Malaysia Shanthini Pillai,1 National University of Malaysia (UKM) Pauline Pooi Yin Leong,2 Sunway University Malaysia Melissa Shamini Perry,3 National University of Malaysia (UKM) Angeline Wong Wei Wei,4 Universiti Tunku Abdul Rahman (UTAR), Malaysia Abstract The contemporary Malaysian Catholic church bears witness to the many bridges that connect ecclesial and ethnic spaces, as liturgical practices and cultural materiality of the Malaysian Catholic community often reflect the dialogic interactions between ethnic diversity and the core of traditional Roman Catholic practices. This essay presents key ethnographic data gathered from fieldwork conducted at selected churches in peninsular Malaysia as part of a research project that aimed to investigate transcultural adaptation in the intersections between Roman Catholic culture and ethnic Chinese and Tamil cultural elements. The discussion presents details of data gathered from churches that were part of the sample and especially reveal how ceremonial practices and material culture in many of these Malaysian Catholic churches revealed a high level of adaptation of ethnic identity and that these in turn are indicative of dialogue and mutual exchange between the repertoire of ethnic cultural customs and Roman Catholic religious practices. Pic: FRANCIS LAI PETALING JAYA, Saturday, 17 August 2019: “The Brothers had dedicated their lives exclusively to educate millions of students of all races and creeds in the country,” the Catholic Archbishop of Kuala Lumpur, Most Reverend Julian Leow Beng Kim, acknowledged during the Holy Eucharist at the Tercentenary celebration. “Many of these students have risen to great prominence to become successful professionals and leaders. We owe a debt of gratitude to these La Salle Brothers on whose shoulders we stand on today. We have to be thankful to the dedicated services of these Brothers, who have groomed many a student and given them a direction in their lives,” said Julian, an alumni of St Paul’s Institution in Seremban, Negri Sembilan. Archbishop Julian noted that the majority of the Brothers in Malaysia are aged 60 and above. “One of them is 80 years old. In one to three decades, I fear there will be no more Brothers in our schools. Will the Lasallian spirit eventually die? Will its legacy slowly fade away, leaving only memories?” he asked. He said the brothers had inculcated great values and given so much to educate local youth for 167 years in Malaysia. -

Available online at www.sciencedirect.com Procedia Social and Behavioral Sciences 2 (2010) 7479–7485 Selected Papers of Beijing Forum 2004 Regional Networks of Knowledge in Eastern Asia Interrupted Histories Anthony Reid Professor, Asia Research Institute, NUS, Singapore Eastern Asia has suffered more than most regions from the mutual incomprehensions that stem from differences of language, civilization, history and memory. It has often seemed in the era of relative peace since 1980 that contacts were being made for the first time, and that the painful construction of ASEAN and its regional dialogue partnerships were processes of new discovery. Of course this is an exaggerated view. There is a story to be told both for Southeast Asia and for the broader region of eastern Asia of attempts to see the collectivity of these regions and to organise networks within them. This paper will focus primarily on networks of knowledge rather than networks of power. The relations between governments in eastern Asia have been heavy with inequalities, and frequently poisoned by war and domination. That story is moreover well known, albeit in a variety of contested national versions. More interesting for our purposes is the story of networks of scholarship, through academic publications and structures in the twentieth century though more often religious contacts before that. Perhaps partly through my own bias as a Southeast Asianist, it appears to me that the story of these non- government networks of knowledge parallels in some ways the story of ASEAN + three in recent times. So dominant were the power relations and rivalries of Northeast Asia that the more successful informal networks of knowledge often arose in Southeast Asia and spread north and east. -

INTRODUCTION Today Christianity in Malaysia and Singapore seeks an identity which is true to its own energy and cultures at the same time as it is conscious of its participation in a universal faith. It is also important that it be aware of its own history. While associations with the British period have now faded, it remains nevertheless an era worthy of study, just as the nature of that association still requires examination. The years between the arrival of the British in Penang and the signing of the Treaty of Nanking cover a time when British interests in the region developed but did not yet extend beyond the Straits Settlements. It was no accident that this was also a period of Christian expansion, yet the links were on the whole indirect. For the churches, it was a time when if seldom at government direction, then at least under a British umbrella, a new influx of missionary interest both took root and lost impetus. Such an influx was not to be repeated until later in the century and again in the 1950s, and in any case much of the core of modern Christianity in the end derives as much from migrant Christian communities as from the work of missionaries in Malaya. Nevertheless the diversification and growth of the church during the early 19th century was not insignificant. What began as a sleepy community of Catholic Portuguese, over a period of 60 years came to encompass other races and at least some other denominations.
