West Ward Priorities 2014/15

Ward Description The Ward includes the neighbourhoods of , Burncross and and has a population of 17,699. The ward has a proportionately high young population (17%) and a large older population (21%). The 2011 Census indicates that 4% of West Ecclesfield Ward is BME, lower than the city average. High Green neighbourhood is the most deprived in the ward, with around 16% of people living in areas amongst the most deprived 10% in .

High Green, Burncross and Grenoside used to be villages in their own right and retain many of their distinctive features setting them apart from the urban area of north east . Residents have good access to open fields and countryside including at Greno Woods in the west of the ward. The A61 Road, a key transport link to the M1 and major trans- pennine routes, runs through Grenoside.

The established and stable Burncross population lives predominantly in owner occupied private houses. Grenoside has a mix of housing types and tenures, including post war social housing and new developments and old, stone-built cottages from the original village. There is a strong sense of identity in the neighbourhood with active community groups and organisations.

High Green is Sheffield's most northerly suburban neighbourhood. New developments blur its boundary with Chapeltown. However a third of residents live in social housing; at the heart of the area is a large council estate surrounded by private housing. Part of High Green falls within the top 10% most deprived areas in the country and has been the focus of health and community development activity. The deprivation that exists in the High Green area has a significant effect on the health and wellbeing of people living in the area. Statistics for High Green tell us that there are:

 Significantly higher levels of referrals to mental health specialties, and significantly higher rates of admissions to mental health specialties for those aged 16 - 64.  Significantly worse rates for A&E attendances and elective and emergency hospital admissions for persons aged 65+ and elective hospital admissions.  Significantly worse levels of modelled adult obesity and of 5 per day fruit and vegetable consumption.

 Significantly worse levels of hospital admissions for Chronic Diseases, Circulatory Diseases and Asthma.

Local Priorities Following consideration of the statistics, consultation and input from local service providers, the Councillors for the West Ecclesfield Ward have identified their key priority for 2014/15. This will be to support the management committee of the Miners Welfare Hall in High Green to ensure the community space fulfils its capacity to be a community hub for High Green. The aim of this priority is to enhance community facilities and address the issue of social isolation in this deprived neighbourhood.

Local Councillors will achieve this outcome by working in partnership with local service deliverers and community organisations. This priority contributes to the recommendations from The Sheffield Fairness Commission, which was set up to make non-partisan, strategic assessments of the nature, cause, extent and impact of inequalities in the city.

Local Councillors will commit to talking to local people and local organisations to ensure that people have regular opportunities to express their views on local issues to the councillors. Councillors for the West Ecclesfield Ward are also aware that the area has many links with the Ward and commit to working closely with the ward councillors in that area when necessary.

Community Development of High Green Local councillors will work with partners and local organisations to develop the community capacity in the High Green area. Supporting the community to develop the Miners’ Welfare Hall as a community hub will be a crucial part of this priority. The key objectives in undertaking this work are to:  Address social isolation in High Green  Enhance digital inclusion and improve online facilities for the hall  Give young people something to do and somewhere to go in High Green  Ensure the hall becomes a well-used and valued community hub  Support local community organisations in increasing their usage of the hall  Tackle anti-social behaviour through diversionary activities

This activity supports the Fairness Commission’s recommendations around ‘Health and Wellbeing for All’, ‘Aspiration and Opportunities for All’ and ‘What Citizens and Communities Can Do.’
