ENVIRONMENTAL INVESTMENT - 3 - 1 Overview The Environmental Management Plan (EMP) applies to the subproject newly proposed in Qianfeng during the Mid-term Review (MTR) of Sichuan-Chongqing Cooperation: (Guang’an) Demonstration Area Infrastructure Development Project , which is implemented by Guang’an Xinhong Investment Holdings Limited. The environmental impacts of the project have been clearly stated in the EIA form for Qian’feng Subproject as the Mid-term Review (MTR) component of Sichuan-Chongqing Cooperation: (Guang’an) Demonstration Area Infrastructure Development Project. The EIA form was prepared by Anhui Siwei Environmental Engineering Co., Ltd. (hereinafter referred to as “Anhui Siwei” ). The EIA report includes environmental regulations and policy analysis, project overview and engineering analysis, environmental and social baseline, survey of existing environmental quality, project impact assessment, information disclosure and public consultation, risk assessment and emergency response plan, environmental management. In general, the newly added subproject in Qianfeng involves no significant and irreversible environmental impacts during construction and operation. However, an additional Bank’s safeguards policy (OP4.37 Safety of Dam) is triggered because the Xiejiawan Park proposed under the subproject will be developed around an existing reservoir, namely Xiejiagou Reservoir. This EMP was updated based on the original EMP for Qianfeng Component of Sichuan-Chongqing Cooperation: (Guang’an) Demonstration Area Infrastructure Development Project (dated October 2014) and follows both the national laws, regulations, and technical guidelines and the applicable Bank's safeguard policies, as well as the World Bank Group Environmental, Health, and Safety Guidelines. The latest available and more economical strategies are adopted in the EMP to mitigate the project impacts. 1.1 Project Background In November 2012, the National Development and Reform Commission issued the “Reply on the Overall Plan for the Construction of the Sichuan-Chongqing Cooperation Demonstration Zone (Guang'an Area)” (Development and Reform Zone [2012] No. 3558). In May 2013, the National Development and Reform Commission issued “About Sichuan Guangan Accepts the Implementation Plan of the Industrial Transfer Demonstration Zone (Development and Reformation West [2013] No. 660). Qianfeng District, as the jurisdiction of Guang'an City, is located in the one-hour economic circle of Chongqing, adjacent to Chongqing Lianglu Cuntan Bonded Port Area and Liangjiang New area, Chongqing and mountains and rivers, cultural similarities, complementary resources, economic blending, a Chengdu-Chongqing economic zone, Sichuan, Chongqing and cooperation demonstration zone, undertake industrial transfer demonstration zone bridgehead. The Qianfeng District actively undertakes the industrial transfer of Chongqing's enterprises. At the same time, according to the urban development concept of “integrating the city and integrating the city”, the Qianfeng City will be built into a suitable - 1 - and livable city suitable for industrial development and suitable for tourism and leisure. The Qianfeng District relies on the geographical advantages of two major cities (Chengdu) and Chongqing (Chongqing), adheres to the scientific development model of people-oriented, industrial integration and ecological priority, and actively integrates into the development of urban clusters in the Chengdu-Chongqing Economic Belt, in line with China's new urbanization plan. (2014-2020), also in line with the World Bank's 2013-2016 National Cooperation Strategy (CPS Report No.: 67566-CN), a strategic theme for green growth and the promotion of comprehensive development. In 2015, Qianfeng District obtained the loan amount of 40 million US dollars from the World Bank-financed Sichuan- Chongqing Cooperation (Guang'an) Demonstration Zone Qianfeng District Industrial Park Infrastructure Construction Project, and invested in the construction of sewage interceptors, Luxi River Landscape Engineering and Industrial Avenue., Bin Henan Road, Riverside Road and other projects. Up to now, the sewage intercepting main pipe and the Luxi River landscape project have been completed, and the Industrial Avenue and Binhe South Road are advancing as scheduled. Due to the adjustment of industrial park planning and other reasons, the original Binhe North Road project was cancelled from the World Bank loan project. Due to the savings from bidding and the cancellation of the Binhe North Road project, the loan saving for Qianfeng Component is approximately $13.4 million. To improve the living environment of Qianfeng urban area and industrial park and to improve the living standards of industrial workers and urban residents, Qianfeng District proposed the landscaping of Luxi River (Logistics Park section) and the construction of Xiejiawan Park as the new subprojects during the MTR of World Bank loan project, as listed below: (1) Landscaping of Luxi River (Logistics Park section): The project include river embankment for flood control and landscaping along the river banks. The total length of the project is about 1.559 km. (2) Xiejiawan park project: with a total area of 166,400m 2, including reservoir water 2. area of 51,986 m2 and landscaping area of 114,407 m - 2 - Figure 1.1-1 Project Location 1.2 Project Description The development goal of the project is to meet the current and projected development needs of the forwards and support them to improve the service levels of transportation, sewage, labor skills and investment promotion. To achieve this goal, the project will support the following activities: (1) Landscaping Project of Luxi River (Logistics Park section): The main project of the Luoxi River Logistics Park section landscape project is the construction of flood control dikes and the construction of landscape projects along the line. The total length of the project is approximately 1.559 km. Among them, the landscaping works involves paving, greening, plank roads, rest structures, national fitness facilities, and small sculptures. (2) Xiejiawan Park Project: The planned area of Xiejiawan Park is 166400m 2, wherein the water reservoir area is 51986m2, and the landscaping area is 114407m2. The project contents include - 3 - landscaping, road paving, greening, plank roads, parking lot, park buildings, amusement and fitness facilities, sketch sculpture and so on. 1.3 Objectives of the Environmental Management Plan The Environmental Management Plan presents mitigation measures in response to the identified environmental impacts and supervise the effectiveness of the measures during the lifespan of the Project. The Environmental Management Plan based on the Environmental Impact Assessment, Plan Environmental Assessment is compiled according to the Chinese environmental laws and guidelines, safeguard policies of World Bank, and optimal practices of similar projects. The purpose of Environmental Management Plan is to ensure the consistency between Environmental Impact Assessment and Environmental Management Plan, to satisfy the relevant standards

Farming was central to the way nationalist discourse constructed the imagined community of the Chinese nation, and it was simultaneously a material practice by which settlers reconfigured the biotic community of soils, plants, animals, and human beings along the frontier. This dissertation shows that Kham’s turbulent absorption into the Chinese nation-state was shaped by a perpetual feedback loop between the Han political imagination and the grounded experiences of soldiers and settlers with the ecology of eastern Tibet. Neither expressions of state power nor of indigenous resistance to the state operated neatly within the human landscape. Instead, the rongku—or “flourishing and withering”—of the state was the product of an ecosystem. This study chronicles Chinese state-building in Kham from Zhao Erfeng’s conquest of the region that began in 1905 until the arrival of the People’s Liberation Army in 1950. Qing officials hatched a plan to convert Kham into a new “Xikang Province” in the last years of the empire, and officials in the Republic of China finally realized that goal in 1939.

During the first year a factory has to demonstrate that it can consistently work to Primark’s ethical standards, as well as meet our commercial requirements in areas such as quality and timely delivery.
