AGENDA ITEM# 12 SUN VALLEY GENERAL IMPROVEMENT DISTRICT DATE: 2-3-17 TO: Board of Trustees FROM: Darrin Price – General Manager SUBJECT: Review and discussion regarding the 2017 Legislative Session with possible direction to staff. (for possible action). Every two years the Nevada Legislature meets. 2017 is here and it’s that time again. In 2014, the District cancelled its Lobbying contract with Fred Hillerby. At that time the total expenses for the lobbying contract was $1,650.00 dollars a month year round (as to include committee meetings that can and do meet when the session is closed and networking). In February of 2015, the board unanimously approved the General Manager “to act in the lobbying capacity” for the District. Per this direction I have started to assemble a team to assist me with monitoring, tracking, networking, and attending sessions, committee meetings, and general networking to establish relationships with both legislators and their staff. I registered myself, Jennifer, and Maddy as paid lobbyist for this session. The cost to register is $300.00 dollars per person, a total of $900.00 dollars. As a registered lobbyist you can track 10 bills via NELLIS. NELLIS is the Nevada Electronic Legislative Information System. It allows for PLT: What is Personalized Legislative Tracking (PLT)? · PLT allows you to subscribe to BDRs, bills, and budgets that are of interest to you, and subsequently tag and create notes on your subscriptions. · The advantage of PLT is that you will receive immediate notifications of hearings, a daily status notification, and have access to tailored, exportable reports for the subscriptions you have chosen to track. -

PRESESSION REPORT 2019 PRE-FILED LEGISLATION • House http://www.legis.ga.gov/Legislation/en-US/Prefiles.aspx?Chamber=2 • Senate http://www.legis.ga.gov/Legislation/en-US/Prefiles.aspx?Chamber=1 There were 28 pre-filed pieces of legislation for 2019. While some were on the lighter side – such as naming the judicial center after Governor Nathan Deal and commending the Atlanta Braves 2018 season – some notables include the following: HB 2 – (Rep. Matt Gurtler) Allows certain Georgians to carry a firearm without a permit. HB 8 – (Rep. Debbie Buckner) Exempts certain women’s hygiene products from state sales tax. HR 2 – (Rep. Scot Turner) Prohibits the use of a poll tax in Georgia. HR 6 – (Rep. Michael Caldwell) Provides for term limits for state elected officials. SB 2 – (Sen. Steve Gooch) Allows for EMCs to partner with internet companies to provide broadband service to members. HOT BUTTON ISSUES FOR 2019 Education Throughout the campaign, Governor Kemp presented education as one of his top priorities. Included in this is teacher compensation and a priority on mental health counselors in schools as well as school security. We will also continue to watch and see how the state proceeds with the implementation of the testing pilot program passed in 2018. One complication in education policy in 2019 is a void in leadership in each Chamber. With the retirement of Brooks Coleman in the House and Senator Lindsey Tippins resigning his chairmanship, both committees are currently without a leader. We expect the new chairs to be announced any day now. Rural Georgia Throughout the 2018 Legislative Session and the 2018 Campaign season, we saw a recurring theme in that legislators see the need for reforms that aid rural Georgia. -

We are grateful for the passage of the CARES Act and the assistance it will provide, but in its current form, we are concerned that the funding Maine will receive cannot be used to address the massive losses in state revenue we expect to incur due to the coronavirus. Current guidance requires that approximately $1.25 billion of the funding Maine is expected to receive must be used for expenditures that: (1) are necessary expenditures incurred due to the public health emergency with respect to COVID–19; (2) were not accounted for in the budget most recently approved as of March 27, 2020 for the State or government; and (3) were incurred during the period that begins on March 1, 2020, and ends on December 30, 2020. These significant restrictions, and an inability to specifically use these funds to offset revenue shortfalls, will seriously inhibit Maine’s ability to respond to this crisis. More flexible federal funding will help us continue to provide vital services, prevent further shutdown of key sectors of the state economy and hasten recovery once social distancing measures are relaxed. -

If this pandemic has taught us anything, it is that government can take broad scale action quickly when we make it a priority. The pandemic has highlighted our Commonwealth’s many strengths, and also its weaknesses. It has shown us that government can rise to the occasion and create powerful, positive change to address those weaknesses and build for a better tomorrow. It has become exceedingly clear that our local public health system presents us with an opportunity for taking that broad scale action quickly in order to build a stronger Commonwealth for everyone. We were pleased to pass Chapter 72 of the Acts of 2020, An Act Relative to Strengthening the Local and Regional Public Health System (also known as the State Action for Public Health Excellence, or SAPHE, Act), this past April, and we are grateful that you signed this important legislation into law. In light of lessons learned during the COVID-19 pandemic, it is clear that we must now accelerate progress more quickly toward the goals of the law. During this crisis, our local boards of health have been on the front lines of our state’s response. -
