Introduction This Scoping Report is an updated version of the Scoping Report that was consulted on in December 2013. It incorporates the representations received from Statutory Environmental Bodies in January 2014 and has also been updated to provide more recent baseline information as well as to take account of representations received to the February 2014 consultation. For the purposes of this SA Report, the Scoping Report no longer needs to be a freestanding document and it has therefore been reconfigured to remove those elements that are covered in the main SA Report (e.g. the framework of SA Objectives). 2. Stage A1: Identify and review other relevant policies, plans, programmes and sustainable development objectives. The SEA Directive requires a review of plans and programmes which are relevant to the Plan: ‘an outline of the contents, main objectives of the plan or programmes and relationship with other relevant plans and programmes’ (Annex 1(a)) The review has selectively considered guidance at international, national regional, county and local level policies. It has not attempted to provide a detailed review but rather has focussed on strategic environmental, social or economic policies and objectives relevant to the appraisal of the Plan and particular specific environmental protection objectives established at international and national levels. This satisfies the SEA directive which requires that reference must be made to environmental objectives. The exercise has helped to shape the objectives against which plan policies can be appraised, as well as identifying particular issues which need to be addressed in the Plan A full list of plans and programmes which were initially considered is at Appendix 1. Many of these plans exist in a hierarchy; from international and European plans, to national policies and regional guidance. This review has sought to avoid duplication by only reviewing the most up to date or relevant plan and to distil the environmental objectives that are most relevant to the Plan. The analysis of relevant plans is at Appendix 2. The key messages from the analysis are in Table 2-1. The policy framework is dynamic, and new plans may emerge during the Local Plan preparation process. Those that are relevant will be added to the list at Appendix 2 and any relevant message added to Table 2-1 and published as part of the SA. Table 2-1: Key Messages emerging from Stage A1 The need to ensure that average distances travelled and traffic congestion are not exacerbated by minerals and waste HGVs, and that these vehicles do not worsen air quality in identified AQMAs, or reduce quality of life for local residents. Avoid damage to, and where possible proactively contribute towards the protection and enhancement of international, national and locally designated conservation sites, including SACs, SSSIs, NNRs, Local Wildlife Sites as well as BAP Priority Species and Habitats and nationally and locally important geological features. The site as a whole covers an area of some 20.2ha and forms the greater part of the approx 26ha allocated site to the north of Dukes Meadow Drive and to the east of Warwick Road.

Purpose and background 1.1 This Consultation Statement has been prepared in line with Regulation 12(a) of the Town and Country Planning (Local Planning) (England) Regulations 2012, which states that, before a council adopts a Supplementary Planning Document (SPD), it must produce a statement setting out: i. The persons the local planning authority consulted when preparing the supplementary planning document; ii. A summary of the main issues raised by those persons; and iii. How those issues have been addressed in the supplementary planning document. 1.2 The Banbury Vision & Masterplan was prepared in accordance with the Council's Statement of Community Involvement (2006), which was updated in July 2016. Site Description and Proposal The site was previously occupied by Niethrop County Primary School, sometimes referred to as Orchard Fields. The site has a total area of 1.6 hectares. To the north west of the site are the rear gardens of the properties on Prescott Close, to the north east is a public footpath and the rear gardens of properties on The Fairway, to the south east is a strip of open space, public footpath and properties along Mold Crescent whilst to the south west is the open space. The site itself is accessed from Prescott Close and slopes down considerably towards the south east. The original school buildings have all been demolished resulting in a large expanse of open space with areas of hard standing and foundations remaining on site. There are a number of trees on the site and along the entire boundary is a 2 metre high green palisade fence with some areas of hedging and trees that partially screen the site. The proposal is for the construction of a block of 40 extra care flats and a 60 bed care home. The development consists of two independent buildings each of which will be 2 and 3 stories in height, making use of the sloping land levels.

Banbury Area Strategy The Local Context 15.1 Banbury is a thriving historic market town and serves as retail, commercial and employment centre for a wide catchment. Located 25 miles north of Oxford, it is the largest town in the Cherwell district with a population of around 45,000. It has a diverse economy which is focused on manufacturing, logistics and distribution, and services. The historic Banbury Cross, together with the Oxford Canal and Castle Quay Shopping Centre, make for great leisure and retail attractions. 15.2 The aim in Banbury is to strengthen the town centre by boosting its vitality and quality through regeneration and strengthening commercial and retail activities, while safeguarding its historical character. 15.3 The Cherwell Local Plan anticipates that the town will continue to grow and become a larger and more important economic and social focus for its residents, businesses and surrounding area. By 2031 the town is planned to have a further approximately 2,500 new homes. It will establish a more diverse economy and new employment areas. The Banbury Masterplan aspires to raise the quality and rejuvenate parts of the town centre with a focus on developing shopping, leisure and night time economy activities. 15.4 The Masterplan promotes the expansion of the town centre through a new retail development on the junction of Calthorpe Street and Marlborough Road, as well as an extension of the Castle Quay Shopping Centre, which will include more leisure, dining and entertainment uses. In addition, the plan sets out proposals for residential and office developments, including Bolton Road and the revival of the area linking St Mary’s Church to the town centre.
