Hillsborough Ave. Tampa, FL, 33614 Platinum Sponsorship Membership Executive Bill Bram 727-916-1485 [email protected] The WCOA Hoops 4Sportsmanship Classic arose from the vision of WCOA Basketball Vice President Dave Queen. The Florida High School Athletic Association (FHSAA) emphasizes sportsmanship every year. Officials must file an online AT-6 form with the state for an unsporting technical foul in basketball or an equivalent penalty in other sports. Officials wield a stick with their power to punish bad sportsmanship. Dave was searching for a way to offer players a carrot and reward them for good sportsmanship. There is also an AT-7 which officials may file in cases of very good sportsmanship. FHSAA informed us that in academic year 2019-20, fewer than 100 total AT-7 forms were filed for all Florida high school sports. WCOA has resolved to increase player awareness of the AT-7 form and for our officials to issue more AT-7s. FHSAA school administrators often recognize and reward student-athletes who receive AT-7s. That is an incentive for improved sportsmanship. Dave Silverman is the Director of The WCOA Hoops 4Sportsmanship Classic, chairing a committee of 11 WCOA officials. Fellow official Randy Sterns, an attorney, formed our 501(c)(3) charity WCOA 4Sportsmanship, Inc., filing with the IRS and the State of Florida. Mike Buckingham has been our liaison with the FHSAA regarding the sportsmanship aspect of our WCOA Hoops 4Sportsmanship Classic. Mike is a former NCAA D-I women’s basketball official. Mark Olson headed our team selection sub-committee. Jon Decker, one of our WCOA assigners, chaired our program sub-committee. John Jarocki, who began officiating in 1974, led our sponsorship sub- committee. Jack Llewellyn procured our banners and signs. Ian Edwards and Paul McMahon are co-staff-directors on Game Day,convedr overseeing the numerous WCOA officials volunteering today. Paul also did the computer graphics for this program. Chuck Kindred and Anthony Brown contributed their experience in organizing previous tournaments. Special thanks to Shawn Farson for creating Hoop4Sportsmanship logo. Combined, our committee officials have officiated approximately 25 FHSAA finals / semi-finals in Lakeland. West Coast Officials Association West Coast Officials Association (WCOA) has over 400 football and basketball member officials in the Tampa Bay area and has served our community for over 50 years. We officiate almost all the high school games in Hillsborough County and at least half the games in Pasco County. WCOA also officiates middle schools, youth leagues, and adult recreation leagues. Our mission is to be the association of choice. West Coast Officials Association is dedicated to serving the sports of football and basket-ball in the state of Florida through the training and development of quality officials who will positively impact the sports in which they are involved. We aim to fulfill this mission by maintaining an organization that upholds the highest principles in supporting our members at every stage of their officiating career. Some of our officials also officiate junior college and Division II and III college basketball and football. The Florida High School Athletic Association (FHSAA) consistently recognizes WCOA for its quantity and quality of training. The FHSAA selects our officials for a high number of post-season assignments at the regional and state cham-pionship series level. Rodney Dickerson is the President of West Coast Officials Associa-tion. Dave Queen is WCOA Vice President for Basketball. We are always looking for new recruits. Jack was one of the longest tenured WCOA basketball officials with over 35 years of service. Jack was a great mentor for newer of-ficials. Jack played football at Middleton H.S. in Tampa, Class of 1965. He worked 30 years at USF’s Florida Mental Health Institute. Jack will be missed by all his colleagues at WCOA. The WCOA Hoops 4Sportsmanship Classic is the vision of West Coast Basketball Officials’ Association -Tampa, V. P. Dave Queen. As officials, Fans and Coaches we have searched for ways to reward players for good sportsmanship. The Sportsmanship Classic is our carrot to Coaches, Players and Fans to improve Sportsmanship. Donations received from Tampa Bay Community Sponsors will reward acts of Sportsmanship in the Game. These teams have been chosen to lead others in athletics in the pursuit of Championships and Sportsmanship. This is the inaugural event and will continue each year. Sportsmanship Awards Presentation & Game Honorees Each team shall receive a ‘Title Sponsor’ WCOA 4Sportsmanship Classic Award. Rubin Padgett Game Rubin Padgett was the first African American Hillsborough County Commissioner and owner of Padgett Nursing Home in east Tampa. Rubin was an accomplished advocate for those living in Tampa’s inner city. He passed away in March 2020, survived by son Nolan Padgett, a WCOA official and Men’s Basketball Coordinator of Officials for the NCAA D-II Sunshine State Conference; and grandchildren Nolan Padgett Jr and Tracie Lowe, both WCOA officials. Jan Bennett Game Jan Bennett was inducted into the Florida Association of Basketball Coaches Court of Legends after compiling 576 wins at Tampa Bay Tech, Robinson, Brandon and other Tampa Bay high schools. Twenty-five of his players earned NCAA D-I or D-II scholarships. Five of them later played in the NBA; two in the NFL; and two in MLB. He passed away in September 2020, survived by his wife Martha Bennett, a WCOA electronic clock operator. Jane Castor Game Mayor Jane Castor is currently the 59th Mayor of Tampa who previously served as the first female Chief of Police of the Tampa Police Department. (2009-2015). A native of Tampa, Mayor Castor graduated in 1977 from Chamberlain HS while playing basketball & volleyball. Mayor Castor was inducted into the University of Tampa's Athletic Hall of Fame following her record-breaking performance on the women's basketball and volleyball teams. She graduated in 1981 with a BS in Criminology and later earned a Master Degree (MPA) in Public Administration from Troy State University.
