AGENDA ITEM# 12 SUN VALLEY GENERAL IMPROVEMENT DISTRICT DATE: 2-3-17 TO: Board of Trustees FROM: Darrin Price – General Manager SUBJECT: Review and discussion regarding the 2017 Legislative Session with possible direction to staff. (for possible action). Every two years the Nevada Legislature meets. 2017 is here and it’s that time again. In 2014, the District cancelled its Lobbying contract with Fred Hillerby. At that time the total expenses for the lobbying contract was $1,650.00 dollars a month year round (as to include committee meetings that can and do meet when the session is closed and networking). In February of 2015, the board unanimously approved the General Manager “to act in the lobbying capacity” for the District. Per this direction I have started to assemble a team to assist me with monitoring, tracking, networking, and attending sessions, committee meetings, and general networking to establish relationships with both legislators and their staff. I registered myself, Jennifer, and Maddy as paid lobbyist for this session. The cost to register is $300.00 dollars per person, a total of $900.00 dollars. As a registered lobbyist you can track 10 bills via NELLIS. NELLIS is the Nevada Electronic Legislative Information System. It allows for PLT: What is Personalized Legislative Tracking (PLT)? · PLT allows you to subscribe to BDRs, bills, and budgets that are of interest to you, and subsequently tag and create notes on your subscriptions. · The advantage of PLT is that you will receive immediate notifications of hearings, a daily status notification, and have access to tailored, exportable reports for the subscriptions you have chosen to track. · PLT is an optional, upgraded feature of the Nevada Electronic Legislative Information System (NELIS) and of the Nevada Legislature website. All of the information is available for free on NELIS. As a reminder to the board, non-lobbyist personal can only contact their representative during the session and a lobbyist may contact any representative during sessions. With this in mind, I registered Jennifer to be able to contact all representatives and their staff either to assist as needed or in my absence be able to carry out business that may need to get done due to timing. Maddy’s registration is due to her incredible history and knowledge of the legislature and of course as possible legal representation as needed. I have purchased the additional bill tracking option to increase our bill tracking from 30 (each paid lobbyist gets 10) to 130. I have also attached to this report the “Scope of Work” that the board approved when we were soliciting a potential lobbyist consultant and the prior Legislative strategy that was discussed at the District’s board meetings. Attached is the initial BDR list we have created for the board’s review along with a contact list of representatives. Staff would be available to answer questions and provide additional information as needed.
