OSW Commentary CENTRE FOR EASTERN STUDIES NUMBER 378 11.02.2021 www.osw.waw.pl The Bohemianisation of the media The acquisition of the Czech media sector by local billionaires Krzysztof Dębiec The deal finalising the sale of Nova TV to PPF on 13 October 2020 completed the process of key Czech media organisations being taken over by local capital. At the beginning of 2008, foreign entities controlled the vast majority of the Czech media market. However, a wide section of the popular press titles and radio and TV stations was taken over by domestic billionaires in the following years. They took advantage of the problems the owners of traditional media outlets had to face: both temporary (the decline in advertising revenue during the economic crisis) and structural (the increasing popularity of the Internet at the expense of the printed press). The expansion of domestic business empires in this sector was quickly branded as an oligarchisation of the media in the Czech Republic. Local billionaires treated their new assets as tools of political influence. They do not rely on the mass media as a source of profits. Instead, they use it as a means for protecting their businesses from attacks by competitors or state interference. The mass media has even become a tool for gaining or consolidating a political and business position. There are many indications that, for similar reasons, the richest Czechs are also buying media outlets abroad in countries where they do business. Foreign media corporations became the owners of the vast majority of the Czech mass media (see Appendix, Chart 1) due to the limited opportunities for development on their respective home markets, the significant resources of capital and knowledge they had, and due to the absence of restrictions on entering the Czech market. -

Most strik- ing was the purchase of one of the largest publishing houses Mafra by the tycoon Andrej Babiš in June 2013, followed by the takeover of the Czech branch of Ringier by other Czech businessmen later that year. The first case in particular instigated immense discussion about the economic and ethical crisis facing Czech journalism since Babiš is also a power- ful political figure (currently the Minister of Finance). In response, a significant number of leading, well-known journal- ists left media owned by big business and launched projects of quality or “slow” journalism which had until that point been merely discussed theoretically. This paper—based on the results of the Czech part of the Worlds of Journalism Study project—addresses the shift in the ways journalists perceive their roles and ethical responsibilities before and af- ter the 2013 ownership changes. -

In the Czech Republic we can talk about another, the third stage of media ownership from 2013, when Andrej Babiš, entrepreneur, the chair of a political party, and later the Deputy Prime Minister and Finance Minister, became the owner of the MAFRA Publishing House. 75 The theoretical debate of our contribution looks at the first two historical stages and discusses point-by-point the individual concepts that the literature mentions in this context (party-press parallelism, Italianisation) and some of which may be in conflict with the normative expectations placed on the media in democratic and pluralist societies (business parallelism, impure publishing, instrumentalisation). The subsequent empirical part of the paper is dedicated to this “third stage” of media ownership in the Czech Republic. The method of quantitative content analysis focuses on Babiš’s two dailies, MF Dnes and Lidové noviny, and, by comparison with the contents of other dailies, examines whether there has been political instrumentalisation that has robbed them of their independence so that they side with their owner. -
The Gradual Takeover of the Czech Media System
The gradual takeover of the Czech media system MARTINA VOJTĚCHOVSKÁ Professor, Department of Media Studies, Metropolitan University Prague, and editor-in-chief of MediaGuru.cz. Changes in the ownership structure of mainstream Czech dailies are transforming what had been a relatively stable Czech media environment over the previous 20 years. Newspapers are now owned by major national business groups with political ties. This text discusses the developments in the ownership of Czech print media and illustrates the changes that the evolving ownership structure brings in terms of media content, media legislation, and public service media. It argues that changing ownership patterns have made media more dependent on the political and business elite and concludes that legislative changes are desirable with a view to protecting media pluralism in the country. It is too early to tell whether the recent takeover of local media outlets by owners with political ties will result in full-blown media capture, but signs are ominous. Supporters of media freedom hope that 2016 legislation regarding media ownership and conflict of interest will help address some of the potential problems. -

Populism and technocracy can com- bine to form ‘technocratic populism.’ The study assesses the extent to which democratic decay can be traced to the actions of technocratic populists as opposed to institutional factors, civil society, fragmentation and polarization. The main find- ings of this article are that technocratic populism has illiberal tendencies expressed best in its efforts at executive aggran- dizement (cf. Bermeo, 2016). Without an effective bulwark against democratic erosion (cf. Bernhard, 2015), technocratic populism tends to undermine electoral competition (vertical accountability), judiciary independence, legislative oversight (horizontal accountability), and freedom of the press (diagonal accountability). The most effective checks on technocratic populist in power, this study finds, are the courts, free media, and civil society. This article highlights the mechanisms of democratic decay and democratic resilience beyond electoral politics. It indicates that a combination of institutional veto points and civil society agency is necessary to prevent democratic erosion (cf. Weyland, 2020). While active civil society can prevent democratic erosion, it cannot reverse it. Ultimately, the future of liberal democracy depends on the people’s willingness to defend it in the streets AND at the ballot box.
